In the absence of the Pontiff, Vice-Chancellor Enoch of Haense, Patriarch of Laurelin, is appointed Pontifical Regent. His tasks will include ensuring the Pontiff’s project of St. Tobiasfest runs smoothly, the day-to-day affairs of managing Luciensport and the Church, as well as dealing with any other matters that the Pontiff would usually deal with. However, the Lucien III has declared that the commandant Miguel Cortes will continue his role and act as military commander in place of Lucien III in the event of battle. We pray that Lucien rises from his fasting soon and with a clear mind. DEUS BENEDICAT.

The Holy Palatinate of Visiga Founding “In the name of GOD, this is where the cornerstone of the Church shall be laid.” -High Pontiff Daniel II, following the slaughter of the Tarchars by GOD’s Plague. The Palatinate of Visiga is located across the Shattered Strait, opposite of the Orenian Continent. Here the Crusaders threw off the yoke of the Tarchar horde. With steel and cross, the lands had been cleansed of paganry. In this wake of blood, the Church would lay its foundations. Here, weakened by the conflicts and intrigue of the Duke’s War, the Church would build itself back. The Crusaders aiding the Cordobonese Exiles. Visian Culture “The Visians, children of exiles and crusaders.” -Bishop Fernando of Cordobe, on the peoples of the Holy Land. When the Crusaders obtained victory over the Tarchar Hordes, many returned to their homes across the sea. However, a fair amount stayed and put down their roots. Blood for blood, the blood spilt has led to a new generation populating Visiga. However, the Orenian Crusaders were not the only men to populate the lands. Exiles from the Cordobonese Isles, converts sent from their homeland by idolastic oligarchs. These exiles brought with them their swords and crosses, to pledge their service to the High Pontiff. However, they also brought with them women, children, customs, and writings. This blending of cultures eventually led to the Visians that we have today. Warfare and Combat “And the ground shook, Visian footmen ran with crosses in their left and blades in their right.” -Miguel Cortes, on the Visian detachment during the Battle of the White Mountain The Visian culture has its own form of combat, forged in the pages of history. It draws heavily from the past Church militant orders, the latest being that of the Lotharingians and the Order of the Black Sepulchre. However, instead of taking to the mount, such as the Lotharingians had, these soldiers draw from the Cordobonese style of foot combat. Using shields and pikes, they dominate on the ground. The only men to fight from horseback are distinguished soldiers, knights, and those who are rich enough for a horse. The main weapons used by the few mounted men of Visiga are the longsword, the kite shield, and the lance. The men-at-arms, professional soldiers, commonly use arming swords, round shields, and crossbows. At the very bottom of warfare are the levies taken from the city of Luciensport and the surrounding settlements, these Visians are supplied by the local armory and usually carry pikes, simple bows, and the occasional sword. Language and Learning “The key to enlightenment is education.” -Fernando of Cordobe, to the High Pontiff Everard II The Visian peoples place great value on the study of manuscripts and the analyzation of the world. However, unlike other pursuers of knowledge, they use this knowledge to further their understanding of faith. Their devotion is to the Church of the Canon and any ‘Science’ that opposes the Dogma of the Church is not considered truth. The clergy of Visiga hold classes in the town hall, where men come to speak their philosophies and discuss new discoveries, as well as questions of Faith, with the clergy. The language of these peoples is a mix between the common tongue of the crusaders and the cordobonese (Spanish) tongue spoken by the exiles. Everything in their life is centered around religion. Owing their allegiance to no secular lord, the Visians are sworn to the Prince-Archbishop of Visiga (usually a title held by the High Pontiff). Mass is a constant in their lives and the most read writings are those of clergy. There is not a citizen in Visiga who has not undergone the rite of baptism and many end up joining the clergy or the militant Apostolic Brotherhood of the Holy Cross of the Outremer and St. Everard. Men wishing for a life of piety and valor join the Brotherhood of the Holy Cross or the Clergy. Others sign as merchants under the Vallberg Company or as freelance shopkeepers. DECLARATION OF ECCLESIASTICAL REGENCY Issued and Confirmed by the Heptarchy of the Church, 15th of the Sun's Smile, 1537 It is with heavy, grieving hearts that we do proclaim a regency over hour fair Church. Our faithful and dedicated Pontiff, Everard II and his wisen Vice-Chancellor, Adrian of Kaedrin have both passed, assassinated by Aeldinic letches whom blacken the Capital with their corpses. Their memory will be carried on and honored in the coming months, the shadows they cast far reaching and the people they have touched, countless. We will remember them. With the death of the Vice-Chancellor and the evening of the Synod, we do appoint the Patriarch of the Elves, Enoch of Haense; to serve in his place. The Twelfth Bull will be respected and the Felsen Cathedral shall be the new Pontiff's residence, when he is elected of course. For now, during this period of mourning we reiterate that a regency will govern while all pay their respects to the faithful companions. DEUS MAGNUS, and may they rest in peace.

Twelfth Golden Bull of Dibley HIGH PONTIFF EVERARD II, Archbishop of Visigia, Prince-Bishop of Luciensport, Huss, and Dibley, Successor of the High Priesthood of the Church, Supreme Pontiff of the Church of True Faith, Keeper of the Canon, High Servant to the Exalted's Testaments, Humble Servant of the Faithful and Vicar of God, does decree… SECTION I Synod Appointments The Holy Father with clear mind and soul does solemnly appoint the following clerics to the Synod. His Eminence, Prince-Archbishop Fernando of Visiga Monsignor Johannes of Riga Father Vladimir Mosin of Saltstone SUBSECTION I Regional Appointments Father Fernando of Visiga is hereby appoint as it’s Prince-Archbishop. He will preserve the Holy Lands and further grow the bustling port city through it’s important period of growth. The Archbishopric will remain fairly autonomous as before, and its future administrators will be elected from the pool of clergymen within the territory. SECTION II Inquisitorial Disbandment. With advice from the Pontificate the Inquisitorial Tribunal is officially disbanded. The remaining Inquisitors and loyal Tericos are ordered to halt their pouting and once again report to the Commandant if they still wish to serve the Church as laymen. Some sort of replacement will be created to fill the vacuum. SUBSECTION I Apostolic Foundation With the disbandment of the old Inquisition, in its place is erected The Apostolic Brotherhood of the Holy Cross of the Outremer and St. Everard. The Apostolic Brotherhood will pick up the mission of the Inquisition. It will be headed by Don Miguel Cortes, Knight of the Black Sepulchre. He, as Apostolic Knight, is given authority to take in Ashen Knights of the Black Sepulchre into his Apostolic Order. They will be the southern counterpart to the Lotharingian Revival. They are intrusted with the crimson cross of St. Everard (and the Outremer) and the mission of safeguarding the southern continent, as well as the Church as a whole. SECTION III Lotharingian Revival The legacy of the Lotharingians of Luciensport is hereby handed to Duke Otto II of Carnatia, let his men serve the Canon respectfully and piously. The Grandmaster of the Lotharingians is therefore given the authority to train new Ashen Knights of the Black Sepulchre, and are intrusted with the charred cross of Brelus, that which was the only thing salvaged from the ruins of the Cathedral. SECTION IV Transition of the Holy See With Luciensport now home to the Visian Archbishop, his Holiness wishes to move the Papal Administration to the capital of Felsen. Within the Crownlands his Holiness will focus on the spiritual guidance of the Orenian peoples, with Archbishop Adrian of Kaedrin remaining as Metropolitan of the City, and administrator of Metz. 12th of Sun's Smile, 1537 The Council has ended and conditions formed on the issues of the current day. Those resolutions are listed below. On the Laurelin Patriarchate, The Patriarchate will continue on with it's work converting and including the Elven peoples beneath the eye of Enoch of Haense with a clear majority in favor of the organization. On the missing Carnatian Bishop, The diocese of Carnatia will remain in limbo until the advise of the Duke, Otto II, has been heard.His Eminence's seat on the Synod however, will be given to Father Fernando of Visiga. On the Inquisition, The former General, Commandant Miguel Cortes, has hereby disbanded the defunct tribunal with the approval of the Pontificate. It's former members will either move unto the new band being gathered for Luciensport's protection, or the newly reformed Lotharingians beneath the good Pontiff's Ward-Son. On Visiga, Father Fernando of Visiga will be appointed Archbishop of Visiga and the Outremer to make up for the Pontiff's interests in strengthening the faith elsewhere. Deus Magnus
