I think he assumes that the reasons roadblocks failed is because people don't travel(The only fast travels atm being boats to the isles) and a simple solution for not wanting to travel is to get a horse(which are decently fast as long you dont get a bad one). When travelling, you could walk around it (In guessing that it's not a wall). I only ever heard negative things about the whole system - and it wasn't ever used either. It would just fall into something that's neglected until its eventually used in its unstable state.
