When there is need for people.

I am sure it is on a day-to-day basis of when they feel they are ready to add a new person to the team. I doubt any of them have set themselves on a schedule.

There is no process gingernut, it is rather an erratic process. When a staff member leaves it usually reminds the team leaders that it would be nice to do some cleanup and recruiting. So sit tight. ^-^
