Then be creative.

Describe WHY they would avoid them for what ever reason. What they're feeling, what perhaps goes through their head.

Is there some psychological reason WHY they wouldn't, for example kill a family? Or rob them?

Perhaps something happened previously to them.

A VA character, or rather a character which needs a VA should be very well developed, we want Villains to have a purpose, and not just run around.

How about... Race-specific VA Applications? The ORQ's edited to match a races' capitals and landmarks :D For example, a human ORQ;

'You see a man, a woman, walking along the road to Arethor, the man is gripping his scabbard and stands in-front of your path. How do you react?'
