THE IMPERIAL DIET Lo and behold for the inaugural elections for the Imperial Senate, as prescribed by the Edict of Establishment (1736) and the Edict of Election (1736), have come upon us for the year 1738. This gazette shall serve as a formal application of candidacy with the Ministry of Civil Affairs, which shall open presently. Candidates for the Senate are required to complete the following application by the deadline of the first day of 1738 in order to appear on the ballot. If these candidacies are accepted, the Ministry shall issue a short letter of confirmation. This gazette is pertinent to the first seat of Helena, where the incumbent, Senator Veikko Harjalainen, has a term expiring in 1738. He may elect to re-nominate his candidacy. Frederick Armas, Senator from Kaedrin, stands up in the chamber of the Senate to issue a short speech, brandishing a bundle of parchments as the Vice Chancellor calls the assembly to order. “I thank His Excellency the Vice Chancellor and President of the Senate for the opening of the inaugural session of the Senate. Since the days of the catastrophic Josephite War, it has long been the ambition of many to establish a functional and empowered legislature to represent the Orenian people. The Pertinaxi ‘parliament’ of the last century, and I use such a phrase loosely, for three elected representatives sitting in the same chamber with twenty-seven appointed lords is truly no such body, had manifold flaws. Yet it set alight the spirit of civic duty among the Orenian people, and sixty years later we sit here because of that.” He pauses for a moment, addressing John de Balain as is customary. “Your Excellency the Vice Chancellor, the reforms that brought about this Senate are a step in the right direction, for which I have naught but gracious thanks to the Lord Protector for enacting. Time will tell if they prove lasting enough to provide a meaningful exercise. I say, on behalf of the people of Kaedrin who I represent, that I am committed to serving this chamber, ensuring that the provinces and constituents of the entire Empire are represented in the development of important reform and legislation. One of our roles is to assist the Council of State in discharging their duties, and for that reason, with the Vice Chancellor’s consent I would like to invite my honorable friend the Senator from Haense to speak.” He sits down, indicating for Terrence May to present before the chamber. -
LUCIO v. R 11 S.E 1728 To whom it may concern, This letter seeks to establish a notice of intent to launch a civil suit against the jurisdiction of the Kingdom of Haense, alleging judicial malpractice, in regards to the violation of due process with respect to our client, Mr. James Lucio of the Commonwealth of Kaedrin. The facts of the case are as follows: On the 7th of Sigismund’s End, in the year of our Lord 1728, Mr. Lucio was arrested in the jurisdiction of the Kingdom of Haense in respect to an allegation of defamation (Understood within the Haeseni jurisdiction as slander). He was tried before court at Reza and found guilty of this infraction. These facts are not disputed by our client. Upon sentencing, Mr. Lucio was sentenced to mutilation by way of removal of the tongue. The Kingdom of Haense’s law codex, Chapter IX, Article I, states as follows in respect to slander: “Any man who slanders that of another without cause or evidence through verbal form shall be brought to court and tried. The maximum punishment being the removal of one’s tongue.” However, the equivalent offense of defamation (Enumerated within the Ten Tables – Injury Against the Person) in respect to the Pandectarum Johannes Fredericus Imperator, the law of the Holy Orenian Empire, which takes primacy over regional legislation in regards to such inconsistencies, states that: “Where an individual knowingly disseminates false information about an individual, with intent to harm the reputation of that individual, this shall be defamation in the second degree, an infraction.” In accordance with this codex, the sentencing limitations on infractions are determined as: “Infractions, of least severity, include the appropriated sentences: monetary fine up to two thousand mina, confinement to prison for up to two annum, designated service to state or faith for up to five annum, removal of up to two fingers to the second knuckle, removal of up to two teeth, removal of up to two toes of the same foot, removal of one quarter-inch of the ears if elven, partial removal of a tusk if orcish, removal of the beard if dwarven, removal of one inch of the tail if feline, or branding by hot iron on the chest or buttocks.” Though it mentions several other varieties of mutilation – tongue removal has no presence in this document as a sanctioned Imperial punishment. My client also alleges that during the trial, he was tortured through sorcery, leaving him unable to properly defend himself and thereby violating his entitlement to due process under Imperial law. In the matter of the sentencing of a citizen of the Commonwealth of Kaedrin, for a crime committed in the Kingdom of Haense, there is a particularly strong argument that Imperial law must take primacy over any regional legislation. Indeed, there is an even stronger argument that in all cases of inconsistencies, Imperial law holds primacy as per the terms of the Emperor’s justice. To fail to support this contention completely undermines the unitary state beneath His Imperial Majesty’s just reign, and is a conclusion most intolerable to any loyal Imperial citizen. This forms the basis of our civil suit. We also wish to inform you that we seek the recusal of the Lord Justiciar, His Excellency Otto Sigmar of Haense, on account of a conflict of interest in regards to this jurisdictional dispute, requesting most humbly that this case be heard before an unbiased and fair agent of the Imperial courts. THE COUNTY OF TEMESCH Est. 17 of Owyn’s Flame, 1719 Lo and behold, for you have stumbled upon the realm of the Count of Temesch, who rules the lands east of the great forest from his seat in Temeschburg! The city of Temeschburg is a predominantly human settlement built atop the plateau upon which stood the ruins of old Alderyn. With the indigenous elven people, the Alderfolk and the Irrinites, expelled from this territory, the Count of Temesch has established his own independent realm. Paying homage or obedience to no greater powers at the time of its establishment, the town is a neutral, metropolitan refuge - a land of opportunity for settlers seeking a better life. The personal sigil of the House of Arany-Bocsa c. 1719 Or a pale gules, a viper displayed vert entwined with a Hetman’s Baton Or. The county of Temesch is a nominally independent realm ruled as a domain under the vassalage of the Count of Temesch, who rules from his seat of Temeschburg. The realm adheres to the tenets of the Church of the Canon, recognizing the primacy of the High Pontiff in matters of ecclesiastical relevance, although it is also home clandestinely to various religious nonconformists within the monotheistic human traditions. Like in all human cities, a nonhuman minority can be found there. The first Count of Temesch, Francis Stephen de Arany-Bocsa, hails through a distant derivation from bastard stock of the House of Kovachev, and intends to maintain the Carnatian heritage of his ancestry through propagating settlers of that eminent descent. The progenitor of the House of Arany-Bocsa, Ferdinand of Bocsa (d. 1656), was the illegitimate son of Mihail Kovachev, himself the youngest son of a 17th century Duke of Carnatia, by a woman of the northern gentry nigh upon a century ago. Legend has it that Ferdinand of Bocsa cut his teeth as a mercenary general in the Horosid legions of Aeldin, where his reputation preceded him as a taciturn and silent military commander, implacable in his unquestioning obedience to whatever master he served at the time. When he died in a forgotten siege camp after an outbreak of cholera, his troops, consisting mostly of Haeseni expatriates, buried him with his fortune in an undisclosed location. This uncommon display of good faith and generosity from an encampment of mercenaries, who some say feared his morose wrath even from beyond the grave, would result in the appellation of ‘arany’ (The old Haeseni-language word for ‘gold’) to his baseborn surname, and so originated the House of Arany-Bocsa carried on by his heirs. To this day, the apocryphal legend of Bocsa’s gold and the curse that would originate from disturbing his rest carries weight as a recognisable ‘tall-tale’ in Aeldinic society. The Count of Temesch’s authority over his lands is represented by the golden hetman’s baton (Haeseni: bulava) that once belonged to Ferdinand of Bocsa. While this is a ceremonial instrument, it nonetheless embodies his rule and administration. The Count’s formal style is as follows: His Lordship, the Right Honorable Count of Temesch. He is addressed as ‘my lord’, or ‘sir’. THE TEMESCHINE COURT The government of the county of Temesch administrates this independent realm in trust to the Count, who ultimately maintains supreme control over his own personal domain. It is intentionally minimalistic in nature, designed to simplify matters of politics in eschewing the arcane and bureaucratic systems of the other various human realms and empires. It consists of: The Castellan of Temesch The castellan serves as the chief-most governmental authority over the territory, acting as the Count’s right-hand. He holds his position by appointment, and is expected to carry out his duties in variant matters of diplomacy (Both internal and external), stewardship, finance and administration. He also maintains the privilege to manage the Count’s personal household as his majordomo, and may also appoint under-castellans on a limited basis to assist him with the management of the city, taxation and customs. Accordingly, this position has a wide scope of authority and responsibility. The Bailiff of Temesch Though the Count is embodied in his own person as the commander-in-chief of any forces mustered by the county, it is an expectation that he delegate a portion of this authority for the command of the city’s guardforce and law-men. Though the Temeschine levy is not a particularly organized one, eschewing the pomp and ceremony of formal knightly orders and standing armies, a small force does exist in order to protect the city and ward away threats. The bailiff of Temesch maintains defense of both the county and the Count’s person, in addition to enforcing the domain’s laws, serving as a legal officer in this regard. He may also appoint deputies. The Justiciar of Temesch The justiciar of Temesch operates as the foremost judicial authority in the county, other than the Count himself. He is expected to interpret and apply the laws of the county, hearing cases (Brought to him by the bailiff or his deputies) both criminal and civil in the Count’s absence, or by his delegation. He is also in charge of the formulation of these laws, and is charged to conduct himself in a manner both fair and independent of fear or favour in his judgements. This role in writing laws also means that he is entrusted with the facilitation of all written documentation and record-keeping. The Bishop of Temesch The Bishop of Temesch manages ecclesiastical affairs within the county from the Basilica of Saint Otto. He is appointed by the High Pontiff of the Church of the Canon, and is expected to cater to the citizens of Temeschburg’s spiritual needs by both proselytizing the Canon and rooting out any unsavoury heresies before they take root. He is also expected to conduct masses and manage the poor of the city through the giving of alms to the destitute. Despite this, in terms of actual political authority, the bishop’s role is largely ceremonial. Together, these officers reside in the court at Temeschburg, ensuring the day-to-day operation of the polity. They are not formalized into any one authoritative ‘council’ body, but rather serve by virtue of individual mandate while simultaneously collaborating with one another. Besides these roles, the Count also may maintain several informal advisers on policy.

THE CREED OF THE JOSEPHITES Or The Rights and Liberties of Orenians “The Proclamation of Nenzing, acclamation of Emperor Joseph I and the victory of his supporters at Upper Rodenbourg marked the turn of the year 1715. The House of Marna, and their return to the throne, would be resisted by the Pertinaxi rebels who clung to the power they had held for the past century. That power that had reformed the so-called ‘empire’ of 1678 was hardly an empire at all. Apologists would point to a number in successes in wars, whether it was the Czena Confederation or the elven tribes they had been fighting. But the Pertinaxi are men of little education, no nobility of note (A historian I befriended years ago mentioned that they are an admixture of the House of Romstun and the descendants of the sixth son of Exalted Godfrey - who died three centuries ago - there are countless nobles of higher stock or closer lineage to the throne) and little interest in the nuances of administration or rulership. The ‘empire’, as it were, was a loose alliance of constituent realms who would rally their troops together for outside threats, but in the absence of this threat, were vicious in their attacks upon each other. Nowhere in that realm was the sense of a unitary state or a common, Imperial civic identity. The House of Pertinaxi were the most bloodthirsty of all. Their ‘dragon knights’, who violated every tenet of knighthood there was, killed their own people wantonly and for pleasure. Fear ruled over all and was what kept the vassals in line. The most preferred target were Vesian burghers, who had drawn up their own system of principles in 1706. Based primarily off the Gradic Rights of 1557, the golden liberties of Ves were many things - a code of beliefs, an operating philosophy and a vision statement for their greater understanding of the role of humanity in the world. It was contrary to the Pertinaxi philosophy: chaos, murder and absolutism. Emperor Anthony had done nothing of note in his decade or so of rule except for the enactment of an ‘abolishment’ that prompted the Proclamation of Nenzing in the first place. Rule was brutal, corrupt, autocratic and arbitrary, and there was a sense that the emperor nor his government were outright contemptuous of the commonwealth of humanity. There was, indeed, no effective government, judiciary, fiscal system or consistency of laws. Madness and bloodshed prevailed. Off the basis of the golden liberties of Ves, in 1714, Albert Macdonough penned The Republic of Man, within a chapter of which he would delineate his beliefs in a then-unnamed oath that he believed would educate and protect against the tyranny brought about by the Pertinaxi for a future generation. “That I, do solemnly swear, with GOD as my witness, That I shall protect the right of LIFE, so none will be taken to the Skies before their time, That I shall protect the right of LIBERTY, so none will ever be bonded by the shackles of slavery, That I shall protect the right to TRIAL, so none will ever be wrongly accused or punished when not charged and convicted by a trial of their peers, That I shall protect, and acknowledge, the social contract between the governed and the government, to which the governed are owed fairness, protection, patriotism, and the energetic pursuance of the commonwealth interest, and to which the government are owed obedience, assistance and participation, And that I shall protect the right of man to choose a representative, so that he may have a stake in that government, On this I kiss the cross, So help me GOD.” An excerpt from The Republic of Man, penned by the hand of Albert Macdonough, prior to the acclamation of the Proclamation of Nenzing. Macdonough, of course, was fully a republican, and he would die of pleurisy before the events of 1715, not living to see our proclamations. We are monarchists, for we recognize that humanity needs a ruler to embody and represent them, but he too is like any man, and must accordingly be subject to these constraints to prevent this Pertinaxi travesty from occurring ever again. It would be some time before he would meet the man he hailed as emperor, who until such time had been an obscure Marnantine princeling. All reports had him being strong, honest and true. Truth be told, he didn’t much care. He would have preferred a crooked emperor, anyone rather than one of the murderous clan Pertinaxii.
