In a location near to yourself, you visibly notice a flyer, if you should go and read it, it says the following. 

Sune

We of the township of Sune, welcome all races; Elf, Orc, Kharajyr, Human, or Dwarf. Race is of no matter, we are explorers; intelligent searchers of knowledge, wealth, and reknown. The planned structure of rank is the following.

Citizen
Governor
Warden

The Warden leads the town as a whole, and has the power to add new citizens and manage activity and collect taxes. Governors do the same to a lesser degree.

Taxes may not be changed by any member of the Governor's council, nor by the Warden without consulting the people of the town of Sune and doing a vote.

The tax of Sune is ten minas per week from all citizens, if not you have a four day period to turn in 15 minas instead of the previous ten, and any day after that can lead to an extra mina, or property being forcefully relinquished from the owner.

Laws of Sune

1.) You shall not murder unless in self defense, punishment by hanging.
2.) You shall not steal, punishment of stealing material possessions is a time period in prison. 
3.) You shall not lie to government officials nor associate yourselves with treasonous activities including griefing of the inner areas, damage to property, and any other form of obvious criminal activity. Punishment by prison or hanging depending on the gravity of the offense.

How to join:
to join Sune, you simply must send a bird with the following application to Aegor Sylvari (PiercingDarkness).

Do you agree to our laws?

Are you prohibited from other realms or lands? If so mention why.

Housing policy: 

ALL HOUSING is free. Merchant homes/stalls of any kind cost 5-10 minas. Land itself is low cost, simply talk to the governor of commerce or the warden.

A letter is sent to the town of Sune.

"Dear Governor of Sune,

                                       I write from the Grand Kingdom of Urguan. Your failure to address the state of Urguan and your addressing of the Empire of Khorvad comes to great concern to my office. Either you do not recognise the Grand Kingdom or you are far out of the loop with your documentation. 

I would request a clarification.

Ahh, my apologies. I assumed Khorvad had fully destroyed the majority of Urguan? Either way I shall adress your empire proudly, Mr. Ireheart. It shall be adressed.

Quite joyous was I when I read the halflings had a home, I shall add Gimblewood at once. I would like to create a trade agreement as well, perhaps we can meet at a later date?
