Upon the notice board of Haelun'or is a notice placed within a glass frame for all individuals passing to see: 


The tilruir of Haelun'or serve to control and maintain a certain aspect of the society of blessed Haelun'or. It is therefore the triumvirate grants them sufficient power in order to carry out their tasks and aid in the administration of Lin'evaral in the absence of any Triumverate member. The very best of you, noble applicants, will soon alter the very future of the cihi, championing the High Elves into the heights of the ancestors and beyond.
 
Formerly when the Hieal'thilln was in power there were multitudes of tilruir positions and this itself serves an attempt to revive the tilruir of old. Transcribed below are the duties of the Tilruir as outlined by Ellir El'siol many years ago, these have been updated slightly to better suit Lin'evaral.

 

Upon this day Ceruberr Asulailer takes the position of Tilruir'lliran and Iatrilemar takes the position of Tilruir'leyun.
 

tilruir’Mali (Servant of the Elves):

  • Guides their fellow Servants towards their duties
  • Ensures channels of communication exist between the Servants and the Triumvirate
  •  
  • Has the duty to accept or deny citizenship applications (shared with tilruir’san, tilruir'linan and triumvirate). Denial must only be done with appropriate guidelines to help potential citizens towards acception.
  • Interacts intensely with the citizens of Haelun’or and relays their wishes to the servants.

Interaction is key: Be there for the citizens as much and as often as possible. If no High Elves come to you, seek them out instead, or wait around for them to show. There is ALWAYS something that can be improved. This is a heavy leadership function; make sure you are up for such.


tilruir'lliran (Servant of Friendship):

  • Tracks and proposes beneficial alliances to the triumvirate.
  • makes sure relations with other factions are being kept by sending out frequent convoys and messengers.
  • Helps understanding the High Elves to reduce the amount of hostile encounter in Haelun'or and beyond.
  • Protects High Elves outside the city from possibly unfair persecution by other nations.


Interaction is key, but in this case it is interaction with the outside world. There is ALWAYS somewhere to visit, and people to talk to. Spend your time sharpening agreements with other nations to ensure favorable treatment of our customs and laws.

tilruir’san (Servant of the News):

  • Communicates with the Mali’aheral of Haelun’or on the public domain
  • Answers on the public domain any questions people may have.
  • Publishes all appropriate events and news on the public domain for the Mali’aheral to see.
  • Has the duty to accept or deny citizenship applications (shared with tilruir’linan, Tilruir'mali and the Triumvirate). Denial must only be done with appropriate guidelines to help potential citizens towards acception
  • Refers comments and suggestions made to the applicable Servant if deemed prudent.

 

((Forum activity is key. A day without High Elf flavoured forum posts from you is a wasted day.))

tilruir’nor (Servant of the Land):

  • Presides over the farms.
  • Creates quota for all availible farmers to fulfill and make sure they keep to them
  • Delivers books and bookcases to the librarian, food to the shop- and innkeep, wood and wool to the tilruir’leyun and building teams.

Availibility is key. Make sure all farmers know what they are supposed to be doing.

tilruir’leyun (Servant of Beauty):

  • Makes sure living space of various tiers is available for settling High Elves.
  • Assigns space to guilds and factions requiring such within Haelun’or if deemed prudent.
  • Acts as a patron to the innkeeper, engineers, actors and musicians. Stimulates the practice of the fine arts in Haelun’or.
  • Makes sure gourmet foods and various flavors of exotic wine are availible in the inn.
  • Must communicate with the medi'iran before constructing projects.


Apart from building, you will be spending your ‘quiet time’ creating RP based on any and all art forms. You will not have to do this by yourself, but instead acquire people willing to work with you on this.

tilruir’linan

  • Welcomes all citizens in Haelun’or and fulfils their needs.
  • Ensures all citizens, new and older, feel engaged through personal interaction.
  • Serves as a referral point for questions of the citizens.
  • Has the duty to accept or deny citizenship applications (shared with tilruir’san, tilruir'mali and triumvirate). Denial must only be done with appropriate guidelines to help potential citizens towards acception.
  • Houses new arrivals within the inn and refers new mali'aheral to the medi'iran for housing.
  • Ensures all Mali’aheral fulfill the requirements for citizenship. Encourages them to write a book and learn basic Elven.

((RP activity is key. Be there for the citizens a lot and make sure you know where to point them. Also be a proper writer who can accept citizenship applications)

 

Applicants are to indicate their interest in the given positions below. Stating any and all qualifications is a preferable trait. The triumvirate shall convene and select the tilruiran from this.

"Kaelthes Tennallar wishes to fulfill the position of Tlruir'llirn. One is diplomatic, sociable, and tempered to work amongst the lesser races. Due to various years amongst them, I have learned much of the scattered cultures, as well as how to converse and deal with them. I feel this would come as a great gift to fulfill this task. I am willing to travel far and wide to accomplish the goals of Haelun'or, and would stop at nothing to assure the safety and peaceful relations of our people. Maehr'sae hiylun'ehya. "

The role of tilruir’leyun is quite close to what I have achieved in the city thus far. It seems only right for me to take on an official title, unless Lucion has decided to pull my into his little guard force.

Ceruberr strides calmly to the home of Mr Uradir. He swiftly places a letter inside his mailbox, it seems to be held together with green and silver ribbon.

 

I, Ceruberr Asul'Ailer, wish to nominate myself for the position of tilruir'llirn. I see myself as a Mali'aheral who is more tolerant towards the other races which dwell within Anthos. My years with the Arcane Delvers and Mages College have allowed me to observe the other races carefully. I have come to understand portions of their culture, no matter how foreign it may seemI am trusted in the eyes of many people and guilds and I consider myself to be a good judge of character. I have experience with travel and interacting with the various races, which is essential for this title. These qualities are what I believe one who is named 'tilruir'llirn' should posses and I hope you consider myself for this position.

 

I hold the welfare of our cihi and its citizens above all else and I wish to maintain and create peaceful relations with the other nations.
