Technically, because the mayor of ShadowVale is a member of house Flay making ShadowVale an indirect settelment of Oren. So all men of Oren should go there to defend.

oren can only go if they are called by the dwarves. The dwarves are the only ones able to "get ready" cause reports of the attacks will reach them bfore the actual attack. The evil will be between shadowvale and oren
