Beware, mali'thill'ne and mali'elor of Haelun'or; the coming of the Evarir'thill Il'cruan is upon us. It is the duty of those who bear the seal of the E.T.H.I.C. to protect our Blessed City and Revered Ways from the taint of impurity and treachery that may seep its way into our home.

• An E.T.H.I.C. may demand access to private/restricted areas in any elven district within Haelun'or and may search the area if desired.
• An E.T.H.I.C. may detain an elf suspected of traitorous thoughts or impurity.
• An E.T.H.I.C. may confiscate objects deemed liberal or that go against the maehr'sae hiylun'ehya in any district under Mali'Aheral authority. 
• All complaints regarding the conduct of any E.T.H.I.C.'s application of searches, detentions and confiscations are to be brought to the Sohaer for processing.
• All damning evidence procured by the E.T.H.I.C. is to be brought to the Sohaer for the convening of 3 Parir'tiran for a trial under the Silver Law of Haelun'or.
• An E.T.H.I.C. has the authority to purge traitorous or impure elves within Haelun'or— Though only if they deem the situation one where it is impossible that the elf may be easily apprehended for a trial.
• While an E.T.H.I.C. can not overrule by an Okarir's decision, they are not bound by them. Violations of the decisions of an Okarir must, however, be reported to the Sohaer and evaluated.
• Impure and traitorous mali may be subject to "more persuasive methods" by an E.T.H.I.C. if desired, pure elves under suspicion of impurity may only be subject to non-violent methods.
• An E.T.H.I.C. is not punishable by law if he commits a crime conducting their duty. The Sohaer may overrule this and have them subject to the law if desired.

 

These mali'aheral hold the authority to investigate all who live within Haelun'or and evaluate them to determine if they are worthy of the sanctuary Haelun'or bestows upon its denizens. They shall purge those who deride and work against the maehr'sae hiylun'ehya and its Esteemed Followers.

 

While to most, the precise objective and most details of the E.T.H.I.C. will remain elusive: Be aware mali, for they walk amongst you and observe with scrutiny your every action.
