The Orenian government therefore establishes the following facts: Although the Holy Empire of Oren on her part has strictly adhered to the rules of treaty law in her relations with the Grand Kingdom of Urguan during every period of the recent and present conflicts, the government of the Grand Kingdom of Urguan has perpetrated several violations of varying degrees of offense to the treaty agreements between the Imperium Tertius of the Holy Empire of Oren and the Grand Kingdom of Urguan.
