Proposed Amendment
 
Remove Lord's duties, instead raise the power of the King's Council in regards to guilds, and give the Lord's collective power to vote or veto changes in Guilds, primarily approved by the King. 3/5 with King's Approval for a suggested change, 4/5 and Grand King to remove a King's Council.

“Recently” means within the last 30 Elven Days. Each member of your clan can only claim one italic achievement. If multiple members have the same achievement, they do not stack.

[The suggested system above may have been out of favour with the Lord's Council, but apply it differently and perhaps a new system could be instated.]

 

The 5 Clan's with the most Prestige from the beginning of a Lord's Term to the end, earn themselves a right to hold a Grand Clan Position.

 

A Grand Clan

 

A Grand Clan is one of the top 5 clans that have proven themselves worthy of holding a seat on the Lord's Council by earning the most prestige points.

 

The Grand Clan much like the Lord's position will be a three month term, earned through prestige in the previous three month term. If a Grand Clan doesn't earn its spot in the top 5 prestige clans then it won't get the chance to hold a seat on the Lord's Council on the next term.

 

The Lord is nominated by the Clan Father of the said Clan . Each Clan Elder may run for Lord, including the Clan Father himself, however a Clan Father may not retain his position as a Clan Father if the said Clan Father wins the Election over the Elders running.

 

All citizens of Urguan may vote on Grand Clan's elections regardless of what clan they are in. They get to vote on every Grand Clan's Election

 

Lord's Term

 

A Lord's Term consists of three elven moths. On the start of the fourth month the election will begin, on which they may choose to re-run against their Kinsman to retain the position or step down and let an elder or Clan Father to run for the position.

 

If the Lord's clan fails to make the top 5 clan prestige by the end of their term, they may not re-run for the position.

 

At the start of a Lord's Term, the prestige system will begin to be recorded by the High Remembrancer

It is refreshing to find someone with this stance Fimlin, but the problem is that you cannot overrule the rest of the Lords, and because they are friends they will find it hard to remove another and scale the balance of the Lord's council out of 

their favour.

Clans are the Kingdom, without them Urguan would be five Lords sitting around in the throne room. If you believe you Clan is more important then dedicate yourself to it and step down from Lord, although you are one of the more competent Lords.

Hiebe speaks,

Clans are the kingdom. If you ignore the clans you ignore the people.

(Dwaven society has always been clans and we have recently gone away from it and it shows how bad that is. People remember the asulon days of when clans had lots of power and they liked it. I have a system or plans to write up once home but **** guys, a small clan should not have as much or equal influence as a large one. )

Clans are the Kingdom, without them Urguan would be five Lords sitting around in the throne room. If you believe you Clan is more important then dedicate yourself to it and step down from Lord, although you are one of the more competent Lords.

The Lords chosen normally would be the friends of the king, however the lords also advise the king in the matter, though maybe there could be another law or amendment that maybe the clan council can veto the choosing of a certain lord.

 

The current Lords I'd say are not the greed-filled ones we had before, they have opinions but the majority would stand for their people's belief then themselves as of now. and if the clan council votes aye then its only 2/5 which is easier than 3/5.

 

That is not exactly what I meant, I meant that the Kingdom cannot control clans, which are basically large families, and families can never be fully controlled, a family's leader is it's own choice.

The Grand King covets the documentation, the likes of Hiebe suggested to his father. Already having planned on adding such a system he now has the means to implement it to his series of article amendments.

It's not about the Kingdom controlling Clans, it should be the Clans controlling the Kingdom

A Lord Term sits parallel to that of a Grand Clan term, not give the guilds more power but give them absolute jurisdiction over their guild, with a lord having to have an extensive vote in order to change/remove. I like the bastard council idea though
