A Proposal for Reconstruction

By Dun Irongut

Introduction: Why Does our City Stand Empty?

We stand here today in the empty corridors of Kal'Azgoth. Our homes filled with webs and our shops desolate, we stand here today as Dwarves without a true home. Since the passing of the Kjell Act, which is fair and just in its own right, there has been no true reason to return to our home. There is no hustle and bustle as in Abresi and there is no sense of adventure as in the North. What are we left with when our own holds stand with more activity citizenship then we do? We must do what we've ignored for far too long; rebuild.

To rebuild is a rather touchy subject. When I mention rebuild, I do not suggest tearing down the city. I recommend simply sealing all currently used corridors and downsizing and consolidating. I've long preached for an "organically" built city. This simply means that the city grows in size as needed and that shops are scattered about. This model works in Gallamore and Abresi quite well. It is a bit messy, but we're Dwarves! It will not be hard to bring charm and structure to the organic model. There are 3 overarching steps that would fix our many issues.

1. The Simplest Choice: Reconstruction

1. All side corridors should be sealed and sectioned off.

2. The Grand Vault should be moved into the the current palace and is only to contain valuable items (ore, smelted bars, and minas).

3. The city should be built into a more organic and tiered structure. The lava moat is to be drained into the nether regions of the soil and filled with water.

4. A false aquifer should be created for reasons specified later.

*A closing of Blacklight Hold, The Iron Aquifer, and the Sewers has already been accomplished, which is a step in the right direction.

2. Housing

Clan Housing

With the aquifer built, tunnels could be built that lead to clan halls strewn throughout the area. Clan leaders would be bound by law to live within these halls, as would clan elders. This leaves room on the outside for the newer citizens who've yet to make something of themselves. Clan members would be given the incentive of more space within these clan caverns

Housing

Housing would be reserved mainly for newer citizens. Although there would be around 30-40 homes at the start of the cities new opening, the houses should remain with newer citizens. Those that aren't filled can be converted to shops, guild houses, etc. These changes would be managed by the King and the Kings Council.

[[A fast travel system could be set up at the proposed docks that leads to different "areas" of the aquifer for clan housing. Each clan cavern would have a dock and a unique feel based on that clans heritage and choices.

3. A Lack of Guilds/Private Enterprise (Shops and Businesses)

We discourage outside groups by only having government structures and groups. We have but a single tavern in our entire city and it remains empty over 90% of the time. The easiest fix to this would be to encourage private enterprise by providing space for it. Things like guild halls should be a priority, as they allow for citizens to start their own businesses and innovate beyond what we can do with our government funds.

"I'm 'ere every day uv me life. I 'aven't left t'e damn city in months. T'at only furthers me point more. T'e city is so damn spread out yeh never see meh. Abresi is t'e farthest city frem t'e Temple an' yet t'e fullest. By yer argument Salvus should be t'e most populated, which it is no more. T'e city is built on flawed premises uv government run businesses. We've no runnin' tavern an' inn, no constantly runnin' blacksmith, and a lack uv always runnin' shops. Shops an' businesses such as these cannot run wit'out a constant flow uv persons. Where are they te come frem in a spread out city flawed in design? On top uv t'at, where are they supposed te be built? Government run taverns de nae work. It's time te 'and it over te t'e masses an' foster growth in t'at way."

"Shall we make a wager then? I wager three thousan' minas that the road alone will not allow fer an active city. If I'm incorrect, then ye've done me job for me. If not, then I suggest yeh pay up an' agree. In spite uv all that, I am more than willin' te pay fer all construction work an' manage t'e 'irin' uv jobless Dwarven citizens and contractors. And many congratulations on yer new title, yer lordship. "

"I'll fund it with me own supplies, me own minas, an' me own men. As fer yer second point, are yeh kiddin' me? Did yeh even read t'e proposal? There is too much room. All uv t'e main 'alls must be shut an' t'e city must be consolidated. I suppose ye'd prefer te let a sleepin' dog lie? Or in this case, a dead dog?"
