As for nations, they will have "Inheritance". If a settlement is within a nation boundary. The tallies from that settlement will count towards the nation.

Nations will require a larger amount of tallies to accommodate this feature -

Orcs have low numbers, so does this mean that potentially we may have to downsize or something?

Discriminative nations will receive an exemption to such cause, as to accommodate their consistency.

I think nations should have a pardon for a few months for the ghost towns to be gone and people to come to the main city's.

Shift said that there will be an inheritance system for the nations, so you don't need to be in the main cities of a nation to add your tallies to the nation count. So long as it is set in that nation's borders, they get the tally.
