If I organized an "expedition" into the north would I be able to get a GM to overlook it and maybe throw in a few things here and there? ((dragon, etc.))

What if for new applicants; we made them get planted into a family? That way they would already have a group of people to RP with, and it would grow IG families to eventually where players can tie whole family trees together; also make them start at a young age.
