As many know, Sutica is a coastal nation of the southern lands which currently has not much of a docks or accessible waters due to the sheer lack of deep waters for ships and seafaring merchants. This problem calls for action to make the rest of the world accessible to Sutica and vice versa to once more trade globally instead of between vassals and with the farfolk further south on the local markets.

The Deepening of the Shallows

A simple project, yet the hardest one to achieve due to the manpower and equipment needed to do such in a short period of time, thus the Sutican council has decided to limit this project in its current state to a single canal and the main lake vassals use for accessibility and furthering the ability of trade with other settlements and nations for our vassals who have small docks already built.

The deepening of the shallows project is to be executed as soon as possible and finished in due time with what manpower is provided from a volunteer force of citizens and vassals, Sutican architects, and welfare workers of the Sutican State. Equipment shall be provided to each person who volunteers as the state dams off sections of the shallows to start the process of digging out the sediment on the floor which the architects shall design and maintain at all costs to save the lives at work. Volunteers shall receive the title of Patron of Sutica, allowing them to attend public meetings, granting them the ability to claim or reserve a home or stall upon eviction and other perks to be had. Sand, clay, dirt, and other sediments shall be repurposed into building materials for the next Sutican projects, sold off to nations/settlements, or donated to vassals in need of construction help.

The Construction of Permanent Docks

The Accessibility to our waters provided from deepening the shallows does not mean that ships and boats have access to dock within the Sutican bay. To make the Sutican lands fully accessible by ships of merchants and a potential fleet of our own, the construction of docks have to occur sooner or later, making this project an essential step to increase our mercantile abilities once more.

To make this project happen, careful planning is required from the architects of Sutica once more, the option of making these docks more permanent makes the state opt to use stone as the main base to house storage, heavy materials, and firm ground to stand on with wooden docks stretching out from these stone docks to provide an easy construction as well as saving on resources. The manpower needed to Construct these docks are already provided by the department of Sutican welfare and the architects, however, this does not exclude volunteer work and provides a week exempted from tax to those who help out. equipment is once again provided by the state as our department of welfare had been preparing for these projects in advance. Possible rubble and debris from construction on the east side of the city shall be repurposed as pathing material, stored for future projects, or directly used again in the construction of these docks.

The True Naval Expansion Project

While most of the docks will be occupied with ships and boats docked by the people of Sutica and merchants around the realm, some ships will be constructed with the intent of defense of our realm as we separate ourselves from the rest of the world with a sea. Our first line of defense will most likely be within the waters closeby before an invading force reaches our beaches, though the upkeep of such a naval project is immense, we will lease and request a moderate downpayment which is returned at the end of the lease. These boats and ships are primarily targeted to be leased out to merchants and local mercenaries for a fair fee as they do the upkeep to maintain the ships and boats, otherwise, the downpayment is lost. Weaponry on these ships and boats can be requested, though will increase the down payment, in turn, to make this happen.

The design and construction of these ships will largely be on the Naval Secretary of Sutica, Architects, and the Department of Sutican Welfare. Materials, due to our mercantile roots and nature will be of no issue, and manpower to do so is achieved easily enough as it provides many jobs for the Sutican citizens and the vassals around. In this case, the Greater Sutican Defense Force shall be used to ensure the protection during the construction of these ships, ensuring the Sutican trade secrets are not fallen into the wrong hands.

At night, between his dreams of home and family and harrowing nightmares and fever dreams of bloody battles past, the Trade King envisioned, in a fantasy, his Royal Salvian fleet sailing into Merryweather Bay, Alstreim banners fluttering over the masts of faithful Johannes Rex and Adalheidis Regina, those famed ships of the line; the harbingers of Royal authority of the rightful sovereign. In his slumber, he smiled the Sun's Smile.
