Lord Magisters First Order.

As the newly appointed Vandorian Magister I have been tasked with keeping magic 

within our fair kingdom in check.

As such I will be asking for the full cooperation of the populace, if you practice the arcane arts I emplore you

contact me so you may be licensed.

A license can be acquired for a small fee, those with a license may practice there magic freely.

Those without, will be punished harshly, the most severe means being the forced consumption of thanhuim, then having to use there unstable powers in a duel against myself.

If a citizen suspects another to be practicing magic illegally, bring your concerns to me.

I shall investigate the issue personally.

Following a brief meeting with His Excellency, Lord Coltaine Wick, this act has now been approved by the Lord Privy Seal of Vandoria.

Let it be known that:

The Lord of Skyfall, Sarrion, and members of his retinue Lyu and Lanavia have paid the fee

and are now licensed magic users.

An agreement has been struck, all students of the arcane in Skyfall may practice and learn freely till they better understand their 

chosen art, at that point they will be expected to pay the fee for a license. 

Again, they may only practice in Skyfall, and there teacher will need a license.
