CHAPTER I

THE SECURING OF PUBLIC SAFETY


 

ARTICLE 1.   A Blessed Citizen who wishes to forgo darkspawn testing upon entering a Dominion of the Empire must bring their citizenship papers to ensure a truthful identification.

 

ARTICLE 2.   If a Blessed Citizen shows hostility towards other Blessed Citizens, then a darkspawn test may be administered without the consent of the perpetrator. 

 

ARTICLE 3.   Should the governing body of a Dominion suspect a Blessed Citizen of the capital city of being a darkspawn for whatever reason, a letter may be sent to that of the Okarir’sil or Asulir to request a darkspawn test.


 

CHAPTER II

THE MECHANISMS OF DOCUMENTATION


 

ARTICLE 1.   Citizenship papers will only be granted on request to Blessed Citizens of the Silver Empire of Haelun’or by an Okarir or the Asulir.

 

ARTICLE 2.   Citizenship papers will be defined as a signed document, stating the following:

“The Okarir’sil requests and requires in the name of the Asulir, all those whom it may concern, to allow the bearer to pass freely without let or hindrance, and to afford the bearer such assistance and protection as may be necessary.”
