Standing within the centre of Elheial'thilln, adorned in fine robes and accompanied with the Okarir'tir at his side, a familiar face stood with his feet against the ground, his attention locked upon the crowd before him as papers were handed out by his Constructs. He spoke fervently about the topic at hand:

"To all who hear my voice, and all who read my words, I wish to propose an amendment to the positions held on Silver Council on high. To preface: The document in question, proclaimed through voice and words, is determined to denounce the position of Okarir'maehr, and instead promote the chair of Okarir'lliran. Through description and levy of opinions of current Mali'aheral in and out of office, the following information is set to explain why and how these changes must and may come into place."

"To begin, one must truly understand what an Okarir'maehr, The Guardian of Wisdom, is, and what they do. Look down upon the document in your hands, lliran, and read the definitions they hold!" The Familiar face gestured with wide arms, enthusiasm and genuine passion held within his features. Laden upon the page would be, as mentioned, the following list, accompanied with the following dissections: 

 

Eternal Guardianship

Set to preside over the Eternal Library, the Okarir'maehr must ensure that the knowledge of elheial'thilln and those within the tomes are protected.

 

Eternal Instruction

Tasked with ensuring lessons and knowledge are passed from generation to generation, the Okarir'maehr must record and proclaim knowledge within.

 

Eternal Supervision

To preside and distribute the internal laboratories, the Okarir'maehr must ensure that the research made is at the forefront of learning and technology.

 

Chronicling

Working in conjunction with Elmalaurir, the Okarir'maehr must set and chronicle the path for the Mali'aheral, ensuring our ways and traditions are passed on.

 


 

"Knowing what we know, do we truly believe that a position held within our Council, the Council with the executive decision to impart changes within our home, should be held by a position with such minimal impact?"

Crumena Izalith, the source of the voice proclaimed loud and clear,

 

"It is the duty of our Okarir'maehr to protect and write knowledge within our tomes. This is pure, this is true. A wonderful service, through and through, and one never to be taken lightly. Though is it not the duty of our precious Malaurir to preserve and guide our ilk from generation to generation? One could argue, and I am one to indeed make this claim,that the duty of elokarir'maehr and the duty of elmalaurir are all too similar to discount. Our presence, our history and culture lay within the bindings of those pages, and through elected and determined proof, it is the duty of Elmalaurir to protect and propel us forth with those tomes in question. Why, then, must our Malaurir hold no authority or hold over the tomes within those halls? Why, then, must the Eternal Librarian, be making decisions for our home and our kind when the duties so closely coincide with that of another?"

With a draw breath, his heels rocked back and his weight shifted from side to side. As the Izalith propelled his voice forth once again, he gestured to the document within his hands.

 

"Look now, and see my proposition! For I do not wish for our positions unfilled, and I do not wish our Eternal Library to fall into disrepair! Instead, I wish for the duties to be bound to those most able, and who more able than our current Malaurir?"

 


 

Malaurir

Guidance and Counsel

The Maheral acts as the Spiritual and cultural guide of the Mali'aheral, and domestic and foreign counsel to Eluthir and the Silver Council in terms of culture, traditions, and the guiding principle we all stand by. The Malaurir will hence take position and duty, as has always been so, to protect and oversee the spread and proclamation of Maehr'sae Hiylun'ehya wherever possible, and must offer guidance to all who seek it.

 

Mediation

Taking up the duty as one has always done, the Maheral must mediate on domestic and foreign conflicts between Mali'aheral, and between ilk and others so that the correct choice can be made.

 

Succession

Such is the duty and task of the Maheral to select and proclaim their own successor, so long as the individual is pure, holding impeccable record and accepted by the people as their Maheral. Precedent remains so that should public unrest be seen due to the ascension, or otherwise absence, of Elmaheral, the new Maheral is chosen by the twice-previous.

 

Chronicling

Taking on the position from the dismantled Okarir'maehr, the Maheral must continue, as one has done in the past, to chronicle and outline the path of the Mali'aheral, assuring that our traditions, our ways and our acts are passed down from one generation to the next.

 

Eternal Scholar

Guardianship

Continuing the role of Eternal Guardianship, the Eternal Scholar, now a Governmental Position outside of the Silver Council, is tasked with presiding and ensuring that all knolwedge of generations past is held and tended to, and that the library is well protected. 

 

Instruction

As was the task before, the Eternal Scholar must instruct those who wish for wisdom and knowledge, directing them to the correct location to find such. They must teach and ensure the knowledge is passed on, and not simply held on a page.

 

Supervision

The laboratories will remain within the control of the Eternal Scholar, and they will be tasked to ensure they are well tended to. When working in conjunction with Elmalaurir, the Eternal Scholar must assure that each experiment and task is focused on the propulsion of our kind.

"As one Council position is removed, another must take it's place. In the stead of Okarir'maehr, I propose the position of Okarir'lliran. The Guardian of Peace, it is the duty of the 'lliran to provide ample and adequate relations, both domestic and foreign, and keep our allies allied, and our people happy!" Crumena Izalith continued to circle the square, his hands held towards the base of his spine as his voice resonated through the central placement of the elheial'thilln.

 

The Voice of the Council

Dutied and tasked to spread and voice the words of the Council and Elmalaurir, the Okarir'lliran must be poised and ready to propel themselves into the state of the people. When a decision is made, it is the task of the Okarir'lliran to dedicate and proclaim the words to the people, both internal and external and ensure that all are knowing of the choices made.

 

The Diplomatic Bridge

Through thick and thin, the Okarir'lliran must reach to those allied with the Silver State and ensure such diplomatic assurance is met. Tasked with ensuring that peace is kept between two parties, the Okarir'lliran is often sent away as a foreign ambassador to other cities and Nation's, their task: Creating an unbreakable bridge between our allies.

 

The Silver Emissary

Not only is it the task of the Okarir'lliran to improve diplomacy between two Nation States, they are tasked to focus and propel their voices across all foreign neighbours, dutied and debted to keep up to date with foreign politics, and ensure that the Silver State is moving forward with the worldly powers. The Okarir'lliran ensures that we are not left behind in our movements and our relationships, by any means necessary under the guide of Elmalaurir and Eluthir.

 


 

As his speech came to a soft close, the ardent gaze of the voice within elheial'thilln centre slowly shifted from face to face, his composure well kept and practised. With a final statement, his voice rose once more:

 

"And why is this necessary? To truly be one with ourselves, to truly ensure that our people are healthy and forward-thinking, we must progress and adapt with the times. In this ever changing word of mass powers, it is our focus to keep our people, our prosperity and our traditions safe. It is our duty, our task, to keep the lives and status of all Mali'aheral pure and healthy.. With our forward-thinking and stalwart Maheral, a shift in nature and shift in our tone will prove to bring great stride for our kind. To ensure repeats of previous events, we must ensure that our lliran are indeed our lliran, and that those who oppose us lack the ability to infiltrate our culture, and abuse our alliances."

 

"Maehr'sae Hiylun'ehya."

 

As the Izalith handed out the last of the documents, he turned to vacate the area alongside the Okarir'tir and his Constructs, moving towards the upper district.

Itiireae nods along and listens as per usual. Upon completion, a faint smile appears on her lips. "Not a terrible idea, to say the least. This could prove to be interesting."

"The Izalith leavens a point - we're supporting a position that is not wholly necessary. Although, I do not wish to witness Icarus' absolute ejection from the Eternal Library. He has been promoting valuable contribution to the establishment, so perhaps his support should be conserved, even if his position is altered. A learning facility has been sought out and I believe the man might make an effective tutor of knowledge while directing Haelun'or's academic pursuits." Erinali proposes - only for a brief period before departing from the scene.

"Those with foreign influence need not hold political positions within the city. This proposal speaks of infiltration from foreign factions but would it not be of greater risk to allow those who work so directly with them, oftentimes more than their kin, a direct vote in government? To ensure the voice of the mali'thill is held in higher regard it may be that Haelun'or requires diplomats but these diplomats need only report to the silver council as the silver council should be made up purely from those that find their purpose within the home of the blessed. There is no greater threat then failing to ensure the institutions of learning are held in the highest priority. Our knowledge is of higher value and thus should remain as it is." States Iatrilemar "Furthermore the role listed above rarely finds a suitable candidate. To take up its mantle one must spend considerable amounts of time outside of Haelun'or and thus tend to lose contact with the mali'aheral."

A little legume of an elf by the name of Cinh blinks, perplexed, "But how are silly lesser races more important than books? Book are the best! I'd much rather have books than lessers."

Ceruberr stretches upright in his seat as Crumena and Sul’onn approach the council with a following of constructs. His emerald eyes take particular interest in the figure adorned in fine robes, devoting a good few moments to examining the namesake of his former arcane master. As Crumena begins to speak, Ceruberr listens impassively - idly drumming his slender fingers upon the arm of his seat. The moment the Izalith reveals his proposal, Ceruberr ceases his drumming, raising a single, silvery brow. His gaze diverts briefly to Icarus, though as the grey-eyed elf continues his speech, the tapping resumes.

 

Following Crumena’s conclusion, Ceruberr’s fingers pause striking once more and he leans forward to speak.

 

“Before you depart, Izalith,” he begins, hoping to gain the aheral’s attention as he turns to leave, “I’d like to give my response to your proposal. A proposal which, I might add, contains a number of cultural implications.

 

Knowing what we know… the position of Okarir’maehr has always been an esteemed seat upon elheial’thilln, and the duties of the mali’aheral who bears this title extend far beyond that of merely ‘writing and protecting tomes’. As you have outlined on these documents yourself, the Okarir’maehr is tasked with tending to the Eternal Library, providing lessons on a variety of topics, overseeing, distributing and maintaining the laboratories, recording our history…” He pauses for a moment before continuing, “It is a demanding position, and I am unsure why you are led to believe that the individual who fills this role has minimal impact upon elcihi. They facilitate the very pursuit and documentation of study for many.

 

Icarus stated during the last meeting of elheial’thilln how he intends to campaign to foster the widespread pursuit of scholarship within Haelun’or once more. Including forming a society of scholars with the long-term goal of founding a college. Should the campaign be successful, it will most certainly be felt within elcihi and have a beneficial impact upon all. Icarus has also taken on a few assistants to assist him with tending to the Eternal Library, I believe - tilruiran’maehr.

 

As for the proposals made for the position of Maheral, there seems to be some confusion regarding the intended purpose of the position. The Maheral is but a spiritual and cultural guide for our people. A role model, if you will - working actively to ensure we do not stray from the path of purity or allow the maehr’sae hiylun’ehya to fade from the forefront of our minds. The Maheral’s duty is to guide us - see that we amend our mistakes or our slothfulness. Should tradition come into question or should conflict arise surrounding it, the Maheral will mediate so that a resolution is found. In saying this, eluthir remains the embodiment of government and the Maheral’s words are not subject to infallibility - though they are of course respected nonetheless.

 

Ceruberr waves a hand to Iaria. “Ms Elervathar. Although young in age, she worked tirelessly to gain a firm understanding of the history, tradition and culture of elmali’aheral. She exemplified the maehr’sae hiylun’ehya during her service as Okarir’maehr, bringing new life to the Eternal Library which subsequently granted numerous citizens access to knowledge previously unavailable. And she continues to exemplify our guiding principle as it now falls to Iaria to see that all citizens follow in her stead - fierce in their quest for knowledge and the preservation of the health of all.

 

Where the Maheral works to preserve purity and tradition, the Okarir’maehr offers the means for our people to do such, at least partially. For seeking knowledge and wisdom is only part of our guiding principle. I agree the duties of these two positions overlap somewhat, but to combine them into one would simply be too much for an individual to cope with - even for our current Maheral or Okarir’maehr.

 

On the note of the Eternal Library, our tomes do not belong to any one individual. They are cared for by our diligent Okarir’maehr for use by all citizens. Our history, tradition and culture is not restricted to words within the bindings of pages - they are in our everyday deeds, how we choose to act. The second half of our guiding principle calls for action, for what use is knowledge if it is not put to good use? The Maheral does not require authority over our tomes, though it is expected that they should work closely with the Okarir’maehr to ensure the pursuit of the maehr’sae hiylun’ehya remains a viable goal.

 

After concluding his summary of the first document, he grasps the other containing the proposal for the Okarir’lliran.

 

“As for your proposal for the position of Okarir’lliran, I think you will find all of the duties you have outlined are already tasked to the Okarir’mali and the Uthir.”

 

He sets the papers aside, fixing his attention upon the Izalith.

 

“Those are my thoughts. The effort you have placed into this proposal is admirable, and your reasoning is sound, though Haelun’or fares far better than you seem to think.” He gestures to those seated around the table. “The Silver Council is filled with more than competent councillors, our city grows by the day and a great number of mali’aheral continue to return here to their true home. We are prosperous.”

 

With his conclusion, Ceruberr rests back into his seat with a respectful nod.

Icarus listened to Ceruberr's reply, the pink hues in his cheeks softening, the determination in his features growing less apparent. Following the conclusion of Crumena's speech, it seemed he had been close to lashing out, yet following Ceruberr's, he appeared complacent enough in his silence. Still, as Icarus glanced around, waiting to see if others would speak, he held his tongue between his teeth to force his own silence.

"If you so truly desire the implementation of Okarrir'lliran, there is another solution other than making it a replacement for an existing council position." Andri'ante began, her words uttered in an amiable manner. The Izalith would begin when Ceruberr concluded his own speech, grey eyes flicking to Icarus momentarily with a small solitary arch of her brow. 

"There are some in the city who are vastly knowledgable regarding the ways of the other
descendants, or have connections to them that would be deemed valuable to the city. My proposal is simple enough; like the Okarir'maehr has his tilruiran - make a new subdivision of tilruiran for those who wish to be ambassadors, mayhaps lead by the Okarir'mali. Placing those who already have connections with the other races as ambassadors is beneficial for the Silver City if we ever should send them to converse for treaties or such with others."

The Izalith came to a slowed pace, breaching a pause as Ceruberr spoke up. With his back turned to the square, the young Mali'thill found difficulty in suppressing his smile. As his mildly perturbed behaviourism was quenched, his weight shifted in a circular motion as his attention pivoted alongside his weighted heel. With his face now turned towards the assembly once again, his head dipped with accentual motion to indicate his respect for the words spoken.

 

"And so you are correct, Mister Ceruberr, and as was my intention. Yes, you are correct, and yes you do raise the most important of points. And such my argument is dissected, and such was it's intent." Crumena rocked against his heels, gesturing to Sul'onn Tahn'thill to his right. "Do I believe in these words? My own, not yours. Do I believe and truly hold faith in a Okarir'lliran position replacing that of Okarir'maehr? No. Of course I do not. Do I wish to dismantle the Okarir'maehr position? No. I do not."

 

The Izalith allowed his ardent gaze to flicker between each and every face in the square, his hands extending out to coincide with his words, his wrists snapping and flicking to accentuate each and every word he spoke. "So why did I make this proclamation? Was it to occupy my time? No. I did not do this out of boredom, I did not do this out of ill-thought. I made this suggestion, I spoke these words, because in truth.. I am fearful of what line we may draw under the guidance of one who may not be as forthcoming with the position. Mister Icarus is a fine Mali'aheral, he is debted and well serving and he will perform an adequate job. Exceptional, however? Well such remains to be seen, and following an exemplary tenure as Okarir'maehr, Iaria Elervathar progressed our kind leaps and bounds. Such is not an easy task to replicate, and I would be lying if I was to proclaim that I believed that Mister Icarus could fulfil this task to the highest calibre."

 

With a levied weight on one heel, he shifted and placed a palm against his Constructs ebon arm, his soft features accentuating his genuine tone, "And so I wanted to test. What is the measure of a Mali'aheral when one opposes his position? Now I could have ran against him as Okarir'maehr, and although I have my own beliefs regarding my own abilities in such an area, that was not my wish or concern. I have no current interest to sit within the halls, but - My interest does lie within ensuring that those who do, are to the highest standard and are able to face situations with a steady hand and a brave face. To test someone you must threaten to take what they have, and so I did. I stood there and I made an argument. I chose an argument which would put Mister Icarus into a short alarmed period. To see what he did, to see how he composed himself and to ensure that he was level headed enough to take on one of our most sacred and most important positions within our ilk. I have been in many positions, I have been to many places. From born Royalty in Celein, to Administration in the Orenien Empire, I personally have seen greater figures fall victim to their own inability to process opposition." His otherwise softened expression turned stoic and serious, his tone shifting in weight as his statements drew on.

 

"I want to ensure that our kind move forward and brave the harsh world with an eager stride. I know the powers that shift around us, I exhibit them firsthand... I must test and ensure that such holds true. With that said, however, I do believe that efforts should be employed to increase foreign relations, though such is, as stated, not necessary of a position. It is a sight to behold that so  many stand to support a position so integral to Mali'thilln, and I am humbled to hear said support." The Izalith trailed back once again, turning to depart from the square with his hands held towards the base of his spine. He did not say another word, though from the glance he shot towards Elmalaurir, it was evident that his words were sincere and his speech was done.

Icarus furrows his brow as he watches the Izalith depart, a small scowl resting upon his features. Sometime during the Izalith's speech, he'd taken to his quill, marking a fresh sheet of paper with various green scribbles of questionable legibility. A soft sigh escapes his lips, before he piles this sheet atop the various others he'd already had with him, rising from his seat. "If the rest of you will excuse me, it would seem I have some work to do."

 

With that, the elf departs without another word.
