The Imp Legion is probably the most active atm.
Ambduscias
There're a few different orders that serve exclusively in the Imperial Legion. Past that there is still the order of St. Wilfridshire Holy Knights, and the growing Dragon Cult though I'd not class it as an order yet.

The Dwarven Legion is fairly active, accepts some outsiders and takes part in PvE events ~weekly.
