TOWN CHARTER

Names: All the wonderful individuals whom have contributed to the Lore. Too many to mention.

Town Name: Haelun'or

Why are you/your character starting this town? What role will it play?

Our years in these realms melt away like snow, ages of frigid strife making place for a long spring of forgetting and complacency. The High Elves of Aegis are losing memory of their noble heritage. Their magical capability, their pride in their purity, the Golden Pools of Lareh'Turri, all of those seem hardly present in the hearts of the Mali'Aheral anymore. Despite their obvious differences in appearance, their height and fair-toned skin, they have begun to think themselves the same as any other Elf.

Foolish they are, to forget. For in a distant place, far beyond the rifts of space and the invisible threads that hold these planes together, there once was another civilization of High Elves.

Once, we were united under the same leader, the blessed Larihei Lomahnih, whose wisdom and knowledge was beyond that of anyone in the princedom. She saw that her fellow princes would not accept the power and responsibility that came with being Mali, the eldest and proudest race within the realms. They called her arrogant, imprudent, even delusional. When the council wrongly decided that her visions of Elven supremacy could only lead to hostilities with other races, Larihei was banished.

She left the princedom of Malinor, taking many of her followers, the Mali'Aheral, with her, though many were also left behind. Through her expertise in the esoteric arts she succeeded in locating a mysterious portal, rumoured to lead to a land of freedom and promise; and so she led her kin through. Beyond, they would find a place where they could attain ultimate knowledge and tap into the core aspects of this world without fear of persecution.

The new High Elves found their home here and became a prosperous society, bolstered by their uninhibited quest for wisdom and another of the rare golden pools that toned their skin and boosted their magical powers.

Of course, all that is left of the Mali'Aheral in Asulon are ruins, perfectly preserved by their magic but devoid of life. It is within these ruins, though, that the Elves left clues, accounts of their proud legacy, for their brethern to find. They didn't know when, or how, but they were sure that one day, when the time was right, High Elves from across the planes would find their way, and indulge in the gifts of the ancient. And with these gifts, they would become the proudest and most magical race under the Seven Skies once more.

Maehr'sae Hiylun'ehya!

What type of political system is enforced in this town? Is this town under the reign of any other nation at this time?

The High Elves value a meritocracy more than any other system. Their belief is that a capable ruler should drive his political career on knowledge and merit rather than charisma or flamboyant campaigning.

The rule of the Heial'Thilln, the Silver Council, is absolute and undemocratic in the city of Haelun'or, and only your achievements in literature, arts or magic, along with your publications will allow you to progress within its ranks. High Elves will be expected to publish books at the college, teach students, and do whatever it takes to show their wisdom and eternalize their name. Being a well-liked citizen or appealing to the people will not get one elected and will in fact hurt one’s chances, for High Elves look down on these kind of displays.

The High Elves answer to no one and would not submit themselves to any nation if they had their way. They'd be an independent settlement, sovereign and surviving on its own strength alone. However, rumor has it that the ruins of Haelun'or are already spoken for, and the owners of this land may have to be persuaded to hand over the terrain.

What sort of behavior will residents exhibit? (Race relations, nation relations, etc.)

The High Elves that set foot in Asulon will act no different from the other races that came there as refugees, scattered and uncertain. Beginning their settlement upon the ruins of their ancestors, they would first seek security in numbers and form alliances with other races, preferably other elves, to garner themselves the foothold needed to ensure their survival.

However, High Elves that stick together will undoubtedly possess (or learn to possess) a strong racial identity, and the scriptures left behind by their predecessors will reverberate strongly. Many may become starstruck by the mighty civilization the High Elves once were, and become convinced that reverting to this contemporary lifestyle will be the key to achieving greatness once more.

The original Mali’aheral of Asulon did not interact kindly with other races. They were kept at a distance, restricted to the edges of their towns should they be let in at all. Friendships and interactions were shallow, often only on account of mutual benefit. Furthermore, intimate relations between a High Elf and any other race was a great crime worthy of banishment. Should these social norms re-establish, it will likely prove to the detriment of overtly positive relations.

Still, it would be overreaching to state that an alliance with such Mali'aheral would be impossible. Individuals and races that see eye to eye with the Mali’aheral on social conduct, intelligence and politeness can still be accepted and even respected by them.

Rash actions, however, will not bring favor from a race that enjoys the benefits of long life, and long stretches of time need be dedicated to win their grace. Furthermore, one should beware that the strain of one’s presence does not outweigh one’s usefulness, for little quarrel exists on the backstabbing of those who are not High Elf.

Where would you prefer the town’s region be? Including a screenshot of the land would be nice (of game or map).

Our preferred location is the original High Elven ruin within Asulon, which is rumored to contain fragments of lore from a previous High Elven civilization. It is the call of their ancestors that would drive Mali'Aheral settlers to this place once again to recover the customs of their affluent brethren. However, should the claiming of this place become difficult, the Elves will have to find mere guidance within the ruins and then proceed to settle in a less contended location.

We would like to thank shiftnative for his continued help and the privileges we've been getting to make sure our town will fit within the new world. He said a village charter would suffice for this project, and it'd get us the area we wanted (the H.E ruins), but to show our thanks and dedication we'd like to take an extra step and fill out a Town Charter instead.

Quite amazing. If i am not wrong you are envisioning something along the lines of world of warcraft blood elves? I really like this, and I would like to sign this charter.

Well, I can kind of see where you're coming from but they're a lot more similar to TES Altmer.

On another note, if you wish to live inside the city you must either.

a.) Be a high elf.

b.) Act like a high elf and be accepted by them.

Anyone can sign the charter however.

I read something about applying for becoming a high elf? Is there any more info on this? Also, I do plan on rerolling to a high elf at the 2.0 launch or possibly before if I can manage.

Well, this is not entirely true, as people who sign the charter will be expected to come live with us. High Elves will allow others into the city (though eventually theyll be treated coldly), but the vast majority is expected to be High Elf.

My char's still human, after all, though distinctly elf-like. He hopes to gain inclusion on account of his linguistic skills.

There's been support of race-specific applications among us, but this has not yet been enforced. Expect being an High Elf to be like being an Orc: You will have to act the part or there will be RP consequences.

Limiting the number of people who can sign the charter to just those who want to live with us restricts the amount of signatures we can get greatly.

Your character would be accepted because he acts like one of them. If one does not act like us and does not share high elven ideals he will be denied access to the city. If they continue to wish to live around us they'll go to the harbor district.

Basically, we won't just let anyone inside for tourism purposes, and those we do find acceptable and not a western influence danger will most likely be treated coldly until they're accepted.

Under the High Elven culture of our ancestors it would have been almost unseen that any non High Elf live in our city for the record. And for us to do so would seem very odd I can imagine there will be quite some resistance.
