Question before I post, did the world have a technological backdraw? as in did we lose advancement and take large steps back in technology? and if so roughly what would still be in existence?

It's dependent on your region in most cases. Some places may be able to have stockpiles of modern firearms, and helicopters and other such vehicles exist, but others are forced to use traditional sailing vessels, makeshift weapons, muskets, etc. Missiles and jets do not exist at this time, and technology is to be kept well within reason.
