Put forth by Adrian of Kaedrin, Bishop of Courland

It has come to the attention of the Church that there is not a true defined number of faithful, baptized and unbaptized, in the Diocese of Courland. To get a greater understanding of the practice of faith in the city a census has been issued so that a true count of churchgoers, neophytes, and baptized faithful is gained.
