Your idea actually doesn't seem so bad to me.  It, of course, could use a few tweaks and additions but that could always happen later (or not at all :c ).  What I /was/ going to comment on your post is: I think it'd be an interesting addition to LoTC.  I always feel rather disappointed when PvP is called on me when I'm using magic against someone in RP.  I feel like potential RP for character development is lost and "awkward RP" is created.  I guess an example would be two electrical evocationists doing a call down onto a group of armored men, but the men say defender default and call pvp once they get struck by lightning.  The group of men have pvp gear and start calling their horses when the mages just have a sword and no armor or horses.  Let's say the mages somehow get really lucky and manage to run away, but what happened for RP?  Did their call down for some reason not have any affect towards the men covered in armor?  That's what I really dislike about PvP getting called, yeah it might be nice if there's too many people involved, but what about if there's only a few?  I think it'd be interesting to test this on the server like how we did for defender default.
