I think that it's not as much a development thing, as they want to make sure people with older PCs can run it. Not like, years and years, but this would destroy a PC from like... 3 or 4 years ago.

That kind of graphics would destroy most gaming PCs even 3 years old. They needed to make sure that it was optimised for consoles and the average PC instead of wasting time making a game that only 2% of PCs could run.

If I may ask, what mods do you use?

Skyrim 2K textures, Better Glaciers, Better Snow, Immersive Armours, (Forget the armor mod, just look under armour and tullius), Requiem(I REALLY RECCOMEND THIS, BEST MOD!), and ENB Mistveil/Grim and Somber preset, cinematic and ultra.
