In the northern reaches of the world, the Highlander realm of the KINGDOM OF HANSETI-RUSKA, known colloquially as the KINGDOM OF HAENSE, is nestled within the mountains of the Greyspine and Ottospine. Ruled by the scions of the ancient House of Carrion, direct line of the Prophet Segimundus, the Kingdom of Haense is claimed, and is in practice, the realm of all Highlanders, ruling a plethora of the northern lands and tribes. Its two largest minorities, the Raevir and the Hansetians, create Haense’s unique names- the unification of the two rival peoples into a singular realm.

 

The Kingdom of Haense is an absolute monarchy, ruled by a singular monarch and a council of nobles, acting as advisors and chief ministers. Sparsely populated in the wide reaches of the hinterlands, the main bastions of civilization rest in the fortresses of the principal houses which dot the landscape. The capital of the kingdom is the newly constructed Royal City of Alban, formed from the original war-camp shortly after the Second Battle of the Rothswood. The kingdom itself, compared to its southern neighbors, is considered a traditional agrarian society, a large majority of its population working as farmers and lumberjacks, preferring the open fields to dense urban centers.

 

Its ruling family is the House of Barbanov, claiming direct descent from the Prophet Segimundus through his bastard Tuvya Rosebud (known most commonly as Emperor Tobias), which gained the throne by grant from Emperor John III. Haense remains a staunch Creatorist Realm, as well contributing numerous of its people as Pontiffs, Saints and other clerical positions to the Church.

• ROYAL GOVERNMENT

The Royal Government of the Kingdom of Haense is composed of a singular monarch, called the king, which rules as the autocratic head of the realm. The King is advised by the Closed Council, nicknamed the Aulic Council, and consists of the realm’s most chief ministers. The body of nobles, from barons to the high dukes, compose the main selection for the majority of positions in both the bureaucracy and the army. They are also specially represented by a diet called the National Duma, though is only convened to solve delicate matters within the noble estate.

 

The chief advisory board, the Aulic Council, is composed of numerous established positions, majority lordly with two positions, the Grand Mayor of Alban and the Lord Spiritual, reserved for the burghers and clerics respectfully. The head of the council is the Palatine of the Realm, which acts as the primary chancellor and head of the army, effectively the most powerful man of the kingdom besides the King Himself. The Royal Castellan asks as the realm’s steward, managing finances and commerce throughout the realm. The Judge Royal is the judicial minister of the kingdom, with majority of justice and law handled by his care.

 

Succession of the kingdom is maintained by the Royal Office of the Palatine, which also determines marriages, legality of children and nearly all inheritance disputes. Traditionally, the son of the current King would be next in line to the throne. Should the firstborn bear no sons, then the secondborn's sons shall inherit. If there are no males left in the dynasty, then the sons of females would inherit. However, females may not inherit the crown. The succession of the Royal Throne is constricted to the House of Barbanov from the figure King Peter I, who derives his line from Emperor Alexander I, son of Emperor Tobias I, and therefore the direct line of the Prophet Segimundus.

 

In addition to the Aulic Council, the kingdom has the National Duma: an elective body composed of the various peers of the realm, both nobility and clergy, secondary to the Aulic Council itself. The Duma can only advise the monarch; it cannot make decisions on behalf of the Kingdom by itself. Only the monarch may call the Duma into session, though he himself may not vote. The Duma is only called into session during the direst of times, with most sessions lasting for multiple weeks.

• PEERAGE OF NOBILITY

The nobility of the Kingdom of Hanseti and Ruska is divided upon different levels of peers, called together as the peerage, in which a hierarchical structure of nobility is listed. With the centralization of land to the state, majority of the nobility within the realm hold little land when compared to their established titles- very few still maintain their subscribed estates. Instead, the nobility holds a number of farms and fiefs, preferring to live close to the confines of the capital rather than on the frontier of the kingdom itself.

 

THE GREATER NOBILITY - THE DUKES

The Dukes, stemming from the Flexio 'Duces', are the highest pedigree of nobility within the Kingdom of Haense besides the royal family themselves. The Duke or Duchess themselves are permitted the greater supports within their heraldry, and their family is considered first among many for the selection of marriage proposals, bureaucratic appointments and military positions. The last remaining ducal province still maintained not by the Royal State is the Duchy of Carnatia, ruled by the House of Kovachev, to which it still upholds its own customs when compared to the rest of the realm.

Equal to comital title holders, the Margraves and Count Palatines hold a special degree of autonomy when compared to their noble cousins. They are typically situated in the lesser inhabited or more prone areas to be attacked, heavily militarized and maintaining a standing force at nearly all times. In order of the clear passage of orders, the Marches usually maintain many of their own laws, alberit mostly in abidence with royal law, and military structure, though with the modernization of the realm many ancient rights have been either revoked or pushed away due to centralization of the realm. The March of Vasiland is currently the only still functioning march of the realm.

• SURVEY OF THE REALM

Since the reclamation of the realm following the Greyspine Rebellion, the center of the dual kingdom rests in the newly constructed Royal City of Alban, nestled near the sprawling forests of the Rothswald and set before the opening of the Artivar Valley towards the mountain fortress of Metterden. These two holdings compose of the Northern Crownlands, land directly owned and in use by the monarch.

 

To northwest of Alban lies the Duchy of Carnatia, patrimony to the House of Kovachev at their seat of Turov. Home to large forests and great expanding grasslands, it is here where majority of the Haensitic cavalry are born and raised, giving fearsome reputation to their horse husbandry. Numerous mountain holds are built upon Carnatia’s northern border, ever watchful of the apparent undead threat to the north, though now crumbling after years of neglect.

 

To the north rests the ruins of Karlsburg, the former capital of the kingdom, and the March of Vasiland, the silent guardians upon the Storm Sea. It is here where the northern fleet is maintained, personally upheld by the Lord Vanir. Because of its cold and harsh weather, very little grows within its vast tundra, home only to the small holds which dot the landscape and the iconic living ice trees.
