Scribed below is a set of laws written by the Okarir'tanya, proposed to the citizens of Haelun'or, and to be put through a referendum. The ballot box is located in the Okarir'tanya's office, at the top of the library.

 

 

Hereby decreed are the following laws, dubbed Eltanya'tirn.

 

I. The use of magic within Haelun’or without proof of license is illegal.

II. The following magics are deemed “Minor Magics”, and their use without a license is a minor felony, resulting in small periods of detainment and fines, with greater punishments resulting from repeated offense:

   a. Healing magic

   b. Conjuration of inanimate objects and entities.

   c. The manipulation of auxiliary (smell, taste) senses through illusory means.

   d. Arcane shielding.

   e. Non-combative and non-aggressive enchantment.

   f. Household magics.

III. The following magics are deemed Most Unlawful, and any use at all will result in the user being branded as Drao'cruan:

   a. Necromantic Arts

   b. The state of being known as “Fjarriuga”

   c. Clericalism

IV. All other magics are allowed, with proof of license, and will result in detainment and punishment in the case of illegal use, with sentence varying depending on the severity of use.

V. The unwarranted harming of another with the use of magic is a crime punishable by being branded an Apostate.

VI. Being Drao'cruan is a crime that can be punished by death.

VII. The use of magic if ordered otherwise is illegal.

VIII. Aiding Drao'cruan in any way, shape, or form is illegal.

IX. The withholding of incriminating evidence from elevariran’thilln is illegal.

X. The teaching of magic without a teaching license is illegal.

Duvaindir observed the legislation, scratching the back of his neck with a slight shake of his head as if to pronounce disappointment. He finds Janos Ith'ael, having recently done battle at his side, and comments the following:

 

"You. . .do realize that the noun apostate typically pertains to religious or political traitors, correct? Poor word choice that may hint at your possibly religious motivations too strongly - though I do not mind in particular. However, you did leave out a liable ban on Clericalism as pursued by Sohaer Kalenz Uradir. I might ask you remedy this in a newer copy of this legislation. Other than that, it reads smoothly and touches on necessary points of contention"
