Perhaps have different heads silt at different capitals? Maybe ones which suit each capital the best! (I.e. Plants and stuff at wood elves,)

Only problem with giving heads to certain cities is that (For Example: The Wood elves don't let anyone besides the Welves inside.) But I do like this idea, maybe put a small market outside of each city?

Sell the most common ones, have the rest acquired through events.

I like the idea of having a forum thread with a complete list that can be referenced when making a modreq. This makes it easier on players and mods alike, creating less confusion about the IDs as they can be quickly accessed by both parties. 

 

A single Gm shop in each city, just like with lock picks, allows ease of access. Simply have the papers like before and a set price across the board for all heads.  Frankly it's a hassle to travel to CT at this point, so placing these shops within capital cities seems to be the best option. (to me at least)

Regarding custom heads, I'd say maybe give each capital a market for them? (One that is easier to navigate than Vailor's though; yikes.) That way, you're not forced to travel a lot, but then if you want more variety of heads you can go to other cities'?

this way would be very simple since all that would have to be implemented is GM shops with renamed pieces of paper and accompanied forum thread. 

 

Edit: Also make players drop heads upon death, or make heads like they were in the fringe, where when a player died a head item was placed on the ground, right clicking the head opened a gui with the players inventory when they died, the looter would then be able to break the head with their fist and be able to take it and re-place it where they wanted.

The system in Vailor was fine, but you should add Head shop tickets to casket drops and voting rewards.

Sounds fine, I think the heads should be sold as they were in Vailor, in ct, as this keeps everything together, and is easy to locate.

I think designating a portion of CT would work perfectly, just like map. Please don't do anything like placing them randomly around the map, it's hard enough to find market stations.
