Basically I'm going to start off the RP at the beginning of the Arkham Knight plot. I know this isn't the main universe, but it's a dark story arc for Gotham I really do enjoy, and that's the direction I'd like to take this.

Basically... Sacrecrow takes over Gotham with his Fear Toxin, which when entering the body makes them see their worst fears. Batman tries to stop him from dispersing it through Gotham and the East Coast of the USA. The city is evacuated and its basically Batman + Cops versus Gangs

Character Name: Mitchell Daniels.
Identity: No official one associated with him yet.
Age: 15.
Gender: Male.
Powers (Max 3): 

Healing- Has the ability to heal wounds of himself and others incredibly fast and rather effectively, normally being able to achieve near impossible feats of repair on others. On contact with the palms of their hands, wounds and other injuries seem to repair at an incredible rate.

Electrokinesis- Has the ability to channel electricity through their body for a certain period of time - normally being used in a medical sense (quick defibrillator) but occasionally being used as a self defence method, practically electrifying their whole body and shocking those that come into contact. Can also force electricity a certain direction if in contact with a flowing source of it (willing it into his own body, powering devices/machines etc).
Weaknesses:

Semi-Pacifist- Chooses not to fight as much as possible - they're there to help people and nothing else. Not knowing how to fight or being very good at it is also a large factor in this.

Weak- Not strong in the slightest and completely incompetent when it comes to fighting. Their main method of defence is to electrify their whole body (Electrokinesis being something that requires a lot of focus and to stand still) and hope people shock themselves on himself.

Limited charge- Whilst being able to manipulate electricity throughout their body and amplify it, he only can use as much as he can contain - about one to two minutes of continuous charge at the current point in time. To replenish this, he must come into contact with some form of flowing electricity. Just touching a machine with some broken wires won't let him suck the juice out of it.

Wears a black, hooded sweatshirt, normally having the hood up when out to cover his face.

Wears a striped black and white scarf around his neck, normally pulled up over his mouth and nose.

Wears a simple pair of jeans and trainers/sneakers.
Brief History (Optional):

Mitchell's father worked at a research lab looking into advanced, 'lightning fast' healing and repair of the body, designed for armies to use when abroad and in need of immediate, quick medical attention. The idea was that, a certain chemical would allow cells in the body to be strong/resistant enough to withstand an intense electrical current, in the aims that the cells in the body would be filled with so much energy, that their movement and functions would be incredibly enhanced in speed and effectiveness. This included the natural regeneration function of the body. 

 

Mitchell would regularly visit his father's work place, finding great interest in his 'morally correct' work. Upon a call for his father at the front of the building, Mitchell decided to take this opportunity to poke around his father's lab now that he was alone. He pressed his face against the glass window of the vat containing this specially formulated chemical, watching the bolts of electricity arc out from it and back in, fixated on the. A sudden bang snapped Mitchell out of his trance, spinning around for only a moment, before being sent back against the vat, a shock of pain shooting through his chest all of a sudden. A split second later, a mix of a burning sensation and a shocking one filled his form, blacking out from the overwhelming feelings rushing through his torso.

 

The bullet that had passed through him from the earlier Black Mask gang raid on the lab had passed directly through him and into the glass vat behind, causing the experimental chemical to seep out and into him. Upon hitting his body, the high voltage electrical current shocked his body, surging throughout it and electrocuting him. This reacted with the chemical that was now seeping into his blood stream, it's ability taking effect and causing it to spread much faster than it should, spreading quickly enough to make his whole body resilient to the energy flowing inside of him. Most of the chemicals and their effect centralised around his palms, making those areas the most effective to use to heal.

 

With the raid leaving Mitchell's father missing and himself now alone, he sets out to survive on the rough streets of Gotham in these times.

Powers (Max 3): , Superhuman stamina, Superhuman speed, Molecular reconstruction
Weaknesses: Known terrorist wanted by the United Nations (not sure if they exist in this) for taking the african country of Sudan, using his birth mutation to aid this and put the country under war lord rule.
Origin: Sudan, League of Shadows, born with genetic mutation
Personality Traits: Irrational, Impulsive, overzealous,

Equipment: Basic rifles such as Ak-47's, Delrof is particularly skilled in close quarters combat due to his extensive training in the league of shadows, in which he was recruited into due to his genetic mutation.

Powers: Teleportation - as this is his only power, he can do it in an instant, and with considerable accuracy.

Weaknesses:

- Can teleport into a solid item, which would result in immediate death.

- If someone or something is holding onto him when he teleports, they come with him.

- Is very boastful in victory, which can result in unnecessary risks.

Origin: Gotham

Personality Traits: Blue Shade is a sarcastic person. He's generally kind, and a joking man, who would avoid combat unless pressed into it. When challenged, or threatened, however, he's extremely cocky and will mock his opponent before actually striking. He feels invincible with the ability to teleport so rapidly, and it can be a great weakness. He generally aims to maim, avoiding killing. Though, when pressed into it, he'll slit a throat or two.

Residence: Gotham. He doesn't like to travel much, either.

Moral Alignment: Neutral Evil

Proffession: Criminal - Thief. He steals what he needs to live an easy life, with whatever he wants. He doesn't steal for pleasure.

Equipment: A semi-automatic pistol, attatched by his waist. It's not concealed, and can be drawn with ease. Across his back are two blades, which he prefers to use. They're violently edged, so as to ruthlessly tear through skin. The steel weapons have leather grips, and are as long as shortswords.

Suit/Outfit: He wears blue robes, which remain close to his body through steel armor, which covers some parts of his body. His sheaths, which are held on through a leather binding that loops in an X over his chest, holds two blades at his back. He's generally
