Inquisition Of The Arcane

Before the town square, a small podium is set up as the young Hobs Gullyworth, Priest of the Church steps up. The speech he gave is also written onto pamphlets and sent throughout the capital.

 

"Written to High Nobility or low peasantry, I present my argument in the inquisition of the arcane arts. Long have our people been known for persecuting those who delve in arts deemed' Witchcraft', and rightfully so! However, one would begin to question if perhaps it is a necessary evil.

 

The purging of individuals such as Dark Elves who wear black robes in broad daylight who can summon firey daggers seemingly infinitely is understandable; however other less destructive arts of the magic could be put to use by the Empire. It is by my own seeking and studying that there are two fields of magic, the arts accessed by energy of which you mold and the arts accessed by heretical deities.

 

The latter is an abomidal thing to even comprehend. Those who use it are placing faith in evil deities to give them 'witchcraft', and therefore our brave Knights of the Empire put down these things who do pose a threat to our kind and are a constant blasphemy to the Creator. I have come to admiration as I observe the High Elven response to these heretical magics as well. Although information is limited when you are standing on the other side of the gate, I have been led to believe that those who partake in deity magic are outcasted individuals who are regarded as scum.

 

Those who delve in the Arcane, however, are accepted and somewhat revered in that society. I am not proposing that we let individuals of the Empire use arcane magic, for that right is easily abused. However, I do propose the following:

 

- To be one that uses magic, he/she must first go through the following pre-requisites:

 

He/She must have a letter of reccomendation from the military branch of Oren.

He/She must have a letter of reccomendation from the political branch of Oren, from either the Privy Council itself or someone of a Greater House.

He/She must propose their wishes to the Privy Council, writing on why they can benefit to Imperial Oren using the arcane magicks.

He/She must be passed by the Privy Council.

 

Those who are passed have these undeniable rights:

 

To not get persecuted for their practices, but instead accepted as one "licensed" to do such.

To freely perform their magicks in their place of practice.

 

The following laws are proposed to keep the practice in check:

 

You must not practice your magic in public for pure amusement. If in public, you must have a valid reason for why it is being performed in public and not your place of practice.

 

The count of mages within the Imperium shall not exceed five, and the count of Wizards within the Imperium shall not exceed three. Mages must be apprenticed under Wizards, and a mage may only ascend to be a Wizard if said Wizard passes away. This leaves a total of eight magic users within the Imperium at maximum.

 

If found you are channeling magic from deities that are not the Creator, punishment will be due.

 

Using your magic or items affected by magic to harm citizens is strictly illegal.

 

Your magical practices must always be in benefit to the Empire. Whether it being a battle mage, an enchanter, or any of the likes.

 

If found breaking any of these laws, you will be subject to death by crucifiction and burning.

I hope these propositions may allow the benefits that arcane magic can bring, as it is not inheritly heretical. And with the laws proposed, I pray it would not get out of hand. With this, I conclude my speech."

Vuln pounds around, still hunting for his lost brethren. If you see any Dread Knights please call 555-5555 as soon as possible. Vuln misses his family and will remain in hiding until he finds them. "I....shall....endure..."

Elindor is troubled that the title of Wizard may be trivialised upon those far from the experience necessary to deserve it. He throws his voice across the crowd to conceal his position, just to be safe.

 

"Did not the Creator give to us a mind with which to understand the world of his hands? And was not this world created from nothing BY those hands out of a place that the young ones call a Void? So it should be far from evil for a descendant of the Creator to take liberties in using this same void to create the basic elements of our world. And yet, in obeisance of His great power, such creation can only be performed by mortal hands for a mere instance. It would not be a stretch of understanding to see such utilising of the gifts in this world as praising to The Creator's works."

 

After ceasing to speak, Elindor realises the folly of throwing his voice and then taking up speech for such an extended period. He attempts to slip into a small group of ladies and takes on the appearance of an elderly woman.
