Past Plan

Classes and Payments

 

Class A-Shop

200 Minas Per Week.

Class B-Large Home

100 Minas Per Week.

Class C-Stall/Home

50 Minas Per Week.

 

Notes

 

Must pay every week.

Tenant is given a notice, if they fail to pay.

2 weeks to pay or eviction.

Taxes are paid with the 50 minas tax paper.

Stewards should attempt to remind citizens of their taxes.

Definitions

 

Public Externality-A public externality is defined as a benefit to society without the society choosing to support said benefit. E.g. Library, Military, Church. These externalities would be pardoned of tax, and their tax will be attributed to the positive impact that this buildings make on an impact.

Shop-A building that offers goods through face-to-face sale.

Stall-A building that offers goods through bidding or without face-to-face interaction.

Large Home-Defined as case-by-case depending on the population it can hold and the space taken up.

Small Home-Defined as case-by-case depending on the population it can hold and the space taken up.
 

Punishments

 

Public Externality-If the externality does not provide its goods, services, or if it does not qualify as a “positive” externality anymore, it will be forced to undergo a fine or eviction, depending on the severity of the non-fulfillment.  

 

Shop-If the shop has not paid its taxes within 2 weeks and is still selling goods, it will be forced to pay 800 minas(twice the amount not paid). If the shop is not active, then it will need to be evicted and repay the taxes missed in the future.

 

Stall-If the stall has not paid its taxes within 2 weeks and still has goods stocked for selling, it will be forced to pay 200 minas(twice the amount not paid). If the stall is not active(unstocked goods for 2 weeks), then it will need to be evicted and repay the taxes missed in the future.

 

Large Home-If the large home has not paid its taxes within 2 weeks, all belongings of the home will be the property of Felsen, and the missing taxes may need to be repaid in the future.

 

Small Home-If the small  home has not paid its taxes within 2 weeks, all belongings of the home will be the property of Felsen, and the missing taxes may need to be repaid in the Future. The taxes will be exempt unless in a case of crisis, in which the owner will be liable to repay the missed taxes.

 

Disagreements and Policies

 

Disagreement with Citizens-If there is a disagreement between a citizen, two (2) other supporters and the punishment offered by these sets of rules, or if a government official wishes to provide a different form of punishment, it will be taken to a higher court to decide the punishment.

Amendment Policy-

If changes are sought to the tax system or the punishment system for taxing, it will be taken to a higher court to approve the change, or at the Mayor’s discretion.

If the Mayor’s decision is deemed unfair by seven (7) or more citizens or other government officials, then the case will be taken to a higher court.

The higher court has one week to hold a hearing.
