The sun setting upon the wonderous Royal Capital of Florentine 18th of Horen’s Calling, 1919 THE ROYAL CAPITAL OF FLORENTINE The heart of Aaun mourns, the treacherous Adrians have seized many lands from Aaun! Foremost amongst them the royal capital of Vienne, which our glorious government was stationed within. However we mustn’t lose hope my compatriots, it is time we rebuild, gain strength from the land and the Creator, and pray to the lord our enemy, the anathema, is destroyed in calamity. His Holiness has transferred the City of Florentine back to the Crown, so that it may be our royal capital. It is an honor to have been tasked with forming the municipal government of Florentine, and with that I shall be leal in my duty. Our nation shall rise once more, we shall rise again. Florentine was granted privileges under the Gradic Rights which outline their autonomy and freedom from serfdom. The Gradic rights were given to the Imperial City of Felsen during the reign of John II, a Johannian Holy Orenian Emperor, which allowed for greater autonomy to the city through a series of municipal rights. These rights came from a series of laws which gave privileges to the burghers, exemption from serfdom, and the ability for self-governance and self-defense. THE GRADIC RIGHTS, c.1557 Hitherto the populace of this town shall be referred to as any legal landholder within municipal authority. Hitherto does the populace of this town have the right to waive feudal privilege and govern itself. Hence the town has the right to choose a leader from amongst its own. Hence the town has the right to produce and publish laws and rights regarding itself. Hitherto does the populace of this town have an exemption from serfdom. Hitherto does the populace of this town have the right to freedom of travel. Hitherto does the populace of this town have the right to collect tax, tolls, and impose fees. Hitherto does the populace of this town have the right to freedom of trade. Hitherto does the populace of this town have the right to a trial by judge. Hitherto does the populace of this town have the right to petition its lord. LORD GOVERNOR OF THE ROYAL CITY OF FLORENTINE The royally appointed leader of the city, appointed by the crown to serve a term of six years. I. The Lord Governor has been bestowed the responsibility to head the municipal government and delegate to relevant individuals by assigning them to a post within the government and sacking any unfit individuals from their post. II. The Lord Governor has been given the authority to veto any law, ordinance, statute, or amendment which has been passed by the Assembly of Florentine provided that said legislation does not have a two-thirds majority. III. The Lord Governor is hereby granted authority to banish any lowborn from the City of Florentine. IV. The Lord Governor is hereby granted authority to evict any convicted villain from the City of Florentine. V. The Lord Governor is hereby responsible for the duties of his subordinates, lest there is no one to complete them. VI. The Lord Governor has been given the power to order construction and demolition within the City of Florentine. CAPTAIN OF THE WATCH Leader of the city watch, elected by the citizenry of Florentine. Serves a term of eight years, unless sacked by the Lord Governor or Municipal Assembly. I. The Captain is charged with properly organizing the levies, mercenaries and townsfolk of Florentine in times of emergency for the defense of the city. II. The Captain has been given the authority to deputize citizenry and officers in the name of His Royal Majesty to properly enforce the rule of law within the city. III. The Captain has been instructed to recruit and drill citizens, in a bid to create a formidable force being able to protect the City of Florentine from brigands, vagrants, and villains. IV. The Captain has been tasked with the mustering of munitions, arms, and armor for the capacity of the watch. VI. The Captain is hereby charged with garrisoning fortifications, patrolling highways, and protecting smallfolk within the municipal boundaries. MAGISTRATE OF THE ROYAL CITY OF FLORENTINE The Magistrate of the City of Florentine is elected by the citizenry of Florentine, with assent from the Lord Governor of Florentine. I. The Magistrate is instructed to sit as judge for cases brought to court by the common citizens within the City of Florentine II. The Magistrate is hereby charged to oversee Patrician grievances III. The Magistrate has been instructed with the enforcement of Canon and City Law, in the case of noble, common, and natural law. IV. The Magistrate is tasked with the implementing, retracting and redrafting of any laws they deem fit from the set of City Laws. V. The elected Magistrate must be certified by the Pontifical Auditor. CITY CLERK OF THE ROYAL CITY OF FLORENTINE The City Clerk is elected by the city assembly. The term is indefinite unless sacked by assembly vote. I. The City Clerk has been instructed to keep record and overlook progress of construction and taxation within the City of Florentine. II. The City Clerk has been tasked with the maintenance and safekeeping of the municipal ledger. III. The City Clerk has been instructed to take note of the containments of the City of Florentine’s storage. IV. The City Clerk has been instructed to appraise houses and set house prices and tax prices accordingly. V. The City Clerk is hereby charged with fostering economic growth and the maintenance of the trade grounds within the City of Florentine. VI. The City Clerk has been instructed to distribute food supplies to where is necessary in the City of Florentine. THE MUNICIPAL ASSEMBLY OF FLORENTINE The Assembly of Florentine is the legislative body of the royal city, passing laws, hearing the opinions of the people and patricians alike, and if need be sacking members of the municipal government. Its members consist of the patricians, a representative from the clergy, the Lord Governor, the Captain of the Watch, the Magistrate of Florentine, and the City Clerk of Florentine, as well as four liverymen from amongst the populace. THE ESTATES OF THE ROYAL CITY OF FLORENTINE The Charter for the City of Florentine hereby defines the legal standings pertaining to the wide variety of social strata within municipal law. Those not explicitly mentioned retain fundamental rights as dictated by common law though are not afforded the various privileges outlined below. PATRICIANS The Patricians of the City are the heads of influential families or influential individuals which are given certain privileges befitting of their station. These privileges also extend to the Patrician’s immediate family. The Patricians are established by the census as consisting of adult citizens within families awarded patricianship, having more than five household members. These are established at the discretion of the City Assembly. To acquire patrician status, one must pay the Lord Governor of Florentine a customary deposit of one-thousand minae to affirm their status. Any man of patrician stock has the right to don a Coat of Arms. Any man of patrician stock has the right to duel. May no man of lower rank challenge another of patrician stock. Any man of patrician stock has the right to settle his trial by combat. May the opponent of the trial be of the same rank and privilege as the accused, lest the accused waive his right. Any man of patrician stock is afforded the Gradic rights. CLERGY The Clergy of the City are defined as the individuals who have devoted their life to an institution of faith and learning. The Clergy are granted the following privileges Any man of clerical stock is allowed to take donations without the stigma of being a beggar. Any man of clerical stock has the freedom to travel without harm throughout the lands in which this charter is enforced. Any man of clerical stock who belongs to an institution of faith and learning located within Florentine is afforded the Gradic rights. BURGHER Those of common blood that are not bound by any contracts and own property within the City of Florentine are defined as burghers and are afford the following privileges Any man of common stock is exempt from serfdom. Any man of common stock has the right to own property in their own name. Any man of common stock has the right to work for coin. Any man of common stock has the right to trade his wares with foreign merchants. Any man of common stock has the right to travel freely throughout the lands in which this charter is enforced. Any man of common stock has the right to petition his lord. Any man of common stock is afforded the Gradic rights.
