The bureaucrat working overnight, the soldier patrolling his hundredth road. The Empire’s hunger for work never ends, and yet, the human is only so durable. THE INVENTION STORY Inventor: Dr. Lemuel de Langford @Trenchist A fatigued Prince-Archbishop was once sat amongst his many female servants, their endless babbling and touching tiring for the ageing man. The mere thought of finishing his first Homily of Albarosa rendered him nervous: eyes blurry, motor skills fading, a body ready for bed. Unbeknownst to him, right beneath his window in the Pruvian Estate, a doctor and farmer were arguing. “So you just burn these leaves?” Lemuel would inquire, his chin raised in agony. The farmer nodded nervously “Aye, these plants are but a pest for our crop.” The pest mentioned was the Albarose, a plant native to Kaedrin: named by Richard Helvets in jest, as it was but a weed pestering the agrarian city. The Albarose’s leaf was potent however, filled with a white goo that had unintentional chemical consequences. That day Lemuel, perhaps out of boredom or curiosity, demanded the sack of weeds from the farmer: determined to arbitrarily research the common plant. “The Albarose”, former weed in Commonwealth of Kaedrin 1765. And so while the Prince-Archbishop slept on the floor, Dr. Lemuel examined the goo in his basement laboratory. Explosion here, suffocating gas there: the weed’s intestines proved hard to master. But there came his eureka moment! As the goo dried up on his table, its exterior became almost sugar-like. As a worried servant opened the door: a handful of grains found their way to the doctor’s airways. Understanding what happened, he leaned forward to consume some more. The next day he presented it to the Prince-Archbishop, who then could finish his Homily without sleep for two days straight. He suggested it to His Holiness. Then came the cardinals, the House of Pruvia-Albarosa, Helvets and Armas. A trail of white powder leading from Owynsburg to the busy bureaucratic machines of Helena. The rest is history. WHERE WERE YOU? (WHEN HAENSE LEFT) Adrian Helvets sat at the head of the table, pricking his fork into the steaming salmon. To his side sat Lemuel de Langford and Richard Hildwin. The dinner proceeded rather peacefully, until his father stormed into the dining hall most displeased. “Ohh children of Oren, have you heard? Our beloved Haeseni have departed!” The maids started weeping, the hounds howled, the parakeets chirped, thunder behind the window. Doors were slammed, portraits fell, the carpet tore, the lights went out. It seemed like the end of the world. As tears filled the floor of the dining hall, and the room’s silence was broken by screams and cries; Adrian simply asked Lemuel: “Could you pass me the salt?”. And that was that.

MISSIVE TO THE HOUSE OF COMMONS 21st of Tobias’ Bounty, 1786 By His Excellency the Attorney-General Adrian Othodoric Helvets To the President of the House of Commons, The Office of the Attorney-General wishes to congratulate you on the commencement of the 19th Imperial Diet. As this assembly is about to begin, we wish to inform you on the legislative desires of this branch, in hopes to perhaps convince you to introduce such legislation in the diet. The current sedition, libel and treason laws are too limited in scope for us to properly apply them in our legal reality. We find that due to this, we allow citizens to chisel away at the Imperial integrity of our nation without consequence. We find that the discourse can be hijacked by extremist elements, without the rule of law being able to counter it. We therefore humbly ask our representatives to legislate a more expansive set of sedition, libel and treason laws, and to empower our institution to properly persecute them. Allegedly, His Imperial Majesty’s Lord Lieutenant in New Reza, Osvald Barclay, was removed from office by the Archchancellor himself. While the firing may have been sudden, what followed was a rather improper display of journalism: entire paragraphs dedicated to insinuating the intent of hundreds of Orenian officials. The firing, the Golden Crow implies, had nothing to do with the competency or reliability of the Lord Lieutenant: rather, it had to do with an elaborate taxation scheme that was opposed by their Royal Duma. So what is the truth? After trying, and failing to get a comment from the Archchancellor as to the reason Barclay was sacked, the Statesman received the following comment from an anonymous source with close ties to a Cabinet member: “It is without a doubt that the Lord Lieutenant abused his access to discussions regarding matters of state, leaking correspondence to royal government officials as part of a deliberate ruse. While the discussions between the Lord Lieutenants and Cabinet members are far from controversial or sensitive, formal confidentiality, or cabinet solidarity, must be enforced for anything to run properly. Seeing the slanderous article in the Golden Crow merely adds onto the existing proof that his participation and access to government correspondence was used entirely in bad faith.” The Archchancellor has yet to comment on this narrative. Instead of commenting on the affair, he refers to the letter he had send to the Lord Lieutenant personally: "To Sir Osvald Barclay, The Stahl-Elendil applauds you for your service as Lord Lieutenant to New Reza and the Kingdom of Hanseti-Ruska. Acknowledging this, it has been decided that the position of Lord Lieutenant shall be made vacant. Your country thanks you for your service. God save the Empress, and God bless her Empire. His Imperial Excellency, Jonah Stahl-Elendil." Whether the rumours of subterfuge are true or not, the Archchancellor did however speak on the accusations in the Golden Crow Chronicle: “The proposal for a country-wide peerage tax has yet to even be discussed publicly, and if it were legislated on, it would certainly require passage through the lower house of the Imperial Diet, the House of Commons,” he continued “The House of Commons - to which the populace of Haense directly vote representatives - includes a large portion of the Haeseni population as well, giving more than enough room to debate or to defeat any bill. Indeed, the passage of any such tax seems completely impossible, given the House is currently in deadlock. And yet the Chronicle complains of a lack of a Haeseni platform?” When asked regarding the outcry following the publication, Stahl Elendil followed up with: “The resentment that is caused by pretending that Imperial taxation is imminent and forced is absurd.” Stahl-Elendil continued “it seems that some folks wish to enrage the Haeseni population against a fictitious bogey-man, influencing them to go to the polls as anti-Orenian voters instead of focusing on the true issues, like running the government. Are we done? I have to get back to work.” THE NEW LOCAL Redefining the capital city’s leadership With both relief and anger, Helena received word that the Livery Council would be abolished. A controversial organ that on one hand harmonized the interests of many industries, while not being shy to be involved in corruption scandals or accusations of incompetence on the other. Whether the project was a success or not, depends on who you ask. But the new Mayor of Helena will have to deal with this decision before the start of his new term. Instead, the Helena City Council is established. A new organ where five Aldermen will be elected, with tasks varying from legislation local laws to representing the citizens of Helena. Although more understandable than its predecessor, responses to the reform are mixed. The primary concern is what would happen with the livery infrastructure, where once large portions of Helena’s labour were organized. Furthermore, the role of former Livery masters remains unclear. Whether they re-appear as Aldermen or disappear into obscurity will entirely depend on the voters: who in essence will hold a referendum on the success of livery, with former masters now competing against new citizen aspirants. Though supporters claim that this is a step into the right direction: referring to the former issue of apathy and a lack of knowledge by citizens in regards to the livery system. Citizens would not always know who the livery masters were and what they did, or why they were there in the first place. The obscurity of the procedures and rules allowed families such as the Carringtons to press their influences through coordinated lobbying strategies, excluding most non-Carrington commercial organizations in the process. While both the Carringtons and the Livery drama have faded from public consciousnesses, the weaknesses and absence of the livery system has not. As Helena reluctantly welcomes a new attempt for city democracy, its new Mayor and Aldermen candidates must win hearts and minds to make it last longer than a single term. MINISTRY OF JUSTICE vol. II. Will the new Solicitor-General make the difference? The Statesman received reports from the capital that tomorrow, a new Solicitor-General will ascend. Bringing heavyweights such as Henrik Larson and Alexander Joseph, Solicitor-General Baelius implies that his new ministry will have sharper teeth. The Ministry of Justice had in the past endured a lot of red tape and overlapping jurisdictions with the Imperial State Army. Matters of arresting suspects, policing the Commonwealth of Kaedrin and gathering intelligence parallel to the Secretary of Intelligence had caused public displays of frustration and rivalry among the departments. While the heated sentiments have long cooled, the new Solicitor-General stands before a window of time with plenty of opportunity. Being released from its responsibility to police Kaedrin and the rapid expansion of the judicial bureaucracy will allow for a more intensive focus on Helena and its courts: with hopes varying between shorter waiting times for trials and more attorneys to represent the people. Under the previous administration projects such as The Imperial Bar Association were shelved due to more pressing matters, such as the ongoing war or the legal court drama surrounding Friar Boniface and Bishop Károly. The newfound era of stability and the larger focus on judicial affairs under the Stahl-Elendil administration might prove crucial for the new Solicitor-General to cement his legacy: not just as a reformer, but as the start of a new golden age. Though before any praise is given, the Solicitor-General will have to work through a pile of shelved proposals and an increasingly burdened judicial system. And while peace may reign between the government departments, one may wonder if everyone would appreciate a more assertive judicial wing of the Imperial bureaucracy. THE NEW GOVERNOR-GENERAL Kaedrin braces for a push forward The appointment of Richard Victor Helvets, Count of Rochefort, to be the new Governor-General of Kaedrin had not surprised many, as he long was the shadow calling the shots as Lieutenant Governor. The sudden resignation of Henry Frederick Helvets however came at a peculiar time - amidst great constitutional reform and the dissolution of the civil government beneath him. Rochefort ascends to Kaedreni leadership as a painter staring at a blank canvas: a new constitution is to be written, and a new government to be appointed. Sources within Rochefort’s entourage imply the continuation of the old guard: with Rhoswenii houses poised to be bestowed with appointments in government once more. Though the status quo of past decades seems far away. The new Rochefort administration cryptically refuses to comment on any further resignations or reshuffles, stating that “the proper procedures still need to be finalized before we can officially comment on any appointments.” So what will remain, and what will change, under the continuation of Helvets supremacy in Kaedrin? If Rochefort’s previous involvement in both Everardine and Josephite politics is of any indication: a push towards devolved governance and civil participation in decision making should be on the shortlist of new priorities. Rochefort had previously experimented with a Rhoswenii Assembly in Owynsburg, who despite its short lived tenure, had proven the strong appetite for democracy within an otherwise oligarchic society. Especially now that the monarchy is abolished in favour of direct reign by Empress Anne, the moment for Josephite liberties to seep its way into statecraft has never been more favourable than now. TWO PETALS OF ONE ROSE The union of two houses, officiated through: Adrian Othodoric Helvets & Charlotte Rosamund Pruvia-Albarosa By: His Holiness the High Pontiff James II His Holiness James II officiates the wedding of Adrian & Charlotte, 1785. Adrian Otho Helvets stood at the edge of Varoche palace, watching his courier sprint down the stone steps towards the fields. With him was a single note, carefully written on the finest of Helvetti paper. Its destination? The Pruvian estate across the agrarian landscape, its contours looming in an inviting fashion. Once arrived, the letter would read to the recipient: “O’ my love is like a red, red rose That’s newly sprung in my lacune O’ my love is like the melody That’s sweetly played in tune. So fair art thou, my bonnie lass, So deep i love am I: And I will love thee still, my dear, Till a’ the seas go dry. Till a’ the seas go dry, my dear, And the rocks melt with the sun; And I will love thee still, my dear, While the sands o’ life shall run. And fare thee well awhile! And I will come again, my love. Though it were ten thousand miles” This recipient was none other than Charlotte Rosamund Pruvia-Albarosa, also known as ‘the Rose of Kaedrin’. They had met only shortly after the passing of His Imperial Majesty, sipping tea in the Novellen gardens as barely acquainted Rhoswenii peers. Perhaps it was the loud patriotism of Charlotte, the obnoxious smirk of Adrian, her tender grasp or his groovy moves: something simply had clicked for the two, and neither could forget the other. Sleepless nights, discreet doves, arbitrary questions. “Are your walls green?” her tiny note would inquire. “Did you hunt pheasants yet?” he would ask in return. “Does your father snore?” “Did you ever go to Korvassa?” “Did the Haeseni smell?” “How do you know my father?”. Unspoken passions, forbidden lust, couriers delivering in secrecy. “Ohh Adrian, I told you I disliked bordeaux. The horror of your misjudgment.” “Apologies my dear, but I already possess a royal scrivener pen.” “Can you gift me something less heavy next time?” Suspecting parents, depleting bank accounts, singing while getting dressed. “He’s a Helvets, dear mother.” “Father, I am not entertaining any lass at the moment!” “A Countess? Ohh my beloved mother, it is not about this!.” “Actually father I do possess the characteristic of a monk, if I say so myself.” Exposed secrets, gossip in the city, eyes that see everything. “I am meeting his father tonight.” “Forgive my deception father, for I do love someone.” Reluctant handshakes, strange faces in the palace, an exchange of expensive gifts. “He says that His Holiness himself will oversee the ceremony!” “Father, tell that Amadeus to contact mister Virosi post haste!” Back and forths, rose petals on the carpet, exciting damsels but nervous dame. His Holiness spoke: “Do you take Charlotte Rosamund of House Pruvia-Albarosa, as your lawfully wedded wife-“ he replied “I, Adrian Othodoric of House Helvets, do.” As they stood across each other, each memory seemed so faint and irrelevant. With trembling hands and intense focus on the rings, a century of emotion would pass in mere minutes. Two lovebirds from cushioned origins, with minds that often go astray. An unique understanding that cannot be translated to others, something that you can share with none. The epitome of a married couple, prepared to age and wither alongside one another: so that their souls exist in proximity for eternity.

Looking up to prominents such as political mastermind John Everard, former mayor Philip Louis and Prince-Archbishop Laurence August; he too declared himself an unlikely candidate to ascend into relevancy on the political scene. Instead, Frederick Leopold pursued a scholarly life: chronicling the expansive history of the Commonwealth of Kaedrin alongside his job as aide in the Kaedreni House of Commons. His diligence soon brought him to a Cabinet position under the Governorship of Richard Helvets, where he now stood equal to his elder peers. His contribution to the governance of Richard was remarkable: advising a variety of officials towards successful mediation of conflicts, completion of projects and various enterprises. Among them stands most prominently his role as bridge between the extremist elements of the Rhoswenii electorate and the Josephite clique of Helena: serving as a reminder to the latter that there is more to his folk than staunch conservatism and crown absolutism. When the ‘Mad Princess’ of Pruvia, a nickname given by his brothers, was discovered to illegitimately possess the princess title: a squabble ensued that eventually resulted into ‘the Pruvia Split’, architected by Sir Frederick Armas. The newfound Pruvia-Albarosa were given a Viscounty in the Commonwealth of Kaedrin, which was originally intended for his elder brother Laurence August. When Laurence refused to seek defrocking from his ecclesiastical vows, the only viable Rhoswenii to inherit was Frederick. Unexpectedly, he became the first Viscount of Albarosa. Relatively unknown outside of the Commonwealth, Frederick had to rely on his relatives to gain a seat at the table in certain circles. This was no problem for the silent intellectual: who masterfully delegated his kin to run affairs on his behalf. It rendered him almost elusive in Kaedrin: a man with an abundance of control, but who never had the need to exert it. This endeared the O’Rourkes and Helvets who, despite being in competition with Pruvia-Albarosa, felt a relaxed and cooperative atmosphere wherever Frederick formally reigned. On top of that the Viscount adhered strictly to legalistic and Veszian values: never breaking protocol while taking into account individual expectations and habits. This led to him becoming the informal representative of the family within Kaedrin, transcending all of his siblings despite their greater fame or infamy. Unfortunately this golden age ended for the Viscount rather abruptly. The disappearance of Laurence caused his affairs and associates to be transferred to Frederick, who had to suddenly represent the family in various clerical and political schemes. Despite being principally opposed, Frederick attempted to maintain the status quo in absence of its architect. He would’ve been able to, if it weren’t for the growing chaos within his family. Similarly to the pre-Pruvian split era, those in Helena felt agitated by the family refusing to look outwards from Kaedrin. Blaming the Viscount for their feeling of disenfranchisement, they began to kowtow to other opposing factions in spite. Seeing himself increasingly embattled by smears from his Pruvia-Provins peers, discontent amongst his Helena relatives and inability to sustain the workload from family and state: Frederick sought a vacation on the seas to temporarily escape from a situation that in his eyes, was escalating beyond his control. His temporary vacation unfortunately became permanent when he never returned from sea, being declared dead after finding no sign of his ship nor crew for months. Although a tragic end, friend and foe alike recognize the inspiring diligence of Frederick Leopold. A man that never asked nor sought after the duties entrusted to him, but who gave his all to fulfill them despite it. A victim of an elaborate besiegement to his reputation and honour, who sacrificed any chance of fame for his sense of loyalty to his kin and to his nation. Let the first annal be dedicated to this hero, who represents every father figure and architect that commits to his purpose despite external pressures. Who has put piety and duty above fame and wealth. This is why he is declared in the annals of history as Frederick the Steadfast. May this exemplar Rhoswenii serve as an example for many generations past his lifetime. Rest in peace.

After many years on the counter: the time has come for me to depart from this community and move on with my life. I greatly appreciate my time on here and will leave with a lot of fond memories of people and experiences, that often transcended the medium of LotC and became memorable moments for me. No other game or online community to date has been so influential socially, and has made me feel as invested in its continued existence. Many friends I met on here have taken their seat at the table in my real life, meeting me on vacations or finding out that we go to the same school(s), cities, or circle(s). These friendships and experiences are something invaluable that LotC has given me: and for that, I will always be thankful to this community. While I had long felt the urge to finally close the LotC chapter: I always had too many friends, too many stakes and too much emotional investment in this server to leave. And why would I leave, as for most of the ride I really enjoyed my time here. My temporary ban and a horrid ongoing affair were the push I needed to finally check out. I want to apologize to everyone that had to endure me at my worst. Moments where I was excessively crude, incapable, or emotional. Even though most of my bad encounters can be attributed to my defensiveness, nonchalance or sense of justice for my friends: it filled my track record with disgusting stains regardless. And I genuinely feel bad for all the burned bridges that were uncalled for because of it. On the other hand, leaving this community that I feel genuine warmth towards does not feel voluntary to me. Continuing to have my ban reviewed, or to appeal when the time’s up, simply feels like a band aid on a grotesque stab wound. Since November I had to defend myself against false allegations from a player that made me seem utterly horrific and disgusting. Despite my innocence being proven with evidence, and a remarkable portion of players apologizing for their initial doubt in me, too much damage has been done for me to realistically enjoy LotC anymore. It has become a symbol of all the times that ‘friends’ started to openly question my morality, that my partner was contacted OOCly and that I had to fight and lobby to join even the smallest group on this server. Everywhere I went, my friends had to deal with ‘warnings’ and my superiors were sent ‘essays’ about me. While I wholeheartedly recognize that I was a toxic and troubled player in my own right, I know and my friends know that I never was the antagonist that I was made out to be. Our truth was heard and it mattered. I just do not feel the energy and will anymore to fight for every step forward on what should be a fun and relaxing medium. It makes my departure very sour, as I always hoped to leave in remembrance of all the great things that came to be because of this Minecraft server. Fortunately, there is little I regret and a lot that I have learned from, and that comfort is something that nobody was able to take from me. Thank you all so much for the unique and sometimes bizarre experience here on LotC, and I hope that everyone on here can find their happy out there.

THE NEW DEMOCRACY ESTABLISHMENT OF THE COMMONWEALTH PARLIAMENT When the House of Commons granted a mandate to rewrite the Constitution in 1763: it had assumed that a steady legislative process would follow, where a people’s assembly would reform the old text piece by piece until the instrument of government was modernized for the current era. Instead, the House of Commons would only convene twice until the Commonwealth plunged into a democratic and bureaucratic nightmare simultaneously. With all eyes on the second Mayoral election: the Commonwealth government and the Owynsburg citizenry braced for the return to normal. Normal would never come however, with grotesque vote rigging and political violence engulfing the Commonwealth. Two assassination attempts was made at a mayoral candidate, and party officials from both sides sowed accidental chaos through their conflicting lobbying efforts. The executive branch had enough, witnessing their pearl of civil participation defiled by the chaos of ever encroaching rivalries. With the establishment of the new Commonwealth Participatory Government: they sought to capitalize on the opportunity of a newfound era, and reform the former House of Commons into a worthy and stable democratic instrument: The Commonwealth Parliament. MANDATE OF THE COMMONWEALTH PARLIAMENT The Electoral Commission will invite legislators, peers and influential citizens alike to partake in the reform of both the House of Commons and the House of Electors. This temporary expansion of the Electoral Commission will cease once the reforms are finished. After both Houses are reformed, it is hoped that proper Constitutional reform can finally begin. HOUSE OF COMMONS: The open assembly of the House of Commons had disappointing results for both the government and its people: proving nothing but chaotic and exclusive, reminding the elder citizens of the days of the Ves assembly. The Commonwealth Government will opt for a return to elected seats. A smaller House, where representatives can legislate on behalf of their respective electorates. HOUSE OF ELECTORS: While it stayed a functional institution despite the chaos of yesteryear, the Commonwealth had welcomed new peers and now befalls under the jurisdiction of the House of Lords. With some minor reforms and modernization: not only do we hope to make it a complimentary addition to our democratic statecraft, but to make it a proper chamber where our peers can gather. With this we hope to recover from our dark day of democracy, and usher the Commonwealth into the era of prosperity it had worked towards since the ascension of the Governor-General.

THE ROYAL CABINET THE PARTICIPATORY COMMONWEALTH GOVERNMENT PREAMBLE The first established Royal Cabinet was successful in restoring the Commonwealth and establishing a newfound bureaucracy, moving on from the tragedies of Ves and the “Mad Duke” Leopold. It is as granted by the Instruments of Government that expansion be accomplished thereafter on an ad hoc basis. As circumstances since the expansion corroborate a necessary shuffling of government, in finishing this chapter both the Lieutenant Governor and the Premier considered it prudent to forgo the previous three-man cabinet: rendering it more participatory for the Commonwealth as a whole, and to truly bring all factions of society to one united table. The following ministerial positions and their standing incumbents are therefore established for the undertaking of responsible governance. CHIEF OFFICIALS LIEUTENANT-GOVERNOR The Lieutenant-Governor stands as the appointed second to the King’s Viceroy: the Governor-General of Kaedrin. It is thus the duty of he to chair state ministries in his absence and to lend a guiding hand when vision needs to be asserted over the national good; to issue the mandates issued by royal prerogative and delegate the duties of each minister via the Premier. His Excellency the Lieutenant Governor-General Richard Victor Helvets It is his RESPONSIBILITY therefore: I). To ensure the efficiency of all ministerial departments and report on these developments directly to the Governor-General. II). To also enforce royal mandates on behalf of the King and his incumbent Viceroy. III). To chair the Royal Cabinet in the absence of the prior two authorities. And to enforce these duties in addition are offered the following vestments:. IV). To chair and beholden state elections as an unbiased tribune. V). To initiate official inquiries into lower functionaries. VI). To wield the authority of the Governor-General in his absence. VIII). Or to act as Regent in the event of incapacitation or otherwise vegetative conditions. PREMIER OF KAEDRIN The Premier is the prime minister of the executive branch whom is vested with the responsibility of ordering the Cabinet and representing the government in the House of Commons as it’s speaker. The incumbent Premier therefore reports primarily to the Lieutenant-Governor and his superior, the Governor-General. His Excellency the Premier Laurence August Pruvia-Albarosa It is his RESPONSIBILITY therefore to: I). Maintain the good standing and order of the Provincial Diet and to coordinate with both bicameral legislatures. II). To seek the creation of new ministries when the necessity of growth demands their formation. III). To also seek the dissolution of given office when requirements become defunct. IV). To act as a member of the electoral committee and to preside over the process itself. As a consequence, it is also the afforded right of the Premier to: V). Maintain a personal staff of assistance VI). To initiate official inquiries into all subordinate functionaries VII). To represent a Minister and their department in the event of their absence. VIII). And to manage the Royal Cabinet on behalf of the Lieutenant-Governor. THE ROYAL CABINET MINISTER OF INTERIOR Her Excellency the Minister of Interior Mariana Dubois Oversees the usage of territories and housing, and ensures that the quality of life and environment are maintained with residential interests in mind. Furthermore, she: I). Is the chairwoman of the Ministry of the Interior. II). Has the ability to evict, renovate or deconstruct residences in the Commonwealth. III). Is a member of the Territorial Concessions Committee. IV). Is a member of the Electoral Commission. V). Represents the Mayor in absence. MINISTER OF LABOUR (VACANT) Manages the human resources of the Commonwealth, providing a qualitative pool of manpower and connections to aid in realizing projects. Furthermore, he: I). Oversees the department of Labour within the Ministry of Interior. II). Has the ability to fire, hire & evaluate lesser functionaries of the government bureaucracy. III). Is a member of the Territorial Concessions Committee. MINISTER OF FINANCE His Excellency the Minister of Finance Frederick Leopold Pruvia-Albarosa Manages the Treasury and oversees the Crown Concessions of Commerce, responsible for generating income and investments. Furthermore, he: I). Runs the Commonwealth Treasury. II). Chairs the Crown Concessions of Commerce. III). Has the ability to evict, transfer, found & dissolve corporations within the Commonwealth. IV). Is a member of the Territorial Concessions Committee. MINISTER OF DEFENSE His Excellency the Minister of Defense Oisin O’Rourke Manages the relationships with the Ministry of Justice and the Ministry of War, and acts as the government spokesperson towards the Brigades stationed in the Commonwealth. Furthermore, he: I). Acts as the legate of the Commonwealth of Kaedrin on military affairs. II). Reports to the Lieutenant-Governor and Premier on military developments. III). Ensures the interests of the stationed Brigades are represented properly in the Commonwealth government. MINISTER OF CULTURE Her Excellency the Minister of Culture Hildegarde Amalia Pruvia-Albarosa Oversees the cultural sector of the Commonwealth, hosting festivities and chronicling the Rhoswenii identity and its minorities. Furthermore, she: I). Manages the department of Culture within the Ministry of Interior. II). Has the authority to formulate, executive and manage cultural events and festivities. III). Manages the courts of peers and ensures adherence to Rhoswenii rites and procedures. IV). Is a member of the Territorial Concessions Committee. MAYOR OF OWYNSBURG The Honourable Mayor of Owynsburg Padraig O’Rourke Oversees the polity known as the City of Owynsburg, manages its lesser government and ensures proper leadership is given. Furthermore, he: I). Has the ability to hire, fire and evaluate Aldermen, Stewards and Aides. II). Has the ability to evict, house and evaluate residents of the City of Owynsburg. III). Gains legislative precedence on the roll of the House of Commons. IV). Holds weekly municipal meetings with citizens and the government. V). Has a term of five weeks. INSTRUMENTS OF THE ROYAL CABINET To further maintain proper functionality of the Commonwealth bureaucracy, certain ministers have been granted leadership over specific organizations with specific purposes: from managing the territories, to expanding the economy, and so forth. These are known as the ‘Instruments of the Royal Cabinet’. An instrument can be added, removed or altered depending on the governmental needs of the Ministers. THE ELECTORAL COMMISSION The Lieutenant Governor-General, the Premier and the Minister of Interior are equal members of the Electoral Commission: an instrument that organizes, validates and oversees elections within the Commonwealth of Kaedrin. TERRITORIAL CONCESSIONS COMMITTEE The Ministers of Interior, Labour, Finance & Culture are all seated in the Territorial Concessions Committee: an instrument that decides whether land, or structures, may be given to citizens of the Commonwealth. CROWN CONCESSIONS OF COMMERCE The Minister of Finance chairs the Crown Concessions of Commerce:an instrument that manages and owns all mercantile and financial activities within the Commonwealth of Kaedrin. He can provide a concession to a citizen, allowing him or her to perform commercial activities on behalf of the government. TRIUMVIRATE OF THE INTERIOR MINISTRY The Ministry of Interior is subdivided by two departments: that of Labour, and that of Culture. Both were experienced as large portfolios in the previous Royal Cabinet, where a singular minister carried the workload of three. To combat this issue, the Lieutenant-Governor and the Premier extended the mandate of the Ministry: establishing two new offices in the process. Although the Ministry of Interior is run by the Minister of Interior, the departments of Labour and Culture enjoy a great degree of autonomy: having to answer to, and adhere to, similar protocols as their superior. This renders them as subordinates only in an organizational and formal sense, but not in terms of authority and executive reign.

THE PIG HAS THE PULL A DIRTY VICTORY IS STILL A VICTORY https://www.youtube.com/watch?v=3agUi8M4N6c First and foremost, we wish to congratulate all the candidates and the campaigners for their stellar jobs during this campaign. Not only were we able to present the most comprehensive policies to date: but our presence in every province and its government was remarkable. The optimism and security we sailed into these waters with were justified. The prelude to this election was simple and in our favor. The Josephites were the incumbent, and yet objectively weren’t productive with the power entrusted upon them. Furthermore, sharp observers noticed that their policy this election cycle didn’t go beyond the convenient use of bullet points. And at last, we had only lost by such a small margin. So what happened? THE BAD FAITH OF THE JOSEPHITES Ask the Kaedreni voter why he switched his allegiance, and he shall answer you that “the Josephites promised greater autonomy for us”. Ask the Haeseni voter why he voted Josephite, and he shall answer you that “the Josephites are for Haense and against the corrupt church”. Similar rhetoric seeps into the many interactions between the Everardines and the Josephites. For questioning Elendil-Stahl, we were painted as opponents to the ISA-mandate. For our favourability towards the clergy, we were painted as geopolitical enemies of Hanseti-Ruska. For not promising impossible concessions towards Kaedrin, we were painted as a party in opposition to their interests. Whereas the Everardine party formulates policy on subsidies and better representation, the Josephite party kowtows to cliques and their most perverse of interests. Will a voter consider our manifesto if its publisher is made out to be the chief enemy against his interests? When the discourse is no longer about policy, but ad hominem and slander, the careful voice of substance always loses. And such a loss we have endured, as punishment for stretching out our hand in good faith. We believed that the conversation was going to be about policy, that the battlefield was about the superiority of vision and the characters involved. We honestly believed that if we maintained a respectful composure and cooperated wherever we could, playing by the rules and social norms required within any functioning democracy: we would sail into a balanced election, and a possible win. Instead, our manifestos and speeches had to penetrate hundreds of lines of nonsense from the Josephite party before it reached the discourse. We had to sway an electorate that was bribed and misled by false narratives and impossible promises. No man can compete with a de facto endorsement of the Josephite party by an entire government, who actively abuses the system to further their separatist interests. No good speaker can compete with the handshake of influence, promising you the realization of your greatest political temptations. No man can convince another that he is a friend, when his direct superiors tell him he is not. They are the sole architect of the newfound sentiment: “If you don’t vote Josephite, you’re betraying [insert your group here]”. OUR DILEMMA Having lost two elections under similar circumstances: we find ourselves at an uncomfortable crossroads as a party. Do we maintain our moral high ground and prioritization of substance, and keep losing elections to underhanded and poisonous electoral strategies of the opponent? Or do we abandon said morality and fight fire with fire, abusing our various mandates and positions to coerce through influence and dependency. Shall our Ministers, Governors and Mayors now too abuse their offices to promote and demand Everardine alignment? Must we now too slander, deceive and smear our political opponents if they ask uncomfortable questions? Let this serve as a warning to the Josephite party. If they cannot behave themselves next election, we can mimic your strategies and corruption with ease. The only difference is: we achieve near victories without them already. One thing is certain, and that is that we cannot any longer allow those with a tangible following and position to dictate what 'their' electorate will vote for.

THE TROUBLED ELECTION RESULTS After a lot of turmoil, tension and complications: the second mayoral election had finally finished. The tradition had survived alleged assassination attempts, vote rigging and escalation in the city of Owynsburg. While the people rejoiced despite that: a trauma was given to the Commonwealth of Kaedrin. This was to never happen again. THE RESULTS: EVERARDINE INCUMBENT, Mayor Edmund Bren - 41% JOSEPHITE CHALLENGER, Steward Padraig O’Rourke - 59% Steward Padraig O’Rourke is now officially elected the 2nd Mayor of Owynsburg. His mandate shall consist of managing the City of Owynsburg, its municipal bureaucracy and cooperating with the Royal Cabinet.

THE TROUBLED ELECTION The Josephite and Everardine parties have been vying for power and influence throughout the Empire. This is a simple and widely known fact. That the Helenite political skirmishes would seep into lesser circles of governance of Imperial Subjects, was expected and predicted by many. But the current besiegement of the Everardine Bastion, the Commonwealth of Kaedrin, is placing itself as an anomaly in the history books of the Empire. THE PRELUDE TO THE ELECTION Mayor Edmund Bren was going to leave his term with a relatively good track record and popularity: having realized most of his campaign promises, such as finishing the city and expanding the local bureaucracy. He, and his benefactors, expected smooth sailing into a second term. The Government of Kaedrin had complicated that process for the incumbent however: now forcing candidates to state their party affiliation when registering as a candidate. The Mayor chose the party that was popular among his lobby, mostly consisting of government officials and the House of Pruvia-Albarosa: the Everardines. Beneath the surface brewed a frustration with the aristocratic, if not nepotistic, tendencies of the Commonwealth government in its day to day functioning. The government was ridden with de facto authority and informal advisors: schmoozing and lobbying between departments and peers to execute policy. It was an effective, albeit excluding system. For the commoners such as the families O’Rourke and Dubois, this was unacceptable. Padraig O’Rourke rose to the occasion to counter this clique, and attempt to make a municipal administration more accessible to the people. THE ASSASSINATION ACCUSATION In the evening before the election, right before the debate, Padraig O’Rourke accused the Mayor of making an attempt on his life through proxy. Allegedly a woman tried to lure the candidate away from Kaedrin, so that he may be murdered in his home. All of this was allegedly leaked by one of the contracted assassins to Padraig himself, who rushed to the town square to seek the safety of crowds. The accusation remained unproven, and the Bren campaign denied any involvement. The lack of evidence prompted the three moderators: Laurence Pruvia-Albarosa, Richard Helvets & Mariana Dubois to continue with the election debate. The atmosphere was horrid however, with tensions running high between House O’Rourke and House Bren. With both parties armed and cautious, the election debate would proceed as planned. THE RIGGING ATTEMPTS As the first ballots reached the Electoral Commission from the Office of the Premier, something became immediately apparent. Citizens from Helena and Hanseti-Ruska registered on non-existing addresses, or claimed to live in residences belonging to someone else. Fake identities were used as well. With nearly 43% of the ballots being illegitimate on the first day, the government of Kaedrin was shocked. Their democracy was under siege by Josephite and Everardine political skirmishes: being fought within the ballot boxes of Owynsburg. The government will review what can be done to combat this next election. This commonwealth was first established by St. Peter of Gaekrin in leal service to Exalted Godfrey. Kaedrin is unique among the kingdoms of this great empire. It is the birthplace of democracy, the home of many of our saints, and the first kingdom to be created wholesale from territory conquered by Exalted Godfrey. It is, in a sense, the best example of what panhuman sentiment has to offer.
