What if your a new player, and haven't got to see the town leader to get permissions yet? But you should do what you suggested, giving the leaders the option to lock it down or something, like if they had a fort, and only wanted the soldiers to have access. My favorite parts though would be the ability to put spaces in your RP names (My OCD hated the underscores!) and the optional quotation mark system. As Alec said, soulstones would be able to be set in towns / capitals / the temple, though some regions might be unable to rest your soul upon. What if you want your soulstone in Arethor?
