THE CRIMSON-SILVER CONCORDAT signed on the 22nd of The First Seed, 1733 The High Elves of the Silver State of Haelun’or and Mankind in the Holy Orenian Empire reaffirm, through devotion and determination in upholding this accord, their purpose of establishing and safeguarding a peaceful and stable realm. With this accord, they seek to promote stability and prosperity, as well as laying the foundation for better cooperation between the High Elves and Mankind to secure the realm post-War of the Two Emperor. The Terms, agreed upon by both signatories, are as followed: [ I ] : The Parties hereby agree that the cultural practices of either state should not be restricted or threatened by any signatories. Those who sign acknowledge the importance of the historical customs and heritage, promising to do everything within their influence to preserve such concepts when considered under threat by internal or external sources. [ II ] : The Parties hereby agree to establish a defensive alliance and aid one another to restore the security, independence and integrity of their respective realms should an armed attack occur. [ III ] : In the case wherein the Silver State of Haelun’or or the Holy Orenian Empire finds it necessary to engage in offensive war, provided the mutual consent of both parties leaders, this pact may ascend into full military alliance for the duration of the conflict. [ IV ] : The Parties hereby agree to recognise all spruce forest north of the Duchy of Westmarch as Haelunorian territory, and the Holy Orenian Empire pledge to not encroach upon or settle the area in the future. Preface From nothing, a new Enclave had begun to take form. With newfound promise, we begun our march and efforts to reclaim the glory, all in thick mist of ambition and vigor. Long stately steps onwards, seeking triumph in all areas, in the Silver State and beyond. Alyrion Laureh’onn had departed, and appointed an unknown and unanticipated Mali’aheral known as Kiljarys. Few knew much of him, nor were there any extensive records on him or his kin, and the confusion spread like fire in a Druidic grove. Problems surfaced and issues intensified. The Mali’aheral screamed for change; a change deemed necessary for the assurance of our continuance. That change would be the Visaj Silver Revolution. The Enclave on the brink of Civil War The challenges our people faced in Fi’halen had persisted. The Silver Enclave and her proud people were still subjects of the Alderfolk and a weakly banded together Wood Elven state. Mixedbreds and impurity was observed, but rarely acted upon. Liberalism had bred freely under the soft hand of Alyrion Laureh’onn, and the new absent Sohaer Kiljarys did not muster enough support to deal with it. Instead, Sohaer Kiljarys turned on the small community of Mages which had sought refuge upon the island. The collective frustration took expression in a new fragmentation of our people. The Vihai; guards and those more assertive in their loyalty. The Mages; who criticised the Vihai’s usage of violence, claiming to be a targeted minority. The Enclave was soon split in two, and the clashes were many. A civil war stood at the door. Dimaethor Visaj strode through the cold Enclave in a polished uniform and thick boots to combat the frosty, slippery stone paths. The Citadel towered tall upon the horizon, the Elf peering up through the almost-abandoned Silver District. A group of armour-clad Vihai soldiers had gathered around a bed of embers and flames to escape the biting cold. In the basement of a tower somewhere, a similarly sized assembly of Mages had met, sharing their distaste for the State over cups of tea. It was then the Maheral understood; there was only one way to save his people from destruction again. The Council was weak; a gathering of arguing politicians fighting for the favour of the Sohaer, rather than that of the people they were to serve. The Citizenry lacked both guidance and structure, supposed to be protected by a vile violent guard. I observed and watched, then acted. In a dim lit office deep under the Eternal Library, sat the Maheral, a wrinkle deeply rooted in his expression. A shy, armoured Vihai entered carefully, clearing his throat to get Dimaethor’s attention. The blonde Elf sat straight in his seat, waving the guard over. The Vihai abided, removed his helmet, and introduced himself as Alaion Miravaris. “I will answer your questions shortly, but first listen to your Maheral. Menacing clouds are invading the horizon and the seas are turning stormy around our formerly so illustrious island. These politics, dividing and ruling, threaten to ruin all our progress. It is my duty, essential task as Maheral to change this, for I will not sit and watch any longer. A third alternative, Mister Miravaris, that which rejects the politics of the fractions and embraces true tradition. Will you support me in our Silver Revolution?” The Visaj Silver Revolution The followers of the new movement grew rapidly, and the influence of both the Sohaer and representatives of the Mages was in steep decline. The Maheralship gained the confidence of the Citizenry, and Dimaethor Visaj wasted no time to prove himself worthy. Without advising the Sohaer or Council, he summoned their ‘overlords’; a delegation spearheaded by the newly crowned Queen from Gladewynn. The Maheral sought nothing but complete sovereignty in the name of his people. Met with skepticism, even daring to question the legitimacy of the Maheralship in representing the Enclave in these questions, the Gladewynn delegation dismissed Dimaethor Visaj’s demand. Initially, at least. For it was then the Maheral announced his intention publicly for the first time: “This evening, the Heial’thilln will convene in this Citadel; our bastion of tradition, and a vote of no-confidence of Sohaer Kiljarys will be put forward and passed. With the vote to remove Sohaer Kiljarys passed, the Maheralship took its traditional, ancient position as the ultimate guide of the people. The Maheral’s first act was to abolish the Silver Council with an accompanying denouncement of all seated upon it. They had voted for their own removal, ironic. The coalition of purists and traditionalists had won; the Maheralship ascended and the slothful swamp which was the Sohaerate had been drained. So the people had dreamed, now he promised to make true. Weakness dismissed, in both governance and principle, a healthy and wealthy state for the pure was to rise. The authority and power to the Maheralship to do what we had to do. Preface A pitiful skeleton of a state, plundered and exploited by lessers and impures, enabled by incapable liberal leadership for well over a century; The Silver State of Haelun’or, or The Silver Sohaerate of Haelun’or, as it called itself for a while. Absent and slothful Maheral Kulin’oem Vallei’tir watched his ship capsize and sink, leaving hundreds, perhaps thousands of Mali’thill homeless and adrift. The September Prince marched on Okarn’thilln, the almost abandoned capital of the Motherland, and all knew that would be the end of the city. Opportunistic lessers all over Atlas, who had been nowhere to be seen prior to the fall, appeared from their hovels, promising peace and prosperity as refugees in their nations. The treacherous leadership fled far south-west to the Princedom of Fenn, imploring what Elves left to follow. A few Mali’thill took to the central-west, receiving food and housing from the Norlandic people by Nordengrad. Others looked to the Dominion of Malin, envisioning a Mali’thill sanctuary under shadowy and heavy branches. The Mali’thill were divided, without a present Maheral to guide them forward. Not even the old avantguard which had long mapped the course for their people were available, or willing, to try and gather the scattered and small pieces. Enter Dimaethor Visaj and Alyrion Laureh’onn Dimaethor Visaj announced a summit for all Mali’thill 1684. Without previous merit or any larger notable achievements, the interest was mere mellow. A handful of Haelunorian loyalists convened that evening to resolve the most urgent matters. A location for a new Enclave was decided upon; a chain of islands off the most eastern coast of Atlas. In the absence of Maheral Kulin’oem Vallei’tir, which some speculated had died in the attack from the September Prince, the group agreed to declare Dimaethor Visaj their Maheral, and consequently sent word to Malauriran, former Maheralan, to legitimise and support the ascension. A new government formed, dismissing the elective rule they had long seen poison their Motherland, shifting power and responsibility to the Sohaer, and his small Silver Council, originally made up by Sohaer Tarlach, Okarir Alyrion Laureh’onn and Okarir Delos Telperion. The new government waited no Elven day before getting to work. The islands were terraformed, towers and halls erected: their new Enclave stood in less than half a year. Fitting to its purpose and cause, it was decided to name it The Silver Enclave of Fi’halen, meaning new hope, or new promise. Sohaer Tarlach, oh so determined, though somewhat distracted, disappeared only a mere year after the construction had finished. Frustrated and though initially unwilling to recognise the passing of their new Sohaer, Maheral Dimaethor Visaj announced the natural successor; Alyrion Laureh’onn. Sohaer Alyrion Laureh’onn had already played an important part in the founding of their new Enclave, and would continue to be a valuable influence for many decades to come. He came to be renowned for his great skills in both architecture and administration, continuing the construction of the city at a very high pace. No quiet Sohaer, he voiced his opinions on all matters the state and beyond. The Mali’thill marched on those who decided to stand in our path, at one point declaring war upon a minor Dwarven settlement who had decided to taunt and encroach on rightful Mali’aheral soil. Conflict and competition first arose on a few matters of principle; that of sovereignty, and of the treatment of impures and impurity. Alyrion Laureh’onn sought the protection and aid of Gladewynn and their King Kairn Ithelanen, offering Fi’halen as a protectorate, a lesser subject of the Alderfolk. Met with some opposition on the island, increasingly so as the charismatic “king” departed, it became a common point of criticism. At the same time, we saw mixedbreds move unhindered through the city, sometimes under the explicit protection of Alyrion. Unquestionably stinging in the eyes of any and all good and honest Mali’thill. These issues grew even more problematic towards the end of his tenure, and persisted well into his successor’s; Sohaer Kiljarys. Afterword There has been few as influential and important decades as these two. A ruined nation, split people, united and put back on the course to reclaim the ancient legacy and restore the grand Motherland. We owe plenty to both Tarlach and Alyrion Laureh’onn. Some scholars have said that we would not stand close to as prosperous and well if it were not for the seeds they planted and the foundation they built. As Sohaer, having been granted the full and absolute authority to guide and lead us, I must never sit complacent with accusations of this nature levied against those under my responsibility. Servants of the Mali’aheral, the Silver Councillors, have the power to either ruin or restore our ancient Motherland, and by such they ought to be held to the highest of standards. I expect no less than that. The Assembly serve as a venue for Blessed Citizens to raise concerns about Silver Councillors or any services the State provides towards our permanent elevation and progression. Use this occasion, Mali’thill, and speak up. The Blessed Citizenry is summoned to the Silver Citadel, to voice their concerns, grievances and ideas directly to the Blessed Diarchy present. We ask you to prepare a short list, be it only a couple of points, to present to us. It is you, Cherished Child, who have the ability to save, sharpen and advance the Silver State. Long has it been known that the Library of Dragur and their collection is built on the banditry, on the robbery of the honest national libraries of the realm. The Eternal Library is a victim of such attacks, and the property of the Mali’thill and the extended Blessed Citizenry has long been exploited. What irony, that a library which is founded on theft and villainy is permitted refuge and safety on the protected plains of Aedvang, where the Sanctuary Monks pledge to ward off the dark and evil. The bandits, in addition to the vile insult of the dear Maheral Iaria Elervathar not yet replied to, have forced our hands. The Silver State of Haelun’or and her children have been plenty patient in resolving the transgressions of the criminals of the Library of Dragur, but no longer. They shall be declared as Enemies of the State, and should the Wilven Sanctuary Monks permit this to proceed unanswered, they too shall fall under the same categorization. All Enemies of the State are subject to arrest, and the Silver State of Haelun’or implore all allies and honest nations of the realm to mirror this statement. Nations or individuals who bring Enemies of the State to Haelun’or will be granted appropriate compensation in Minaan. Favoured High Chieftain Lyemar Aureon of the Forest Realm of Irrinor, I received your letter in regards to the Forest Realm lowering the age of adulthood in Irrinor with hope that it would stifle my concern, yet it has only grown. The Mali’aheral and the Mali’ame have much more in common than you would like to admit. We are of the same Father; Malin, though separated early, and nothing can triumph those bonds of blood. Larihei, oh revered Elfess, mapped a new course for the Mali’aheral, and with that came the ancient creeds the Mali’thill and the Haelunorians now so ardently follow. At the same time, in the Malinorian Princedom, their own creeds grew forth and were well-rooted. The separation had begun and was a fact. Though a plethora of traditions, statutes and precedents remained, compatible and an integral part of both the Silver Law, and the Law of the Malinorians. These things came to bridge between the Elves, and served as given in all dominions Elven. The Old Malinor law states clearly; a citizen is first adult at the age of fifty, no less. The young Mali’aheral who have proven early maturity are enabled to serve in government. We remember how our revered and beloved Maheral Iaria Elervathar, who was no older than in her early twenties, when she took the position of Okarir’maehr, and naturally ascended into the Maheralship at thirty. The Mali’thill are left to wonder: How come this Irrinorite motion to depart from tradition now? What does the lowering of adulthood mean in all things practical, in legislation? The answer is clear to the cultured and literate, yet even that give reason for even more questions. Have the Chieftains of Irrinor no more adult Mali to bed? Are they attracted to the immature and young? Our children read books, explore the woodlands and are schooled for a productive future- while your young Elves are hunched over. A completely anti-Elven motion, and a true manifestation of Irrinor deviancy.
