((Can't the Dwarves/Oren just get they're allies to take their boat to Cloud Temple lands? That way, either Dwarf allies can go past Roseus Aquila, and Oren Allies can go past Salvus. This may need a bit more clarification.)

1- Nation's can only lay claim to territory that runs along your borders or your allies. Make nations have to work their way up. Say Krugmar wants to begin capturing Hanseti. They must first be on good terms with Alras to be able to mobilize an army through their borders. Then they must also have the permission of Salvus to make their way through there as well, and then Renatus, and so on and so forth.
