/claim bug :)

Players involved: Potts24 and 1v99 (Not sure if he can see that I was the one who claimed the ticket)

**Description**
If I type /claim it lets me claim tickets that are not for moderators.

 

Example Ticket #6969 was made as a /areq It will not show up for me but if I type /claim 6969 I will claim the ticket.  I do not see any information about the ticket but eventually it will let me know that I am currently handling ticket #6969

5/7/19 not significant in this case

**Steps to Reproduce**
1. type /claim <ticket number> on a ticket that is not for my team. ( I can’t see tickets that aren’t made for my team but if I randomly spam to claim a ticket it’s possible for me to claim another teams ticket.)

 

 

 

**Expected Behavior**
The game should tell me no no no that’s bad.

**Actual Behavior**
The game lets me claim other staff teams tickets.

Below is a test I did with Textarea. He says it doesn’t show as claimed for him, but it tells me I am currently handling it
