He could not idly sit by as a people oppressed by tilted paintings continued to be oppressed in the once peaceful community. Gestahl knew he must act. He could not wait for the senators' approval on such a dire matter. He plotted. He schemed behind closed doors. Aid must be sent.... In a piece of emergency legislation, Gestahl rushes through a piece of legislation. No support would he find in the senate for such an action without bribes and promises. He called a secret meeting of a military council. They approved. Gestahl sat at his desk and signed off on a document with a flourish.
