idk why you want to paste a new city you'll lose in a couple weeks

I dunno if this is widely known or not, but I remember when I was on WT some pastes would be far more complex and time consuming than others. We even had to take the entire server down to do some. Perhaps the difference is in that? I am not sure, of course, but try to be understanding to the staff. It's a tough job.

@DisheartenedAbsolutely, my only gripe is that we've had a warclaim declared on us whilst actively being in one, essentially stun-locking us, whilst at the same time being told that we could paste our new build in, only now to be told that we're not allowed to. It's the lack of consistency that bothers me.
