*As a large cloud of blackened smoke billows up from the Western district of Helena, a crowd gathers in the main square. Multiple people are being treated for burn injuries, others are being tended to after inhaling the scorching smoke of the fires as they valiantly risked their lives to save trapped citizens. In the confusion and hysteria of such a catastrophe, it’s hard to tell if everyone made it out alive but those that did are grateful to their saviors. Dozens of private conversations buzz throughout he square as people try to piece together what happened- what caused the fire? The Lord Mayor, Alren DeNurem, with his arm slung over the shoulder of a fellow ISA comrade makes his way to the top of Varoche Hall. Standing atop the balcony overlooking them all, he speaks.

 

“To the People of Helena, a tragedy has befallen our city.

 

However, through the fire and the flames I saw something great. Something unlike that that can quantified in any other city nor any other nation of these lands. A community so selfless and brave, willing to risk life and limb for strangers. To those that courageously went into those flames and extracted the people trapped inside- to the people who tore through a fallen beam and saved my own life- I thank you. You all have shown what it means to be a true Imperial Citizen, a true child of Horen. We must continue to tend to those who have been injured in this calamity, there is little left we can do about the Western districts.

 

To those who are worried about their homes, to those who have lost their homes on this day; The City WILL provide, we WILL take care of you. You have my word as Lord Mayor and as an Imperial Soldier. I know not what caused this fire, but there will be justice. It is of my belief that this was the result of this Chelovek Revolution. A group concerned with wiping out all other races in order to usher in an ethno-state of Humanity only. Their violent tendencies are completely incongruent with the that of the Imperium. This will never be allowed to happen again!”

Haarald listens to the words, his mind numb and his lungs aching. He would be trying to find his brigade’s captain, be trying to requisition housing in the barracks, but his mind refuses to work. His home for decades, the one stable place where he could go to escape the chaos and hard work of his ISA duties, ashen and smoldering in a pile of rubble.
