To the states of refuge from kingdoms and powers once past exiled to the north, I offer you the now blackened rose of the south as decreed by his Holiness.

 

Ravenmire, the smallfolk and her Lords shall

Article I.

I. The Sovereignty of Ravenmire shall be granted the ruins of Blackspire to occupy for its future governance,

 

II. The Sovereignty of Ravenmire shall be tasked with the stewardship and protection of the Langkette pass and it's immediate eastern valley

 

III. The Sovereignty of Ravenmire shall be required to pay to maintain for the land they steward as to not be a net economic drain for his Holiness or the Papal States, this required maintenance will not exceed the minimum cost required to keep/upkeep the land

 

IV. An exemption to land grant shall be extended to the men of yellow who are to remain by and shall be granted tutelage of the site of St. Julia, its construction site and the caverns/man made construction 30 Yards beneath the ruins of Blackspire.

 

V. The granting of land to Ravenmire proper shall not extend to the temple mount of the previous holy see, which shall remain in church property to do with as they see fit.

 

VI. If the Sovereignty of Ravenmire sees fit to expand their domain, the frontiers of the east are open for garrison for the Sovereignty of Ravenmire should they choose to exert their power over the region. This area of land acts as a gray zone for occupation.

 

VII. The Sovereignty of Ravenmire shall be allowed grant of a small oxenstead within the beef-lands of the papal states.

 

Article II.

I. The Sovereignty of Ravenmire shall retain all rights as a Sovereign nation with its authority vested in the Sovereign of Ravenmire and any institution vested in their stead.

 

II. The Sovereignty of Ravenmire shall reserve rights as if it were a member of the Pontifical States and shall have authority to conduct itself as a separate entity in all issues foreign or domestic.

 

III. The Pontifical States shall have the right of transparency in regards to Ravenmire’s own foreign dealings upon request.

 

IV. Ravenmire shall submit itself in accordance with holy decree and canon law, to the same extent other Sovereign nations are beholden to his Holiness and the Church.

 

Article III.

I. Bo Rostova, the late monarch of Ravenmire shall be crowned King of Ravenmire post mortem to be its eternal King, with all references to Bo Rostova now being referred to as King of Ravenmire.

 

II. The Sovereignty of Ravenmire shall be reorganized into the Grand Principality of Ravenmire, with Earoslav Rostova being crowned its Grand Prince, the title shall henceforth be passed down to the Grand Prince’s chosen successor among the Rostova Family. All References to the Sovereignty of Ravenmire shall be replaced with Grand Principality, and likewise Sovereign to Grand Prince.

 

III. Should the Papal states come under attack by enemies both foreign or domestic Ravenmire shall be obligated to rally their banners in security or defense.
