Blessed Citizens of Haelun’or,

Beneath our ivory walls, where once the footsteps of philosophers and visionaries stirred the very marble, now dwells an absence. It is not the serene stillness of wisdom fulfilled—but a silence wrought of retreat, of fear, of a people who have looked inward too long.

I am no scion of a founding line. My name is not etched in ancestral vaults nor sung in the verses of our storied past. Yet I stand before you as ‘thill, not despite my distance from the old blood, but because of it. For it is not heritage, but clarity of purpose, which our State now demands.

The bastion of Haelun’or—once luminous with reason, tempered by purpose—has faltered not from invasion, but from the corrosion of its core. We have mistaken the shell of tradition for its spirit. We have honored purity in word, but not in mind. We have raised our banners high, and left our tomes unopened. We have praised the Doctrine, yet feared its challenge.

We bowed to Númendil—not in diplomacy born of strength, but in acquiescence disguised as statecraft behind the back's people. We marched with the Valah, not in defense of virtue, but with hearts dulled by inertia. In doing so, we bled for banners not our own, and left pieces of our dignity strewn across the blood.

This must end.

We must return—not to the past, but to the principles which shaped it.

Let us restore the spirit of maehr’sae hiylun’ehya not as relic, but as living law. Let the ink of debate flow once more in our halls, because it's not dry yet. Let culture rise—through theatre, through philosophy, through discourse unshackled. Let us listen again, speak again, write again, reason again.

And let no mali’thill be denied a voice for want of name or favor. Let no oem’ii grow in silence and with doubs.

I. Cultural Flourishing — The Age of Silver Thought

  • Reopen and endow the ancient studios, artist, laboratories and theaters of Haelun’or
     
  • Host seasonal exhibitions of mali’thill literature, sculpture, philosophy, and music
     
  • Commission new treatises rooted in maehr’sae hiylun’ehya, crafted by local scholars
     
  • Elevate elmalaurir to positions of civic visibility—returning culture to the civic sphere
     

II. Restoration of Traditions — A Doctrinal Reawakening

  • Reintroduce customs (rituals, scholarly circles)
     
  • Mandate the ceremonial reading of the Doctrine before council sessions by the hand of Maheral
     
  • Encourage families to record their oral histories to be housed in the Eternal Library and spread the word of Larihei
     

III. Diplomacy and Openness — From Isolation to Illumination

  • Maintain respectful fulfillment of the Númendil Treaty, while preserving ideological independence
     
  • Initiate or continue open diplomatic tables with adjacent realms: Krugistan, Cauróst, Empire of Man and Neveaheleh
     
  • Send delegations of cultural envoys, not just emissaries, to promote Haelun’or's intellectual image abroad
     

IV. Reconciliation — Let Us Heal the Mirror

  • Encourage the reintegration of exiled or estranged mali’thill who show dedication to the Doctrine

  • Establish a binding annual or bi-annual civic summit in the heart of the capital
     
  • All citizens, from elmalaurir to young oem’ii, will be invited to submit and debate policy proposals
     
  • Assembly will be archived in the eternal library for review and posterity
     

VI. Institutional Reform — The Ombudsman of the Silver People

  • Create the official position of Ombudsman (Tayna’mali)
     
    • A neutral civic arbiter appointed by public vote
       
    • Empowered to receive and investigate citizen concerns, report abuses of office, and issue formal public advisories
       
    • Holds non-voting seat in council, serving as bridge between governance and citizenry

VII. Sillumir Reform — The dichotomy of the sword and the word

  • Back to the old ways. Numbering instead of rank or name
    • The Sillumir will only have code numbers and only Okarir'tir will know the exact name of each one.
    • The Sillumir will be employed as self-defense forces, against both internal and external threats.
  • Reform of the Declaration of War
    • Legislative reform will be implemented. The council must vote by an absolute majority, including the ombudsman, for a declaration of war. 
    • The Silver State will define itself as neutral in any conflict, unless voted otherwise.
    • The Maheral can declare it void and call for the dissolution of the Silver Council otherwis
