Leaves aren't decaying as they should

I chopped a tree and leaves are not decaying. It was said in the patchnotes that trees chopped down manually will always have their leaves decay, regardless of region flags.

I have had this happen too in a region where the decay is on, seems to happen ever few trees or when they are grown/cut down too fast.

I cleared out a big forest and found that a lot decayed except for the top 2 layers. Some didn't decay at all, some completely decayed.
