"Citizens of the Holy Oren Empire, it has come to the attention of the Office of Sheriff that many of those carry the sword known as the Katana, it is a weapon of Eastern origin and those who carry it have stolen these weapons from the armoury in Yamamoto, the Office of Sheriff has come down to this belief as the only men who can smith such a weapon in the Empire are in his employ and do not sell the weapons. So the military orders of the Holy Oren Empire are asked to confiscate weapons of this design as they are considered stolen property. No one save men save the Ishikawa bannermen may wield this weapon, report any usage to a Sheriff and they will handle it. Thank you good citizens of the Empire."
