He looks at Viros once again.. ''Very well done Squire'' he stops a moment to think. ''Was there a name to this structure that had the torturer cells in them?''

*A young tall man in blue robes aproaches*

My king allow me to start my request off by appologizing for disrupting you at the moment, for I see that you are busy and live threw many annoyances of the day.

My king I am Roy Islain young talented bachelor, I am new to Arethor and have brought a few other bachelors with me. My king we wish to purchase a manor, but are short on coin. We currently have around 3,000 minas, but wish nothing more than to serve you. I spent time contemplating this situation and have come here presenting an offer for you. My king if you find the patients in your heart to grant my fellow bachelors and I a manor we will become assistant scribes, scholars,((pretty much anything to do with the actual palace and royalty that you would expect from someone well edgucated)),etc. for the time of 10 years. My King we are all hard workers and educated the three of us will work as much as needed.

*Does a small bow before steping back nervous waiting for the kings reply*

*Elessar strides towards the door with a scroll held in his left hand and brushing his uniform in the other. As he approaches the guards he pulls out a small knife and hands it to them and then proceeds to remove his hat and clutches under the right arm as in stately fashion. With one last check and straightening of his uniform Elessar enters. As he gains audience of the King, Elessar bows and begins*

"My King, I come to you today in order of the Beard. I, its captain have a few queries I wish to address some concerns about both its crew and itself. If you would allow me."

*Elessar rests his naval hat on a small table and then proceeds to untie the small lace around the scroll. After removing it, Elessar opens up the scroll and begins to read.*

"We require a set of new beds and hammocks for the bunks of the crew. After inspection we found that the previous ones were infested with bugs. Without these there is no room for her crew or passengers. The Beard also needs a set of new storage chests for the hold as the last ones seem to have been removed before I took charge. The last idea we need is to do with the fact that the Beard itself has been sat idle in port for a considerable time. The water and the weather have taken a toll on its beautiful coat of paint. I have some ideas to have the colours changed to a dark Royal blue colour to revitalize its appearance and to show the might that one can exert. That is all for now."

*Elessar rills up the piece of parchment and reties the lace to keep it in shape. He then takes his hat and clutches it under his arm and then awaits for the King's reply*

Your Imperial Magesty , I , Flynn Baelish , Son of Cailean and Grandson Of Ser Renly am approaching you today with an idea for the formation of an Oren Guard or Crowns Watch , I am not currently sure of an exact name, but for now , I shall call them by the Crowns Watch. Now the Crowns Watch guard the Crownlands only and we swear allegiance to the current monarch , only. We uphold the monarchs laws and only his laws and commands. We are not aligned to any Noble House , only the reigning monarch. Each member of the guard renounces his allegiance to their house , should they have one , and takes " The Oath of the Watch " in which they swear allegiance to the guard commander and most of all , the monarch. The city watch can arrest anybody , aside from Royals , should they be commanded to do so , therefore they have the power to arrest Knights , Lords , Barons and all they rest , should they be under command to do so. This service shall be there to purely uphold the monarch's laws and commands and keep the peace in the Crownlands. They will have uniforms and will undergo training. Should this idea be accepted, we would require a barracks within the walls of Arethor or around it , to station a main garrison and have training grounds , meeting halls and so forth and of course , should this be allowed , this concept will be built upon heavily to ensure there is a solid guards force.

Godfrey twirls the ring on his hand, as he examines the man, ''We shall put this to thought, we would like to discuss this more with yourself, but we require you to proceed and tell us more, of the structure rank, and system etc.

Flynn Baelish nods as the Emperor speaks and bows respectfully before speaking again

My idea for the ranking system is as follows :

  • Captain of the Watch ( 1 )

  • Serjeant of the Watch ( 2 )

  • Watchman ( Any Amount )

  • Watchman Recruit ( Any Amount )

It is rather simple , your imperial majesty , for I feel that guard forces with simple ranks , usually tend to perform the best. For should you have a guard force comprised of say.. 5 ranks , who has the power to do what , often becomes extreamly confusing. However , this is just my idea and more ranks could be added , renamed , or even removed at your will , your imperial majesty. Regarding Promotion , Serjeant's will keep an eye on Watchmen , checking up on who is performing well and who is not. Promotion shall only become available should a spot open up. Only Serjeant's are eligable to become the Captain of the Watch and only Watchmen are eligable to become a Serjeant. Watchmen recruits will be watched closely and should they perform well , they shall be promoted and given a permanent posistion within' the watch and should they perform poorly , they shall simply be removed from the watch. This is a rather simple approach to it all , but as I have said , I am a firm believer that the simpler it is , the better it performs. However , should you see fit , your imperial majesty , I shall happily change anything.

Uniforms will be designed for each rank , most likely , so that we can easily distinguish between the ranks.

The recruitment process shall once more , be rather simple. The Captain of the Watch reviews all applications for the guard force and personally sends a bird to the accepted recruits. The accepted recruits will then go through rigerous training for several days or weeks , overwatched by the serjeants and the serjeants shall decide who is worthy of a posistion as watchman , and who is not.

A standard's watchman duty would include :

  • Patrolling the Capital of the Empire , Arethor.
  • Manning the Gates
  • Patrolling the Crownlands
  • Standing watch at several roads in the Crownlands
  • Training in the barracks
  • And any other orders issued by the Captain of the Watch , a Serjeant , or the current Emperor.

Flynn bows respectfully once more to the Emperor before taking a few steps back , awaiting a response.

The High Chancellor of Oren nods his head slightly at the words Baelish speaks. A guard force for the Crownlands would help in alleviating the oftentimes chaotic nature of the capital city. Just that day Zibaen had witnessed a mugging in which several knights and even guards of various lands struggled for the right to apprehend the mugger which ended in a duel. The old man shook his head and placed his left hand on his the wrinkled and bruised hand that clutched onto his cane.

“Were a watch force to be founded within the Crownlands they shall not have direct jurisdiction a’gainst those of the noble class to arrest them on wanton claims. We shall have to discuss the manners with which a watchman may apprehend standing nobles; wanton destruction and violence and the orders of the Privy Council would suffice.” Zibaen of House Vivyaen nodded his head slightly recalling his days within the old Oren guard and the significance of its fallings. To prevent that would take grand methods, training, and an extensive list of the jurisdictions guards of the Crown have. “Direct authority over Knights would not need specified orders from those of a higher class. Knights oft times hath the belief they are superior, and do cause significant issues from this. Nay, I do believe complete authority to arrest knights who cause disturbances in the Crownlands is warranted.”

Issues abounded regarding a certain knight who disregarded oaths and hierarchy in pursuit of horrid violence. Artorus and Ser Kais and spoke at length about Ser Lion’s crimes in the city of Arethor. Men grow weary of oaths and honors and find violence a suitable answer to issues. Zibaen closed his eyes wearily contemplating such a thing before returning his glance to Flynn Baelish’s words. “Aye, simplicity is best in these regards.”

The old man turned his head to the Emperor who sat upon his throne with mild interest in the topic, “Sire, we hath space enough for a barracks betwixt the palace and the city proper, room enough for a prison as well. Funding of such a force would hath to go under the responsibilities of the Lord High Treasurer.” Zibaen nodded to Denims who as always worried himself into a position directly to the right of the Emperor. His eyes fell back onto Flynn and squinted at him to better take in his appearance. “I do not fully object to such an organization. Further discussions on jurisdictions would be necessary, and also discussions on leadership. I assume by thy request thou wishes to form this with thee as the Captain of the Watch. The Oren guard and the Phoenix Guard had a significant reputation of failings; to restart such a blistered organization would require a strong man and strong Serjeants to lead this.

Inform us as to why thou art the man to do such a thing? How strong a leader art thou? How strong a follower? Art thou fully acquainted with the laws of our nation? I know thee not, and I know not why you should be the Captain.” Zibaen looked at the Baelish man. They were an honorable family that served Tarus well, undoubtedly the man would have been trained in leading and fighting, yet none could be sure of this.

“If the lord can train the watch to be as well trained and ordered as Vallark’s soldiers then I hath no objections,” Zibaen looked to Godfrey.

Flynn turns to Zibaen , nodding as he speaks

Of course , this is completely open to change. Regarding the matter of leadership , I have been brought up around leadership. My father , Cailean Baelish , runs the Blackwood Legion and I have been geared toward leadership of such organisations all my life. However , I could speak for days , rambling on about why I deserve to be lead the watch , but we will never know until I actually get down and do it and for this , I can only ask that you trust and believe me when I say , I will do everything I can to make sure this guard force does not fail and I shall do whatever is asked of me , regarding leadership. In truth , you never know how well a man can perform until he does it.

Flynn bows to Zibaen respectfully as he finishes speaking.

Looks at Zibaen, as he finishes, ''No Knight would allow a guard to arrest him, but what we can do is, establish warrants and with them, even nobility can be arrested, although for that we require the Court of Law to be complete''

The High Chancellor listen to the Emperor’s words and tapped his cane slightly. “Mayhap sire, regardless of the manner we doth require it to be complete.” Duke Zibaen returned his gaze to Flynn and made note of his words with a brief smile.

He doth have a pride in his training, mayhap even an arrogance. He thought as the man spoke of his credentials. However wanton confidence in positions of leadership would be needed. Many men lead being unsure of their actions and miss opportunities, and in conflict it oft times would bring defeat. “Thou dost speak truly Baelish, there is a significant difference betwixt education on leadership and applying it to situations.”

Zibaen Vivyaen relaxed back into his seat and thought on the matter for a brief moment before he nodded in agreement. “Aye, thou shalt have permission to gather a force of men together. Find men whom are trustworthy and intelligent in leadership to serve as thy serjeants, and search for men who shall serve beneath thee. This shall be a trial, the organization will not be the official watch until they are deemed fit.” Time enough for Flynn Baelish to train and arm his men and establish routes and customs within the Crownlands.

“Thou art dismissed Baelish, I shall arrange a meeting with thee at a later date for us to discuss this at greater lengths. Take this time to gain men who shall serve the law honorably.”
