Salazar makes his way up to a podium in Haelun'ors city square, clearing his throat before speaking out to the assembled crowd.

 

"In recent wartime efforts, it has been realized by the Engineering Corps that more materials must be produced now than ever before. It was a fool's dream to believe that the entire Engineering Corps could provide for Haelun'or. Raw materials are needed, materials we alone do not have the manpower to collect.

 

If this proposition is implemented, the Engineering Corps's labor division will transform into a craftsman division, highlighting alchemy, blacksmithing, tinkering, enchanting, and woodworking. We will act as the medium for refined goods. Our duties as architects (and stonemasons) shall not change. I propose to the Silver Council that the entire population of the blessed cihi of Haelun'or be taken into account for their particular skills in professions. Thus, they would be organized and tasked by quota to fulfill the input of raw material. This act exceeds my power as Evarir'Tuferir, so I plead with the Council to consider this.

 

If implemented correctly, a proper flow will be instituted into our coffers and a potential economic crisis avoided. Us eternal Mali'aheral should not feel the need of mortal materials, but such things are necessary in these rising times. 

We live for the Maer'sae Hiylun'ehya.

Salazar looks out to the crowd for any feedback on his proposed idea.

Galan quickly raises his slender finger into the air, pointing upwards in an awkward attempt to grasp the attention of the few gathered mali’aheral. Clearing his throat harshly, he goes to question the request of the odd figure before him.

 

“Quotas? For the entire population? You fail to realise that people are naturally demotivated, never mind the idea of ‘contributing towards the maehr’sae hiylun’ehya’ for on paper it may seem all but appropriate, yet come a time of practical usage it will only prove unsuccessful.


People are not naturally motivated, nor does reward hold sufficient enough pulling power with the ambition sealed deep within our minds.. Only punishment, and the consequence of fear may motivate another.. Yet, how do you punish an entire nations workforce?”

"Please do translate maehr'sae hiylun'ehya for me, because I thought it meant Progress and Health. A sedentary lifestyle is antithetical to a healthy and robust lifestyle. I advise you move those joints lest they seal shut in aching atrophy.", Duvaindir remarked firmly.

*Riondil chimes in from the back of the crowd "Perhaps instead of forcing citizens, and creating animosity uselessly ask for volunteers. I for instance would be much more willing to help if I volunteered, and would be much more diligent in my assigned task. Another untapped 'labor' force would be the Evariran'thillin. They themselves have vowed to protect our grand cities citizens, by collecting needed materials they are indirectly doing this." Riondil would step back waiting for a reply.

"Thus why I gave a suggestion that in my opinion would be more productive and fitting, instead of blatantly condemning an action that isn't obviously implemented as of yet. This could be a useful source of material income if used correctly." Riondil would say not bothering to turn his head.
