I. PREAMBLE

The Kaedreni people are remarkably diligent: establishing many housing and commercial opportunities through the municipal and Commonwealth government’s provided platforms. Whereas the Kaedreni citizen is free to enjoy the fruits of his labour, as much as keep his wealth he generates through entrepreneurship and leal servitude: it must be recognized that the state requires funds to honour its obligations externally and internally. Understanding this, the House of Commons has accepted a variety of proposals that de facto establish a coherent taxation system. To further entrench this into a singular, public and functional law: we hereby use the ratified legislation to found The Kaedreni Tax Code. 

 

II. LEGAL PURPOSE

The Kaedreni Tax Code is bound to a variety of formulated purposes in different legislative pieces. Understanding that this fragmented legal framework will cause for confusion and loopholes, the Commonwealth Government opted to limit itself to a summarized set of purposes that grant an automatic mandate for taxation: 

I. To pay for salaries of functionaries

II. To pay for construction

III. To pay for resources 

IV. To pay for legal procedures

V. To pay for Tithes to the Diocese 

VI. To pay for cultural events

VII. To pay for other ceremonies and rites

 

III. TAX RATES

Different tax rates apply to different circumstances.

Owners of Residences in Owynsburg, pay 50 Minas a week in taxation.

Owners of Estates in the Dubois District, pay 100 Minas a week in taxation.

The Government of Kaedrin, pays 250 Minas a week in Tithes to the Holy Canonist Church.

 

IV. TAX PROCEDURE

Taxation is collected every [[Sunday]] of a Saint’s Week by employees of the Ministry of the Interior and the municipal government. They transcribe and register the collected tax per individual, and add it to the treasury account and its ledger.

 

IV.I. FARM ESTATE PROTECTION

The Estates that pay tax in the Dubois District, are eligible to a 75 Minas tax return: if they can prove that they are using it to build up a reserve, invest it in their estate or spend it on expenditures of greater social value.

 

IV.II. LOCAL CHARTERS

Businesses that originate and primarily operate in the Commonwealth of Kaedrin are tax exempt, if they use their profits to invest into their business or spend it on expenditures of greater social value.

 

Alteration to the rates, the establishment or repealing of a tax, is handled through the House of Commons. Any amendment to the Kaedreni Tax Code must originate as a proposal, get passed in the House of Commons, and receive assent from the Governor-General. These mutations to the Kaedreni tax code must be mentioned as Entrenched legislation, so that the people may seek and find the foundations upon which this tax code is built. 

 

V. TAX EXEMPTIONS

For certain polities or individuals within the Commonwealth, taxation wouldn’t be prudent. These are entities that should not be troubled with the burden of garnering income, or to be subject to the Commonwealth and municipal tax authorities. Such is registered here:
