Ixli 1472 Share Posted April 17, 2018 I, Silir Uradir, descendent of Kalenz Uradir, propose this change to the Mali’aheralian government, in which to declare a public referendum in accordance with ancient tradition as presented by our forefathers and foremothers. If this referendum were to be denied by Elheial’thilln, then make it apparent that they are tyrannical rabbits that have no place leading the children of Larihei. Let it be known that this will be titled The Ellir Reform, as our ancestors have deemed it such. The venerated society of the mali’aheral will not tolerate those who cannot abide by the simplest of civilised behaviours. For those who are incapable of deducing such things (or philosophers who tend to debate the existential qualities of “laws” and the purposelessness of attempting to order a world that is fundamentally chaotic, or perhaps something equally irritating) I shall write a guide of laws that should be, to most civilised beings, obvious. ~ Lucion Sullas Punishments regarding the breaking of the “Obvious Laws” will not require the election of parir’tir. The Obvious Laws -The blessed residents of mali’aheral land will not tolerate the ineffable natures of violent beasts. This extends into any and all acts of physical aggression upon another citizen of pure blood, or, in fact, any non-mali’aheral who are allowed within the territory. Violence is the tool of the worthless animals outside elven lands, and its evils should only be put into use by those who have sacrificed themselves for the good of the race--the Sillumiran. violence in the name of self-defence is obviously legal, should a citizen be in immediate danger. -The blessed residents of mali’aheral land will not tolerate the loathsome fingers of uncontrolled greed. Theft of any conceivable nature is frowned upon greatly by any and all who deem to perform it. There is no exception to this rule. A society that disregards the call of the petty coin has little patience for those whose greed is akin to the Bortu. -The blessed residents of mali’aheral land will not tolerate the meanderings of unscrupulous and alien wanderers. Those who are deemed unworthy will not be allowed entrance. Those who are allowed within will be on a very short leash. Should they irritate enough of the citizenry, foreign beings will be ejected--by force if necessary. -The blessed residents of mali’aheral land will not tolerate the purity of their citizens purposely tarnished out of hedonistic glee. Purity is not in the eyes of the beholder. It is in the venerated manners of our mali’thill ancestors where we find guidance in purity. It is not enough that one’s heart is pure--for only when one’s mind and blood remains unmuddied can true purity be gained. -The blessed residents of mali’aheral land will not tolerate the disgraceful and irrational destruction of written thought. Knowledge is of great value to the mali’aheral as it promotes the maehr’sae which is vital to the progress of our venerated people. The destruction of tomes of any value within the great library is to be treated as a crime akin to both violence, and theft. -The blessed residents of mali’aheral land will not tolerate the presence of unscrupulous alien wanderers within the Eternal Library. The knowledge held within the Eternal Library is not for the perusal of any of the lesser peoples upon a whim. Only those who are deemed worthy of it by the exaulted citizenry may be permitted into the library, and only on very select occasions are they to wander the great, expanding labyrinth. All found without proper cause to be within will be met with immediate ejection. -The revered Okarir’tir will be the epitome of authority in matters pertaining the laws of the mali’aheral civilisation--for they are the guardians and keepers of the peace. The words of the Okarir'tir shall follow and upkeep only the letter of the law--no more and no less. The Okarir'tir shall be chosen by referendum, and, should the citizenry be dissatisfied with their actions, can be removed by the same process. -The revered Sillumiran have the right to uphold the ways of the mali’aheral people, and guard the culture of Larehei from those whom would disrupt it. The sillumiran obey the orders of the Okarir’tir and will follow them to the letter. They are allowed, however, to perform any punishment they deem fit for breaking these listed offences, under the sole condition that the punishment they inflict does not conflict with any other current law, or the traditions of mali’aheral culture. ~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~ ~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~ The Dichotomy of Lewdness (Taken from Mrs Ante'vuln Lazul's delightful campaign against revolting intimate practices) Crimes of lewdness are defined as such: -Physical fraternization outside of marriage. This despicable crime disrespects the very nature of the matrimonial union. Unmarried elves who physically fraternize disregard the purpose of intercourse, and cause unruly distraction, emotional disruption, and in the worst case scenario--consequences of bastardization, which is the most deplorable crime of all, considering it taints the reputation of an otherwise innocent Mali’aheral child. -Physical fraternization with a minor (a minor being any Mali below the age of 50 years old). Children are indeed the most precious safeguard of our illustrious city. Subjecting the emotionally immature mind to such matters is utterly unacceptable, and it disgusts this writer that it need even be listed. Let it be known that Mali under the age of 50 are -unable- to give consent, as their uninformed opinions are too juvenile to be capable of discernment. Likewise these mali shall be shielded from the duties of politics, unable to truly grasp the knowledge needed for the positions. -Public fraternization of an intimate nature A disrespect of peers and the City’s dignity itself, those who violate this covenant of Haelun’or’s sanctity deserve not to walk her halls. -Fraternization of any intimate sort with impures, or other races Preservation of life itself resides in the idea of purity. To lay waste to one’s untainted Mali’aheral blood is a crime no less potent than murder of another citizen. -Non-consensual physical fraternization Larihei is blind to you, desecrators of this law. It is beyond reproach. The city shall expunge you as a sick stomach does its vile illness. -Intimate fraternization of a homosexual nature All who express intimacy in a public or private with a member of the same gender should be treated as unclean, dirtying the sights of their fellows with such a display of uncivilized, unproductive lust. -Incestuous intimate fraternization of any kind No self-respecting Mali will need explanation as to why this type of behavior is both obscene and illegal. ~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~ ~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~ Returning to Purity There is to be a new number of standardised regulations regarding those who have fraternized/taken on disingenuous traits that any and all impure mali’ata of pure birth may undertake. As the mali’ata has wronged the venerated race, thus they must seek redemption in the eyes of all who would call themselves mali’thill. As such, they must gain the forgiveness of all who dwell within the pure lands. The “purifying” shall be conducted in stages. 1. The Drawing of the Curtain-- The mali’ata must be sincere in their desire to become a part of the glorious nation, and be willing to perform all the tasks asked of them. They must be willing to shed all childish egalitarian beliefs pushed upon them by the hedonists of the outer-world. Should they not conform to this ideal, they shall not be allowed to return. 2. Righteous Revulsion-- Should the mali’ata be sincere, and willing, they will be allowed to enter the city. Here, they must seek out every citizen within its walls, and tell them individually of the crimes they have committed towards mali’aheral. They will then, after informing each individual of the crimes, ask for forgiveness from each citizen. The citizen may ask the mali’ata of anything, and the mali’ata will do as they ask with great vigour and a calm disposition in a manner befitting any true mali’aheral. The labours the mali’ata provided are but a pittance in exchange for the attacks on purity they have performed. As a citizen, standards of good judgement are expected and a request which calls to question the logic of itself will reflect negatively upon themselves if inadequately explained. Should a pure citizen request a task that clashes with the laws of the city, the citizen shall be punished according to the crimes they requested to be committed. The mali’ata may not advance to the next stage unless every citizen gives their forgiveness. 3. Learning the Way-- All mali’ata must understand and revere the maehr’sae hiylun’ehya, as it is the very phrase that defines our people, our culture, and our civilisation. Those that lack an understanding, an interpretation, or true, unbridled zest for the maehr’sae hiylun’ehya will find themselves shortly more unwelcome than they had been previously. The mali’ata shall be assigned a teacher from the ranks of citizens, the duty of whom it will be to teach the mali’ata the maehr’sae hiylun’ehya. During this stage, any citizen may approach the mali’ata with a task, and as before, they must complete it. At the end of this process, they will be tested by a select group of citizens of their knowledge regarding the blessed phrase. 4. Meagre Acceptance-- The mali’ata, after gaining the forgiveness of the others, and understanding the apex of our culture, will be called to an assembly of all pure citizens. Here it will be decided by the majority whether the mali’ata may become a part of the exalted society and resume their title of mali’aheral. However, they will not be considered a full citizen unless they undertake the final responsibility of their race. 5. True Acceptance-- The reformed mali’aheral may now look to the city, and consider it their home. But they will not be known as “citizen” until they find a citizen of pure blood to be bonded with, and propagate the mali’aheral race. At the birth of the first child, they shall be entirely forgiven of their crimes in any fashion, as they have returned all that they have stolen from the mali’aheral people. With this act, they should rejoice--as they have obtained citizenship. ~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~ ~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~ The Trials Aside crimes outlined in the “Obvious Laws,” a set of judges must be elected, to operate as a panel of decision makers. These judges, once elected, shall deliberate upon the accused’s guilt. Once a decision is made, punishment as appropriate will be delivered at their discretion. If the judges so desire more evidence, they may call for a testimonial, or a character witness. An odd number of judges shall be elected, so that their vote will decide the guilt or innocence of an accused should there be disagreement. Any judge found guilty of the above crimes, or any other type of unseemly behavior, he or she shall be removed from the panal. Possible Punishments for Law-Breakers Branding Those discovered to have committed an ata type crime, shall be marked with the word. Never is the taint of impurity removed; once a Mali’aheral has fraternized with an outsider, they are forever marred. Thus, it is fitting, that they shall be marked with their treason, and forever barred from pure repute. For those guilty of crimes regarding impure fraternization, a visible mark upon the back of his or her hand shall be permanently branded, just as their hearts be permanently branded with betrayal of their entire race. These branded shall be unfit for marriage. No legal union or wedding between an ata-type criminal will be officially acknowledged by the city. Fines/Public Indication (Criminal Type acal) Those found guilty of committing crimes shall be reprimanded in a less severe, but no less decisive manner. For behaving as a poor example of good Mali’aheral, these guilty shall be fined an amount decided upon by the panel of judges. In addition, they shall be forced to wear ostensibly a large golden amulet, symbolizing their insult to the entire mali’aheral culture, for a prescribed amount of time. It is recommended that citizens avoid speaking with one undergoing a punishment for acal type crimes, as associating oneself with someone being punished as such will draw the associator into suspicion as to his or her own conduct. Banishment/Death Sentence (Criminal Type ullral) Monsters. This type of crime is reserved only for the most severe, unrepentant offenders. This type of sentencing requires not only complete agreement of the judges, but a referendum wherein every citizen of Haelun’or casts a vote, and at least 80% of these votes come back affirmative, in favor of the sentence. If sentenced as an ullral, all hope is lost to you. You shall never again be allowed into the City if banished, and no citizen is allowed to acknowledge you, under pain of his or her own impure allegation. This document and all articles within are designed for the benefit of mali’aheral kind. Furthermore, this document is liable to change should the people of mali’aheral land deem it required. Anything that is not outlined within these laws shall be considered legal. However, it is beneath our noble blood to find “loopholes” in the laws of the land, and such attempts will be looked upon with equal parts irritation and disgust. ~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~ maehr'sae hiylun'ehya ~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~-~ Government Positions: Our people are ones of careful deliberation and decisive action. With the errors of centuries past echoing back into our Blessed Society, the mali’aheral have once again invoked the Ellir Reform, and with it the Silver Council of Haelun’or— Presided over by the Maheral and consisting of the Tilruir, who serve in turn each an aspect of our revered society. It is these words which follow, once transcribed by Ah’Ellir’Siol which have once again been chosen to guide our Blessed kind. Maheral The translation of this title is: The completion of wisdom. Our tradition is the most precious safeguard of the Mali’aheral. Within the figure of the Maheral, our history is preserved. This is not an elected position. The Maheral is not a politician, but a symbol. We will follow his leadership at all times, and trust in his wisdom, for he holds in his hand the context of tradition itself. The Maheral is a mediator, and known to be only be one of heightened wisdom. This one is a chronicler of our people, and the physical embodiment of all that is Mali'aheral. As the cultural leader of our people, he will not directly take part in politics, however may intervene should our culture and traditions come under threat. He is the only one worthy of being called "Malaurir," and citizens are encouraged to refer to him as such. Duties of the Maheral: Exact duties are delineated and decided by the Maheral who holds the position until deciding to retire. 1.) Guidance. The Maheral acts as the spiritual and cultural guide of the Mali’aheral, preserving the culture, traditions and most importantly the guiding principal of the Mali’aheral, the maehr’sae hiylun’ehya. 2.) Mediation It is often the duty of the Maheral to mediate conflicts between Mali’aheral so that a speedy resolution can be made. The word of the Maheral, however, in such matters is not binding. 3.) Tie Breaking It is the venerated Maheral who breaks all instances where the council is divided, once more rendering onto Haelun’or the progress of action as opposed to the failings of disunity. 4.) Selection. It is the duty of the Maheral to select his Sulii’ceru, assuring the purity of the city is preserved— and to assure the Sulii’ceru has means to identify to himself so that each citizen would so know if he was to reveal himself. 5.) Succession. It is the duty of the Maheral to select his successor, so long as this individual is pure mali’aheral of impeccable record accepted by the mali’aheral as their new Maheral. In the event this is unable to be done, the new Maheral is chosen by the twice-previous. 6.) Declination. It is the reserved right of the Maheral to prevent any appointed to the seat of the Hieal’thilln. This noted, it is too the duty of the Maheral to preserve our traditions— and thus the blocking of the will of the mali’aheral is to be with caution— lest the Sulii’ceru deem the Maheral to have stepped beyond his bounds. Esteemed Positions of the Sliver Council Under the Silver Council, there must always the Tilruir— with each position filled except by permission of the Maheral. Below are listed the duties and designations of the tribunes. Tilruir’mali Leader of the Tilruir, both as a representative of the people, and an outright physical symbol of the authority and service of the Silver Council. Where our Maheral will stand for custom and tradition, the Tilruir’mali shall be the steward of governance. He or she bears the weight of order, and the one elected to this position must possess the respect of the citizenry and Tilruir above all else. For he or she will be the first pair of hands always, to uphold Her. Duties of the Tilruir’mali 1.) Leadership. While the Maheral presides as head of state, the Tilruir’mali serves as the leader of Haelun’or and its Tilruir, as well as their faithful servant. Endeavouring the serve the city, its people and above all else the maehr’sae hiylun’ehya of Larihei’s vision. 2.) The Path of Purity. The Tilruir’mali claims precedence over the Path of Purity, sheparding those who eschew their cursed ways to once again embrace the philosophies of Larihei. 3.) Housing. The duty of maintaining housing and the wellbeing of the citizenry at large falls upon the Tilruir’mali, assuring each mali is housed and well kept. Tilruir’indor Guardian of knowledge and pinnacle of learnedness, the Tilruir’indor assures that the city marches ever forth on its mission to progress. It is the Tilruir’indor which is perhaps the most revered of all Tilruir, for carrying out this most blessed task. Duties of the Tilruir’indor 1.) Eternal Guardianship. The Tilruir’indor presides over the Eternal Library, assuring that the knowledge of generations past, present and future are tended to— for it is this library which is the most revered of all places within Haelun’or. 2.) Eternal Instruction. The Tilruir’indor presides not only over the library, but also the Eternal College— assuring that lessons and knowledge are not simply recorded but rather passed from generation to generation as knowledge to advance our blessed Kin. 3.) Chronicling. The Tilruir’indor takes upon the task, in addition to the Maheral, of chronicling the path of the mali’aheral— assuring that our ways, traditions and acts are passed on to future generations. Tilruir’leyun Crafter of beauty and life within Blessed Haelun’or. It is the duty of the Tilruir’leyun to ensure the vision of Larihei is carried out not only in knowledge but also in beauty. It is the Tilruir’leyun who maintains the city and assures that it is as worthy of its inhabitants as its inhabitants are of it. Duties of the Tilruir’leyun 1.) Stewardship. The Tilruir’leyun presides over the maintenance of the city and its environs. Without their service the city is lost, for with its decay into brutality so, too, might the minds of our Silver kind. 2.) Construction. The Tilruir’leyun presides over the construction of housing and other necessary structures for the perpetuation of the mali’aheral in their persuit of the maehr’sae hiylun’ehya. 3.) Housing. After the Tilruir’mali, the duty of maintaining housing and the wellbeing of the citizenry at large falls also falls upon the Tilriur’leyun— assuring that his or her creations are tended to and are tending to the mali’aheral. Tilruir’tir Preserver of our kind and protector of the Silver City. It is the Okarir’tir who serves the City and its Sillumir, preserving Order and the Law as necessary. Duties of the Tilruir’tir 1.) Preservation. Above all else it is the duty of the Tilruir’tir to preserve and uphold the maehr’sae hiylun’ehya, assuring that the Obvious Laws are obeyed just as penned by Lucion Sullas, and that all other crimes are seen to by a trio of three Parir’tiran, appointed by the Maheral, Okarir’mali or Okarir’tir, in order of authority. 2.) Preparedness. The Tilruir’tir serves the Sillumir, assuring that those who are of both Silver and Red are prepared to bleed for the city and suffer for the vision of Larihei. 3.) Order. The Tilruir’tir, beyond all other duties, also is tasked with the upholding of Order, assuring that our city maintains structure and does not descend into the behaviour of beasts and animals. Tilruir’nor Servant of the land and keeper of all that which is material. Without the Tilruir’nor the City would be akin to an elf without the sustenance needed to sustain him. Duties of the Tilruir’nor 1.) Acquisition. It is the duty of the Tilruir’nor to tend to the Material needs of the city, assuring the mali’aheral are well supplied and that the city is well equipped for whatever it may require to do. 2.) Economy. The Tilruir’nor serves to possess the funds of Haelun’or, assuring that trade and other economic functions are balanced— so that when such funds are needed they are plentiful. 3.) Supplication. The Tilruir’nor serves to aid each of the other Tilruir, assuring that they are well equipped for the carrying-out of their task, none more so than the Tilruir’leyun. Tilruir’lliran Servant of those beyond the Silver Walls. Assuring that our agreements, treaties and other such arrangements are well tended to. Duties of the Tilruir’lliran 1.) Friendship. Beyond all else it is the duty of the Tilruir’lliran to maintain arrangements with the realm as a whole, assuring that Haelun’or is well seated in the minds of all else within the realm. 2.) Communication. The Tilruir’lliran takes upon two duties; communication with the council and the people as a whole. Assuring that all are aware of Haelun’or’s position within the world, and the citizenry’s position within Haelun’or. It is notable that this does not pertain only to international news, but rather that the Tilruir’lliran is held responsible for news and noteworthy events as a whole. Sulii’ceru It is the Sulii’ceru who is the stalwart preserver of our most revered traditions. Serving as he who watches when no other would dare, or would care— the Sulii’ceru assures the city is free of the eschewal of our most revered ideal. Duties of the Sulii’ceru 1.) Secrecy. The identity of the Sulii’ceru is secret to all but the Maheral. An exposed Sulii’ceru will be retired. 2.) Recording. The Sulii’ceru records administered black marks against any of the Hieal’thilln and can request the reassignment of those who surpass the norm. 3.) Veto. The Sulii’ceru may immediately trip the title of any of the Hieal’thilln who are found to be impure or knowingly violating the maehr’sae hiylun’ehya. This is conducted through the Maheral who shall motion for the Hieal’thilln (sans the removed member) to vote on their removal. 3.) Dissolution. In the event the Silver Council violates the sacred duty of the Sulii’ceru and fails to heed their word, the Sulii’ceru may reveal themselves, forcing the Maheral and the council as a whole to resign. The Sulii’ceru will be retired. The Ellir Reform Motions: Motion one: Definition of the Haelun'or citizen. The council will understand that a Citizen (linir) of Haelun'or will be those who: Are proven pure-blooded Mali'aheral Possess a home (lin) within Haelun'or or its governed colonies or share one with exclusively other pure-blooded Mali'aheral Have vowed themselves supporters of the High Elf ideal (maehr'sae hiylu'ehya) and promise to uphold its customs. Have at least one (oem) book of merit published in the Haelun'or library tareman'niut after purchasing their home. Have shown an elementary understanding of the Elven Tongue (san'Mali) and are able to speak basic sentences. Motion two: Classification of laws The council will henceforth distinguish between a first, second, and third class of motion. Class one laws (tir'oem) include: The creating or breaking of treaties, trade agreements or embargos The declaration of war. Any major reformations of the city encompassing at least thrity (telu'hael) percent of availible space or twenty (telu'niut) of occupied space. Such reformations will require the release of blueprints in the public domain. Any fundamental motions that clearly add or substract from the Mali'aheral governing ideal, maehr'sae hiylu'ehya. Any laws that account for a policy or dispostion change of the entire subrace towards any affair, be it internal or external. The addition or removal of any tir'oem or tir'hael laws. The removal or modification of any point within the Ellir reform. It will be the right of any Citizen (see motion one) to vote (upon request by over 10 citizens), in the public domain, upon any tir'oem the council puts forward. Class two laws (tir'niut) include all those decision not falling within the profile of an individual Okarir, the Maheral or the Sulii'ceru, nor are mentioned as a class one law. Any tir'niut may be voted on and passed directly in a oment'Heial'thilln. Class three laws (tir'hael) include any decisions that may be enforced at the discretion of a particular Okarir or the Maheral. Laws of this class are defined by being in motion four to six. Motion three: Definition of the Heial'thilln The Heial'thilln shall consist of: The Maheral, whose single vote serves as a tiebreaker. six Okariran, allowed to cast or withhold a single vote. Sulii'ceru, who is granted no votes, but special privileges. Any Citizen has the right to audit any meetings held by the council, except those excluded by the Maheral, but are not entitled to speak or cast any votes. It shall be within the duties of the council to: Meet no less than once every twenty-one (niut'telu oem) kariman Only continuing each meeting if it is valid, requiring that at least 3 (hael) of the Heial'thilln (excluding the Sulii'ceru) are present. To discuss any tir'oem and release these to the public for referendum upon previously mentioned and defined request. To vote upon and pass any tir'niut To beign upon the maehr'sae hiylu'ehya and ensure it is beign followed by all Citizens. To serve as a teacher and guide to all citizen when opportunity allows. It shall be within the duties of every individual council member to: Fulfill each of their duties defined in motion four to six or be administered a black mark (barbun). Receive no less than three (hael) marks within a period of nine (moiel) Elven weeks. To willingly relinquish their position from the council if the above requirement is not met. Selection Processes for the Hieal’thilln There must always be Six Tilruir. In the event where there is an open spot for a new Tilruir to be elected, those who wish to lead must declare themselves a contender on an official voting referendum. Having them openly declare themselves a candidate is to safeguard against demagogic manipulation--all intentions must be known, and furthermore, it must be the whole-hearted intention of a candidate to hold a position. Such positions are more than duty bound, but require personal dedication to the City and all Mali’aheral within it. As such, no candidate can be foisted or maneuvered into these positions without express personal desire. During times of election, each citizen has a right to vote for a candidate into a position he or she (the voter), thinks would be best suited. In the event that more than a single seat is up for election, then citizens shall make explicit which candidate they desire to nominate to which position. All citizens must vote for a candidate in each contested seat during an election. Should they choose not to vote a candidate for a contested seat, all their votes will be discounted. Requirements for Running for Election 1.) Citation of Worthiness. Mali’aheral seeking a Hieal’thilln position must cite and submit to the public. When campaigning for a position, a candidate must create a platform. The platform must be explicitly stated for education purposes of the voters. A platform shall consist of the policies and positions the candidate intends to support if elected, as well as give their credentials for being appointed to authority. 2.) Outstanding Record. No impure Mali’aheral may seek upper government positions. Excellent citizenship is required; no exceptions. Let it be known that if proper processes for resolving an impure charge have been taken, a Mali’aheral may assume a clean record. Challenging a Tribune (Secondary) A tribune who fails to gain public approval may be removed via referendum and debate. Process for Removing Unfit Tribunes: The challenger must publicly declare a motion to remove a tribune and replace him/her in the Hieal’thilln. The Tilruir must either accept or reject this motion. If the motion is accepted, the tribune immediately resigns and is effectively removed from power. In this case, new elections will be held to refill the position. If it is rejected, the challenger must defend their objection by engaging in formal public debate with the tribune. If the challenger can win this debate (by referendum judgement), he/she will replace the Tilruir on the Hieal’thilln. All citizens are duty-bound to observe, and listen to the debates. After a debate, citizens will vote to uphold or dismiss the motion. During the debate, citizens are encouraged to pose questions towards the two contenders. After the affair is complete, and the citizenry have no other questions to pose, they are then obliged to vote between the two. Voting for a challenger/incumbent All citizens have the right to select one of three votes: 1) Pro-challenger. 2) Pro-incumbent. 3) Abstain. Simply, the one with most support is considered to be the victor. However, if the majority of citizenry have chosen to abstain, then it can be concluded that the citizenry has no confidence in either candidate.
