Vekrus 396 Share Posted February 18, 2015 Akvar Ireheart, an Elder of the Ireheart Clan, and Lord Protector of the Grand Kingdom of Urguan steps up to speak to his fellow dwed. Clearing his throat he looks out over the crowd and nods as he begins to speak. “Ah stand befo’ ye today ‘umbled an’ ‘eartbroken tu see ‘ow far our Kingdom ‘as fallen. It seems loike onleh yesterday dat ah was ‘elpin’ out in t’e Legion, but now ah stand ‘ere as a candidate fer your new Gran’ King. Ah know weh are goin’ t’rough some rough toimes, but ah believe weh can do somet’in ‘bout it and make a turn fer da betteh. Weh ‘ave all seen much corruption t’rough t’e different council systems t’at ‘ave been tried and come befo’ ye to offa in dat main regard ah solution. T’at said, ah can promise ye t’e followin’:” Government The Lord’s Council will be dissolved. Clan Prestige will be abolished and all Clans will be treated equal. Each Clan will elect a Clan Lord to represent their Clan, along with the Clan Father, on a Clan Council that will advise the Grand King on any matter they believe are important to the Kingdom or that might be raised in their own Clan’s precedings. Ultimately, the Grand King has the final decision and vote on all matters regarding the Kingdom. The Grand King will hold an open court at a minimum of once a week to hear what his fellow Dwed have to say and see what can be done about important issues that arise. All guild leaders of Urguan will be elected by the people through nominations as well as elections with the exception being the Grand Marshal who will be chosen by the Grand King as seen fit. [OOC: No meetings or government discussions will be held on Teamspeak at any point in time. If done so it will be considered null. All meetings and government discussions will be kept in-character so as to not disrupt the integrity of the government and its proceedings.] War and Diplomacy The Grand Kingdom of Urguan will take a season of reflection and isolation from all conflicts to understand further its role in the land of Athera lasting one stone month before considering any involvement in alliances and wars. In further times of conflict and strife the Grand King will call upon the Clan Council to talk and discuss the advantages and disadvantages, as well as justifications for even considering the entrance into a war. Taxes The housing tax will be set at 100 minas for each house every two weeks, regardless of the amount of occupants. All members of the Legion will receive either a bunk in the Legion barracks free of charge or a discount of 50 minas off of normal housing. This will lower the housing tax down to 50 minas every two weeks for Legion members. Clan halls will be finished for each clan to purchase at a price of 2,000 minas. Guilds All guilds shall remain intact and their impacts on Dwarven society be brought to the forefront so as to boost productivity and patriotism within the Grand Kingdom. Holds Any clan that is able to gather the numbers to occupy and own land will have said land considered a protected hold under the Grand Kingdom, however remain autonomous with it’s laws and proceedings of any nature. This does not in any way make another clan ‘lesser’ than another should they not have the land or members to claim their own Hold. Akvar finishes his speech and stands looking into the eyes of his fellow dwed before giving a slight nod and saying one final line before exiting. "T'e choice beh yers Urguan."

Tirenas 677 Share Posted February 18, 2015 Akvar wonders how much Lori payed him to say that and shrugs as he continues with the Legion reformations and gathering their much deserved pay that will continue and be much more prevalent under his reign as it is deserving. Uldar wonders aloud as to why Akvar speaks about paying the legion, yet never actually ever asked Uldar about it, who was awaiting his prompt to give the soldiers their pay. Uldar dismisses it as another of Akvar's methods of demagoguery.
Vekrus 396 Author Share Posted February 18, 2015 Akvar didn't know the Kingdom money was still available at this time and therefore pulled the money from his own pocket to pay the Legion for now as it's just part of his job.
Tirenas 677 Share Posted February 18, 2015 Uldar nod, noting, "Clearly that is an indication of Akvar's lack of communication with those he was responsible of working with. You would think that a Lord of our Kingdom would have the initiative and commonsense to ask the one responsible with providing money." He sighs, continuing, "Who's to say he'll consult the Clan Council he seeks to form. Bah, more false promises, it seems."

Vekrus 396 Author Share Posted February 18, 2015 Akvar wonders how there was a lack of communication on his part as he attended every meeting and spoke his mind, rather he thinks Uldar is just upset he has a different opinion on some matters like the banishment of the Grandaxes. That said he also assumed Uldar would not want to give pay to Grandaxes in the Legion who were banished and so took it upon himself to still do so.
