‘Diarchy’

 


 

Above all else, the Mali’ame require balance in their lives and state.

 

The Diarch, I don’t have a better name, is the proposed pinnacle of governance in my hypothetical Elven state to come. This station is a duo of the most prominent and competent Mali designated the vital task of leading the Elven race into the future as a pair. They act united, but each dictate a specific area. Both Diarchs confer together in order to make decisions, however the individual has ultimate authority over their own domain. One of the couple acts in the spirit of Cerridwen; governing city housing, maintenance and domestic policies in general. The other acts in the spirit of Cernunnos; with jurisdiction over the military forces of the state and diplomacy with external powers. The specifics can be decided separately, but that is the general idea. Another key factor is that the current Diarch chooses their opposite number’s successor. The current Cerridwen Diarch has final selection over the next Cernunnos diarch, and vice versa. However given good relations between the two, they would ideally co-operate.

 

This seems especially prosperous in a society like the former Dominion, where too often develops a bitter divide between the aggressive and Phaedrusic oriented sections of the nation, who have in the past preferred a vicious defence and hostility to any aggressors. Whereas, a more docile and passive ‘faction’ of Elves who just wish to live an isolationist existence in peace also exist. In the interest of fairness, I am of the former persuasion, having aggressively defended the Dominion during its struggles following the collapse of the Fifth Empire. I experienced this division firsthand and myself, in addition to many brothers of mine, were frustrated by the lack of action. A religious ceremony of the Mali’ame, conducted by an Archdruid, would ideally take place before the diarchs take up the sceptre of power.

 

The threat of the skewed nature of an Elven nation solely ruled by aggressive, proactive militarists or solely by passive, docile neutralists cannot be overstated, as we have seen with the outbreak of the rebellion. The current Dominion leadership cannot just forsake combat and aggression, or they will lose their balance. This new style of government - discarding the archaic ‘Prince’ title, might solve the problem and strengthen the Elves.  Perhaps in some centuries if the Elves undergo a golden age, the title of Prince might be upgraded to King once again, though that time has not yet come. As people of the aspects, the Mali’ame require balance in order to maintain a stable state. The Orcs can tilt fully towards war and Sutica can retain passivity, whereas we need an equal measure of both.

 

In essence, two leaders stand on opposite sides of the scales, performing their roles in order to maintain order and balance. I’m hardly an administrator, but I have had this jingling around my head for quite a while. The Dominion's woes are the consequence of its lack of balance, and it must right itself.

A political theorist herself, Kalina would write a letter to Khaine expressing her thoughts on his essay:

 

"While I have also considered dual heads of state, your version would not satisfy the demands of a large population or even function properly. By giving all military and diplomatic abilities to the one person, you are running the serious risk of that one person reforming the government or worse using this ultimate power. Meanwhile, the other person is not only helpless to these machinations, but if they were able to select the other's replacement then their ignorance of the other's position wouldn't allow them to select the best candidate. I understand that you used this as a form of checks and balances, but neither person would ever be able to pick a good successor for the other because these two positions are so different. Also, when the power is so heavily skewed to one side, it is very likely that the  government would quickly be reformed so that person in charge of the military is in a much more adamant position. 

 

I don't believe you meant for these two people to run a whole government, so I will not go into the inability for this to be successful. One thing I would add in future iterations of your ideas though are the ways that laws are passed, as the primary function of government is the passing, upholding, and changing of law and policy. I find it good to see others are thinking of the possibilities of a new and better functioning government as well, however, and I look forward to your future essays where these ideas are expanded upon."

"Sounds like something Varenthal, 'The Astute' would say." comments Prince Kairn Calithil to a passerby who said something similar, all while watching in disgust as he strung up the decaying corpse of a raider astray his gate. The corpse would have all its tendons severed, sockets vacant as dried bile and blood is scattered across the clothes. "But I suppose we all carve a piece out of something," he mused.

Whomever this scholar is, he has looked to history and noted that successes of the past." The High Elf would blurt out loud, though no-one in the busy tavern paid him any heed.

“Varen’thal ‘The Astute’? I’ve heard marvelous things about that one. Some say that he has spies lurking in your closest allies.. odd.” retorts the Curator curiously, departing.
