[!]Numerous, small notes find their way throughout the Southern Realms and beyond, nailed in many a property and tavern, sometimes lasting just about as long as it takes for one to notice them before some drunken sod may rip them off the wall for their own use.[!]

 

"Stranger, I bid you welcome in the name of Aethermoor.

Are you weary of either the miserable, ground-bound life, or frontier escapes, endangering your life more than they threaten your boredom? Mayhaps you have seen many an offer such as this already, maybe you did not encounter any, yet I plead that you lend your ears - or eyes - to this most modest revelation.

It is with great joy that I may present these news, for after the years of indomitable, diligent effort of many brave men and women, the city of Aethermoor has finally been brought to life in it's full glamour. Akin to a child, it is making it's very first steps, but with the brilliant minds of architects and inventors, doctores and professors, this child may yet enjoy a merry youth and usher forward a century of mature happiness. Like most of the older provinces of Southern Realm, we are hospitable people, and would always be delighted to have your company - whoever you may be, wherever you hail from, if you wish to live where you will be judged by your deeds rather than very existence, join us. If you seek homestead and stability in the safety of our defense, join us. And lastly, know that many dreams you wished to pursue, may yet be accomplishable with enough effort. To want to, is to be able to, and if you can keep up the pace with us, you're one of us.

In the name of our divine Creator, the One God, I

Neero Sarr,

by the will of the people and God's grace a Vander Lord, graf of Aether Marches and the benevolent liege of the City of Lights, representant of the confederated Qalasheen, Askalene and otherwise Vander people of Aethermoor, have found it necessary to lay foundation and grounds towards perfecting the common livelihood of citizenhood. Such a preemptive reform will serve to greatly dissuade the attempts made to impose foreign will upon our city, and as such, is of unfathomable importance. The issues listed shall be upheld to prolong our survival in this dire world of ours, so help us God and all of Creation.

The Religion

In light of the most recent changes surrounding Old Vandoria and the tensions they sired, we found it necessary to guarantee safety and invulnerability of each and every proper and sacred faith existing in the Aether Marches. While the rulership shall maintain its steadfast support of Canonist Creationism, such shan’t be forced upon other believers. Their belief is untouchable as long as it follows one of these requirements:

The churches of our benevolent Allfather, Creator

The temples of his messengers and governors of material realm [i.e. Tahariae, Xan, Aspects]

The cults of venerable ancestors whose lives cemented their sanctity.

Philosophical, gnostic doctrines that plainly accept domain of the Creator

Wrong and misguided are in turn the following:

Churches opposing the existence of a single God, Creator

Philosophies promoting a form of occult and vile sorts of Voidal magic

Cults of terribilis or otherwise ungodly creatures, from Wraiths to Iblees itself.

These citizens shall from now forth be able to live freely by the religious custom of such righteous sort, and be justly expelled for blasphemous ones. Citizens are, however, not allowed to convert from one to another without a feasible approval of the local heads of these religions. Doing so is deemed apostasy and will see them punished with extreme prejudice. (More in ‘Law’)

Lordship of Aethermoor

A lord of Aethermoor is it’s ruler and sole representative in the Lords Council. Whether a hereditary scion of M.C. House Sarr, autarch or a mayor, he or she has the sole right to oversee the city’s best interest in Vandoria. The traditional seat will be set in the Brightspire, known as the Round Office, where his or her Menrahir gathers. Their judicial power over the Small Council is supreme, and can at will appoint and fire the councillors with the sole exception of the Labour’s Envoy. The Lord grants plots of land and allowances for the creation of new artificial islands off the Marcher shore. They have the right to open commissions using the city’s treasury, and as such, have the right to push a voting to amend the following terms if absolutely necessary. Theirs is the full legislative power, which they can divide fairly throughout their standing Council.

They are expected to uphold the privileges and laws of the citizens and in turn, it is the utmost duty of each and every citizen to protect their and their family’s life and well-being. A quarter of the Seraphim troops is to be ever stationed at their residence of choice maintaining that safety.

The lord has the sole access to the laboratories, and as such, oversees the research of arcanotech. It is in their best interest to either maintain personal expertise or appoint a proper overseer to continue progress in such extent.

Their life’s partner, be they wife or husband, only wields as much power as the Lordship themselves wish to pass onto them. Without a clarification, they hold only authority as the members of their respected family.

Labour

The Labour refers to a collection of otherwise separate guilds of trade - Patrons, Artisans, Traders, Hirelings and Bards - collectively governed from the Gallomarket by their Envoy. United, they manage the economical and societal issues of the city, providing trade education, sustenance and materials used in Aethermoor. The Labour alone can grant an allowance to trade in the city and can freely maintain their monopoly among average workers. Their main task is to ensure welfare and healthcare of average folk and to stand as tribunes of their will, a voice of the smallfolk in Menrahir.

Labour’s trademasters and Envoys, overseen and aided by the Secretary of Estates, establish the rate of taxes on business and property. They are not allowed to interfere in the affairs of A.D, and are expected to pay for the maintenance of normal Departments, but can still voice their issues to the Small Council via their Envoy, and shan’t be expected to pay for personal establishments of the Lordship. They require the Lordship’s approval for erecting any new buildings within the city limits. The artificial islands are off such limits.

Trade

Trade is the lifeblood of nations, and is wholly welcome in the City of Lights. However, unrestrained, it tends to be fickle, and at large, disorganized, making it difficult for both the urban treasury and it’s citizens to benefit from it. As such, while the auctions will remain available at large to any individuals, guests or denizens, the Labour may impose restrictions on the amount of items and goods brought to the city, and it is the Labour that, with Secretary’s oversight, establishes market stalls throughout the available spaces.

The standing price for buying a stall spot is 1000 minae, otherwise requiring a rent to be paid monthly, ranging from 50-100 as per due the stall’s potential income.

Trading in dangerous poisons, missile weaponry of high calibre and any form of ‘bondage’ is forbidden and will be severely punished.

Menrahir

Small Council is a governing, promulgative and semi-legislative body composed of three councillors appointed by the Lordship:

Commandant, a person with martial veterancy or talents to lead A.D’s

Ludorian, overseeing the multitude of festivals and events, maintaining food produce.

Warden, appointed in a dire situation to maintain the duties of the Lordship, ‘regent’

One permanent member

Envoy of the Labour, an alderman among trademasters.

And two members elected by all of the Council:

Secretary of the Estates, maintaining the city, trade and A.D. ledgers.

Arbitrator, a judge and official of the law

Their duties apply in the aforementioned fields, and not out of them. Their jurisdiction applies to their proper field of expertise and every particular Council/Lordship-contracted individual maintaining issues such as tax collection or advocation.

Self-Defense

We live in dire times, and all the citizens need to look to their own defense. They shall also look to the defense of the Aethermoor, and the prosecution of such military affairs as the Lordship and their Council shall decree. Therefore, each individual citizen group may raise and maintain it’s own neighbourhood patrol answering directly to the Commandant of A.D and from the ranks of these forces they shall provide the best suited members for recruitment into the professional departments, according to such requirements as shall be imposed by the Secretary of the Estates, based upon their availability and numbers.

Citizenship

A citizen is an individual Descendant living alone or with their family either on a housing plot or within an apartment of any sort, registered in the census and holding no criminal or otherwise unsavory background. The citizens may, beyond their basic laws and above the privileges they gain for fulfilling their duties towards the city and each other:

 

Demand audience from the Lordship at any hour (But Lordship may pass it for later.)

 

Become officers of A.D’s all potential departments

With Labour’s approval, combine their housing plot with a place of their trade

For their merits, be elected into the Small Council

Pursue any craft and skill of their desire

Seek marriage and partnership in the city’s boundaries

Enjoy any fashion of their fancy

Own melee weaponry and simple missile ones (Not longbows and/or crossbow types)

Possess such intoxicating substances as their religion allows.

They are to be held in respect and return such respect as befits a proper Citizen and Vander.

Arcanes

While the City is a home to many talented magicians and inventors, and we do not shy away from our pride, the arcanotechnology, it is unseemly to leave such a powerful force unrestrained by any cautionary laws, but it is also uncalled for to persecute it overtly.

Therefore, let it be known that no magic that causes direct damage to a mage’s surroundings is allowed, with the sole exception of A.D. sorcerers. Any spells cast that may cost someone their demesne, health or even life, will be treated as a direct crime against the city.

These persons are, however, still entitled to an entrance, and any practitioner of a school which’s teachings are allowed in Vandoria will always find sanctuary in Aethermoor.

Amendments

Nothing is constant but change, and it is obvious that even this modest piece isn’t in any way flawless. It is however downright wrong to stand immobile in the face of such tidings, and therefore, already do we establish that should any changes be made, they can be done, so long as they fill the requirements as following:

Does not contradict the Rights

Does not remove or curtail the Labour’s authority

Does not act against the Lordship and the city’s interest

Does not provoke any diplomatic apprehension

Has the approval of their respective judiciaries.

Has been proposed by, or with, the Lordship of Aethermoor
